Please use "certificate" where appropriate, if you can, a (public) key alone is not enough and a very technical view. Speaking of "public certificate" and "secret certificate" can help to non-technical people to understand faster and it is more consistent with other crypto systems like S/MIME or TLS.
I don't think so. Most of the times people do not even understand when I use the word "license" (in Software context). Using "certificate" seems even more bureaucratic/lawyer-like than "license". A key on the other hand everybody knows what it is used for: lock and open
