In an article published today, The Guardian[1] describes how Microsoft
is actively cooperating with the NSA. According to the article,
Microsoft is providing the NSA with broad access to the communications
of anyone using the company's services:
- Microsoft gives the NSA access to encrypted mails on Hotmail, Live.com
and Outlook.com, as well as web chat messages.
- Microsoft provides the NSA with easy access to its SkyDrive storage
service, which currently has 250 million users worldwide.
- Microsoft makes it possible for the NSA to monitor audio and video
calls on the Skype service which it acquired in 2011.
"This makes it clear that trusting Microsoft with your critical
company data is downright negligent," says Karsten Gerloff, President
of the Free Software Foundation Europe. "In both the public and the
private sector, those responsible for security and data protection
urgently need to take action to protect their organisations, customers
and clients."
While it is difficult or impossible to entirely escape surveillance,
there are ways to minimise the risk that sensitive data, such as
confidential product data or patient records, is intercepted by a third
party. Free Software solutions for groupware, office products and
operating systems are fully auditable, and often data security a
priority. End-to-end encryption with Free Software products such as
GnuPG[2] and off-the-record messaging (OTR)[3] protects data in transit.
Products providing secure audio, video and chat communications, such as
Jitsi[4], go a long way towards replacing Skype.
"We advise companies and all other organisations that wish to protect
their data to use Free Software solutions, to store data in-house
wherever possible, and to cooperate only with providers whom they
trust to protect their customers' data," says Gerloff. "Such providers
will often use strong encryption, and minimise the amount of data they
store. Using smaller providers instead of global IT companies makes it
somewhat less likely that customers' data will be caught in the NSA's
dragnet."
Users should actively take control of their data and communications. One
way to do so is to support the developers of Free Software encryption
technologies, so they can continue to provide these important products.

Programmieren wird für junge Leute immer attraktiver. Im Vorfeld des
neuen Python Programmier-Wettbewerbs, bietet die GFU Cyrus AG, Kölner
IT-Schulungsanbieter, in enger Zusammenarbeit mit dem Python Software
Verband (PySV) einen Einsteiger Programmierkurs für Mädchen und Jungen
an.
Die GFU stellt die Schulungsumgebung zur Verfügung und ermöglicht den
Jugendlichen dadurch ein kostenfreies Angebot.
An dem Kurs kann grundsätzlich jeder deutschsprachige Schüler der
Sekundarstufe 1 und 2 aller Schulformen ab 13 Jahren sowie Schüler der
berufsbildenden Schulen (Berufskolleg) und gleichartigen dualen
Ausbildungsverhältnissen bis 21 Jahren, ungeachtet seines Geschlechtes
oder seiner Nationalität teilnehmen.
Der Kurs gibt einen Einstieg in die Programmierung mit Python im
Allgemeinen und die Anwendung der Programmiersprache in einer

Unglücklicherweise vergessen Firmen manchmal ihre Pflichten, wenn sie
Freie Software in ihren Produkten verwenden. Jemand muss sicherstellen
dass Unternehmen von Zeit zu Zeit daran erinnert werden. Das erledigen
wir mit unserer Konformitätsarbeit. Nachdem unsere ehrenamtlichen
Mitarbeiter eine GNU GPL-Verletzung während eines Workshops im Jahre
2012 fanden, haben wir alle Beweise an Harald Welte und seine Anwälte
von gpl-violations.org[2] weitergeleitet. Sie haben den Fall bearbeitet
und wir wurden darüber informiert, dass wir den Fall gewonnen haben[3].
== Die öffentlichen Körperschaften der EU verschwenden jährlich 1,1
Milliarden Euro ==
Diesen Monat veröffentlichte die Euripäische Komission eine Mitteilung
mit dem Titel „Gegen Lock-Ins“[4] (siehe auch die Kommentare der
FSFE[5].) Die Europäische Komission fordert die öffentlichen
Körperschaften dazu auf sich von Hersteller Lock-Ins in ihren IT-System
zu befreien. Sie erreichen dies indem sie auf Standards setzen und
vertrauen; und nicht auf Markennamen und proprietäre Technologie. Die
Mitteilung betont ebenfalls dass die öffentlichen Körperschaften
jährlich 1,1 Milliarden Euro zu viel ausgeben weil sie nicht mehr
Wettbewerb zwischen den Anbietern erlaubt. Die Komission zitiert Studien
die aussagen, dass 16% der Beschaffung im öffentlichen Raum an einen
Markennamen gekoppelt sei. In den meisten dieser Fälle sind diese
Markennamen die Namen nicht Freier Software Hersteller.
Eine Richtlinie für Offene Standards aufzubauen ist eine schwere
Arbeit. Sie ist jedoch nötig um sicherzustellen, dass Freie Software
Firmen auf gleicher Basis in den Wettbewerb eintreten. Wir haben die
Europäische Komission früher schon kritisiert[6] und wir werden sie
auch weiterhin daran erinnern, dass Richtlinien für offene Standards
einen hohen Wert haben, wenn sie denn richtig implementiert werden.
== NSA: 24 Stunden Video-Überwachung mit der Xbox One? ==
Weil sie mit Protesten der Anwender konfrontiert waren, sah sich
Microsoft gezwungen, die Nutzungbedingungen für ihre neueste Xbox
Spielekonsole ein bisschen weniger einschränkend aussehen zu lassen.
