Ok, so they are calling for comments on updating the recommendation. The new version of the recommendation says that for documents intended for editing, authorities are free to choose any format, including OOXML _because it is an open standard_.
- They are still keeping the ODF requirement, but they make it a bit looser
- Somebody has been lobbying them to think that using OOXML is OK and
that the "standard" is ok

Matthias: can you contact from Norwegian fellow to research on this? Do you know some LibreOffice people who might want to do something about this? The time for comments on the new revision of the recommendation is open, so I guess some lobbying could still make an effect.
Personally this is out of my reach. Interesting to know though.
I do not have someone in my mind, who could work on this. If you think it is worth it, we can contact all Fellows from Norway and ask, if someone can investigate.
