a friend is looking for a good Free Software Project Management tool that she says offers "similar experience as MS Projects or Asana", including Budget, Mile stones, task assignments etc.
Anyone here has a good recommendation?

At my job we're doing all of this in Redmine, and the basic project management features work fine, to my knowledge.
But note, I'm not a project manager byself, so my use of it is mostly time&issue tracking.

I have tried Tuleap [1] in the past. It is quite usable. Some nice people from France are working on this. Met them at some conferences.
Another option could be OpenProject [2]. While Tuleap covers software development very well OpenProject is a bit more common project management.
I have read some posts from others recommending Redmine.
From my real world experience:
With Redmine Bugzilla etc. you scare people away nowadays. Yes - the software may work. But the UX is horrible. This will end up in them buying "a proper" solution by M$ or Atlassian..

I was quite impressed by tuleap at first. We tried it at my employer. Sadly it had some real drawbacks at the time:
- Installation and upgrade via (s)hell scripts. No thanks! :( - Parts are proprietary now - Used parts are really really out of date (e.g. mediawiki 1.23 from 2017 which isn't supported by anything anymore). - Everything seems to be hit with a hammer so you don't recognize the used parts anymore
So, please evaluate carefully before committing to it.
