[Finland] Meeting with Sumuvuori 13.6.

Hello Karsten and Finnish team! I was on lunch today with Helsinki council member Johanna Sumuvuori, who did the OpenOffice initiative. We discussed things for almost two hours, and she has decided to continue the fight for freedom (she was so busy this spring with many things there was a break in her following up of the issue). There is a council meeting today, the last one before the summer break. We drafted a new initiative, there is a chance she might publish it today. If she does, we should do a really quick PR about it. Also she gave me some contacts to journalists and other people she hoped I'd explain the situation to. She thinks we are on to something and that the public should be made aware of it. Unfortunately I'm really busy with work projects etc and I really don't have time to do everything I should to push things forward. These tasks hard to delegate though. Gartner Ireland Limited (edustajanaan Suomessa Market-Visio Oy) ei ole antanut Helsingin kaupungille, jonka kanssa yrityksellä on kaksivuotinen palvelusopimus suostumusta luovuttaa yrityksen suojatulla menetelmällä ja laskentamallilla aikaansaatua Open Office vs. MS Office laskelmaa muiden käyttöön. Kaupunginvaltuuston aloitteesta tietotekniikkapalvelut selvitti voisiko Helsinki siirtyä käyttämään vaihtoehtoista toimisto-ohjelmistoa sen sijaan, että kaupunki perehtymättä vaihtoehtoihin hankkii Microsoftilta toimisto-ohjelmiston ilman kilpailutusta. Tietotekniikkapalvelut luovutti kaupunginhallitukselle raporttinsa 28.12.2011, jossa keskeinen sanoma oli, että MS Officen kilpailijan OpenOfficen käyttöönotto maksaisi 7 vuoden tarkastelujaksolla 28,3 miljoonaa euroa, mikä on raportin mukaan 74 % kalliimpaa kuin MS Office. Tietotekniikkapalveluiden laskelman lopputulos ei vastaa lainkaan esimerkiksi Oikeusministeriön projektipäällikkö Martti Karjalaisen väitöskirjassa olevia vahvistettuja laskelmia tai esimerkiksi EU:n komission julkaisemia tapausesittelyitä ympäri Eurooppaa. Tietotekniikkapalveluiden raportti on jätetty nimettömäksi eikä keskusteluissa tietotekniikkapäällikkö Raition kanssa ole tullut esille kuka raportin on kirjoittanut ja mihin luvut tarkalleen perustuvat. Käsitykseni mukaan raportti sisältää vakavia virheitä ja kaupunginhallitusta on johdettu harhaan. Todistaakseen että laskelma on luotettava, tulisi tietotekniikkapalveluiden julkaista mahdollisimman avoimesti kaikki osat laskelmasta, jotka se voi rikkomatta Gartnerin liikesalaisuutta. Mikäli itse laskentakaava kaikissa ilmenemismuodoissa todetaan Gartnerin liikesalaisuudeksi, tulee vähintäänkin käytetyt muuttujat ja muut taustatiedot kuten MS Officen kilpailijoista tehty RFI julkaista, jotta laskelma voidaan riippumattomasti todentaa yhdistämällä Helsingin luovuttamat tiedot ja Gartnerilta erikseen hankittu laskentamalli. Muuttujatietoja tarvitaan myös, jotta riippumaton taho voi tehdä kaupunginhallitukselle vaihtoehtoisen laskelman sellaisella menetelmällä, joka ei ole salainen, vaan julkinen ja tieteellisesti koeteltu. Tietopyynnössä on myös kysytty paljonko Helsinki tällä hetkellä maksaa Microsoftille eli mikä on EA-sopimuksen summa ja kausi.
