Ok, so they are calling for comments on updating the recommendation. The new version of the recommendation says that for documents intended for editing, authorities are free to choose any format, including OOXML _because it is an open standard_.
1) They are still keeping the ODF requirement, but they make it a bit looser 2) Somebody has been lobbying them to think that using OOXML is OK and that the "standard" is ok

** 3.2 Revisjon av krav til redigerbare dokumenter I første versjon av referansekatalogen i 2007 ble det satt krav om Open Document Format (ODF), versjon 1.1 (OASIS, 1.2.2007) for redigerbare dokumenter. Kravet var obligatorisk for stat og sterkt anbefalt for kommunal sektor. I 2009 ble kravet gjort obligatorisk for hele offentlig sektor i forskrift om IT-standarder i forvaltningen1. Anvendelsesområdet for kravet har vært begrenset til publisering av dokumenter som skal bearbeides videre (§ 4 nr. 1 andre ledd). I 2011 ble anvendelsesområdet utvidet til å omfatte utveksling av dokumenter beregnet for redigering som vedlegg til e-post (§4 nr. 2). Office Open XML ISO/IEC 29500:2011 (OOXML) er et dokumentformat opprinnelig utviklet av Microsoft med tilsvarende anvendelsesområde som ODF. Formatet er blant annet tatt i bruk i nyere versjoner av kontorstøtteprogamvaren MS Office. Difi har foretatt en revisjonsvurdering2 av krav som stilles til redigerbare dokumenter i Forskrift om IT-standarder i forvaltningen, og anbefaler at kravet til ODF fjernes. Matthias: can you contact from Norwegian fellow to research on this? Do you know some LibreOffice people who might want to do something about this? The time for comments on the new revision of the recommendation is open, so I guess some lobbying could still make an effect.
Personally this is out of my reach. Interesting to know though.
