do you know of universities and schools that adopted non-commercial or free software solutions during this pandemic? Is there already any list of similar initiatives? I had a look at fsfe.org, but didn't find such a list.

The Ministry of Education, in France, created a (temporary) portal with FLOSS tools for education here: https://apps.education.fr

yes, the pandemic accelerated the release of https://apps.education.fr which relies on many free software.
The project has been started about a year ago and it is not really meant to be "temporary" -- "experimental" would better fit.

there were a couple of examples in Germany. E.g. the University of Osnabrück adopted BigBlueButton https://www.rz.uni-osnabrueck.de/homeoffice/bigbluebutton.html (in German)
There were others mentions on fsfe-de (I believe) and on Germany news portals and magazines.
There were more example. But note that in Germany the education is in responsibility of the states (not federal government). And schools themselfs can often chose their own solutions.
