just saw http://www.osor.eu/studies/finland-and-sweden-collaborate-using-oss. What is your assesment there? Is this a good project?

I have met Mr. Rainer Lytz and he seems a positive guy (and based on a very brief acquaintance: he drives the initiative with a good heart so to say: he understands commercials and communities).
I spoke in one of the Open Kvarken seminars, but I have little knowledge of the project itself.
The co-operation - form Finnish side - seems to be limited to the Swedish speaking minority (which is prominent in that region). So its influence in Finland as a whole is limited to some extent due to this.
As a side note, I got an assignment to help in setting up legals in an open source project from that region and I'm under the impression that the Open Kvarken project somehow has affected them. But I will learn more, can't disclose details at this stage.
