can anyone recommend a good briefing note or two which would be suitable? Ideally it would be aimed at voluntary / public sector organisations

I'm not aware of any such note that I could point you to
Well, I made one (attached are PDF and vector versions).
It is A5 in size, and is aimed at a non-technical audience.
I will do a reverse side shortly with a little more general info, but for the time being, see if you think that this is of any use.
If people think it is suitable then we can let Peter know about it.
Sam.

wow. you're truly phenomenal. I like it, and I'm much impressed.

a few small improvements:
- typo in 2.:
worlds > world's
- typos in 6.:
wont > won't
nomatter > no matter
- typo in 7.:
internet > Internet
- in 8: Linux > GNU/Linux
You could also add periods at the end of each point.
I'd also like this to be distributed under a liberal license -- verbatim, cc-by-sa or similar.
Before making it an "official FSFE release", we usually run such things through the PR tracker. I've put it up there, and will also add the updated version.
Sam, thanks again. This just put a smile on my face, nay, a grin.
Best regards, Karsten
One more Typo:
Section 2. it's -> its
Great work!
Nice work Sam on the flyer you posted to edu-eu@ and designers@!
I hope it could be published at http://www.fsfe.org/about/printable/ (after you fixed all but one of the typos Karsten pointed out)
Related, pages http://www.fsfe.org/contribute/designers/styleguide.en.html and http://www.fsfe.org/about/graphics/graphics.en.html should be cross-linked or merged and there should be a link from the printable page to some page, that explains how to proceed if you want to contribute and make more FSFE materials. Naturally that page about contributing should include links to the style guide and graphics page.

That does not stop you from using direct links to other documents..? I'd expect to find all leaflets from one place.

No, it does not prevent us.
From my experience I see one problem with this leaflet is, that it is not maintainable in the long run. At least that is my experience from former times. As soon as we have several translations of the leaflet and than we have changes in the original version it becomes very complicated. And in the past the one who made the leaflet, was the only one who was able to make a good looking version for other languages. So he is the bottleneck as our translators don't want to learn programms like scribus, inkscape, etc.
With our current system that is working smoothly. So I would focus our energy on improving the current leaflet system and migrating Sam's leaflet to that system.
Please let me emphasis: I like the design of the leaflet (was not able to take a look at the second page yet). I just fear that it will be outdated and not maintainable in the future. And that we always need to "steal" Sam's time for every simple small update of the leaflet and its translations.
Best wishes, Matthias
