They are clearly watching this issue very closely ( http://www.linux.com/article.pl?sid=07/04/16/2019244 ), as the Office file formats are the cornerstone of their desktop monopoly.

This is probably due to the fact that historically, the BSI has been one of the Institutes which has been willing to say no to Microsoft (e.g., Managed C++) and is one of the more likely institutions to reject OXML.
Some have a feeling that OpenDocument was rushed far too quickly through ISO, and the BSI are amongst those who've indicated in the past they don't want to see that mistake being repeated.
