Kravet var obligatorisk for stat og sterkt anbefalt for kommunal sektor. I 2009 ble kravet gjort obligatorisk for hele offentlig sektor i forskrift om IT-standarder i forvaltningen1. Anvendelsesområdet for kravet har vært begrenset til publisering av dokumenter som skal bearbeides videre (§ 4 nr. 1 andre ledd). I 2011 ble anvendelsesområdet utvidet til å omfatte utveksling av dokumenter beregnet for redigering som vedlegg til e-post (§4 nr. 2). Office Open XML ISO/IEC 29500:2011 (OOXML) er et dokumentformat opprinnelig utviklet av Microsoft med tilsvarende anvendelsesområde som ODF. Formatet er blant annet tatt i bruk i nyere versjoner av kontorstøtteprogamvaren MS Office. Difi har foretatt en revisjonsvurdering2 av krav som stilles til redigerbare dokumenter i Forskrift om IT-standarder i forvaltningen, og anbefaler at kravet til ODF fjernes. Koko kaupungin puitehankinta on liian iso, jotta siinä voitaisiin ottaa huomioon toimialakohtaisia tarpeita ja muuttuvia tilanteita. Tunnen asiaa lähinnä opetustoimen kannalta: * vieraillessani pari vuotta sitten koulussa puhumassa esittelemässä vapaita ja avoimen lähdekoodin ohjelmia koulun auditorion wlan-tukiasemaan ei ollut mahdollista liittää vierailijan konetta. Olisi kuulemma pitänyt Fujitsulle tehdä palvelutilaus jo kauan sitten. Selvää tietysti on, että LAN-kaapeloinnin kanssa tilanne oli sama. Silloin nettiin mentiin yhden koululaisen kännykän ja Joikuspotin kautta... * Koulujen toiminta on tyypillisesti sellaista, että opettajat, rehtorit tai edes TVT-vastaavat eivät pysty / huomaa / osaa kuvata kaikkia mahdollisia käyttöcaseja ja tarpeita. Käytännössä tämä johtaa siihen, että kaikki tehtävät muutokset tehdään koulujen vähistä rahoista tuntiveloituksella. Lisäksi toiminta on usein hyvin hidasta. Siinähän sitten odotellaan viikkokausia, että esim. uuden videokameran ohjelmistot saadaan asennettua johonkin koneeseen. Tämä hitaus rampauttaa tietysti kaikki ne toiminnot, joissa IT:n käyttö ei ole pelkästään hallintorottien tekemää vakioidun työaseman kliksauttelua. * Espoossa on hyvä esimerkki siitä, miten Open Sourcea käytetään kouluissa nostamaan pedagogista toimivuutta ja lisäksi toiminta on kustannustehokasta. Ruotsinkielisessä koulutoimessa on jo vuosia menestyksekkäästi käytetty suomalaisen palveluntuottajan, Opinsys Oy:n Linux-päätejärjestelmää. Ymmärtääkseni käytettävissä olevan tiedon perusteella se on yksikköhinnaltaan halvempi ratkaisu ja käyttäjät ovat tyytyväisempiä. Käsillä oleva kilpailu saattaa tarkoittaa sitä, että koko tehtyä työtä ollaan romuttamassa. Suunnan tulisi mielestäni olla täysin päinvastainen: pitäisi mielestäni ottaa hyöty irti jo tehdystä kehittämisestä ja laajentaa Linux-päätejärjestelmän käyttö myös suomenkielisen koulutoimen puolelle. Skaalaetu olisi järisyttävä. 2. Arviointikriteerit ovat puolueelliset: jos katsotte niitä, siellä on Microsoftin tuotteisiin sidottuja sertifikaatteja vaikka kuinka. Sitten siellä on ITIL. Se siitä. Toivoisin, että puututte poliitikkoina asiaan. Vaikka riisun päässäni olevat FLOSS-lasit pois, en siltikään näe miten tämä suljettu hankintamenettely palvelisi espoolaisten etua ja tehostaisi toimintaa. Nu är programvarupatent på väg via Unitary Patent -förslaget, som gör att patentbyråerna får total makt att göra hur de vill med patent, vilket ensidigt kommer att öka patenternas mängd (och patentbyråernas inkomster) men orsaka negativa effekter på övriga samhället och eventuellt göra Linux och dyligt olaglit via patentanklagelser. FSFE isn't opposed to the idea of a unitary European patent, but we have two key demands: - Patents are a tool of innovation policy. For this reason, the patent system must be under political control (with the EP having the ultimate say) - The European Court of Justice should be the final appeals court for patent disputes. This court would be more likely to take broader societal interests into account than a specialised patent court. In a very difficult battle, eventually neither of our two demands were met. While the final compromise text isn't public yet, it's already clear that the EP has chosen to give up what little control it had over the patent system. The ECJ will have no role in patent disputes; instead, there will be a unified patent court, with divisions in London, Paris and Munich. This means that the final interpretation of what is patentable has passed to the technocrats at the EPO - the same people who are so eagerly handing out software patents. It's not even clear that enforcement will become more efficient as a result. That's because "protected acts and limitations" will be defined according to the national law in the member state where a dispute is litigated. If that sounds confusing, that's because it is, and I can see some patent lawyers rubbing their hands over this business opportunity, while others are merely reaching for Aspirin for their headaches.