Jedoch waren die „neuen“ Nutzungsbedingungen, die so viel Aufruhr
verursachten, gar nicht neu: Sie waren nämlich ähnlich zu den meisten
anderen Lizenzen von proprietärer Software, einschließlich derer
anderer Microsoft Software Produkte und Onlinediensten. Anna Morris
erstellte eine Grafik davon[7].
Apropos Überwachung: Vor zwölf Jahren rief das europäische Parlament
die europäische Komission und die öffentlichen Körperschaften in
Europa dazu auf, die Bürger und Unternehmen vor der Überwachung zu
schützen. Freie Software spielte dabei eine entscheidende Rolle.
Unglücklicherweise hat die Europäische Komission diese Aufgabe nicht
umgesetzt[8].
Nach jetzt von den Geheimdiensten mehr über die Überwachung bekannt
wurde verstehen jetzt vielleicht einige Ihrer Freunde und Bekannte
besser, was Sie damit gemeint haben, als Sie ihnen erklären, warum Sie
Skype, Facebook, Xbox One und andere Dienste nicht nutzen. Vielleicht
verstehen sie jetzt auch, warum es wichtig ist, die Kontrolle über die
eigenen Geräte[9] und Daten zu behalten. Erik Albers schrieb einen
Artikel über Besitz, Fernsteuerung und Privatsphäre[10] und fragt in
Verbindung mit Xbox One, wie viele Leute eine Wohnung betreten würden,
wenn ein Aufkleber mit „Diese Wohnung wird rund um die Uhr von
Microsoft und der NSA überwacht.“ warnt.
== Etwas völlig anderes ==
- Zusammen mit türkischen Freie Software Aktivisten schrieb die FSFE
einen offenen Brief an den türkischen Präsidenten Erdogan[11]. In
dem Brief geht es um einen Vertrag über mehr als 10 Millionen neue
Tablet Copmuter.
- Die FSFE arbeitet weiterhin dafür, dass man in der Solwakei seine
Steuererklärung mit Freier Software machen kann[12].
- Der Gründer von GNU und Präsident der Free Software Foundation,
Richard Stallman, wurde 2013 in die Internet Hall of Fame
aufgenommen.[13] Er kommentierte: „Jetzt, da wir das Internet
funktionstüchtig gemacht haben, ist die nächste Aufgabe es davor zu
bewahren, eine Plattform für Massenüberwachung zu werden und auf
eine Funktionalität hin zu arbeiten, die Menschenrechte und
Privatsphäre respektieren.“
- Veranstaltungen[14]: Am 8. und 9. Juni 2013 organisierte die
Fellowshipgruppe Wien einen Infostand beim Sommerfest der Veganen
Gesellschaft Österreichs mit 9000 Gästen. Tobias Platen[15] und
Guido Arnold[16] waren beim FSFE-Stand auf der Fuxcon in Frankfurt.
Nächsten Monat wird es einige Aktivitäten bei der RMLL in
Brüssel[17] geben. Matija Šuklje wird einen Vortrag an der
aKademny[18] in Bilbao halten, und Sam Tuke wird einen Vortrag bei der
OpenSUSE Konferenz[19] in Thessaloniki halten.
- Im Jahr 2012 trafen sich die Fellows aus Aarhus, Dänemark drei mal.
Dieses Jahr ist es schon das zweite Treffen[20]. Ab sofort planen sie,
sich einmal im Monat zu treffen.
- SCO zickt schonwieder[21]: Der Fall SCO gegen IBM wird erneut
eröffnet. Aus den Ereignissen der Vergangenheit kann man erwarten,
dass SCO in den kommenden Monaten wieder Ungewissheit, Zweifel und
Angst über Freie Software sähen wird.
- Und nach den Lecks bei der NSA fragt der Journalist Glyn Moody wie
eine Firma jemals wieder Microsoft trauen kann?[22]
- Vom FSFE Planet, der Sammlung von Blogeinträgen zur FSFE[23]:
- Unsere Praktikantin Lucile berichtet[24] dass am 25 Juni der
französische Senat über die finale Version des Gesetzes über
Bildung abstimmte. Damit stimmt er einer von der Regierung
durchgeführten Erweiterung zu, die die Versorung mit Freier
Software einschränkt. Im Verlauf des “Call for Action” im
April, verbrachte sie einen Vormittag damit, mit Mitgliedern der
Komission zu telefonieren und Emails zu schreiben. daneben hat sie
einen Blick auf andere Neuigkeiten in der Freie Software Welt im
Juli[25] geworfen.
- Bereits 1.5 Milliarden Nutzer sind mobil im Web unterwegs. Diese
Zahl ist ziemlich nah an der Zahl der Internet-Nutzer im Jahr 2009.
Lese Henri Bergius’ Artikel “the mobile-first web”[26].
- Von einer Konferenz in Rumänien erstellte Karsten Gerloff eine
schnelle Liste über Probleme für Freie Software in Rumänien[27]
und berichtet über seine Probleme, sich mit Freier Software bei
einen Workshop im europäischen Parlament anzumelden[28].
- Paul Boddie hat letzten Monat sehr aktiv geschrieben. Er disktuiert,
dass Standards als ultimative Ausrede verwendet werden, um seine
Arbeit nicht zu tun.[29]
- Er schrieb ebenfalls eine Beurteilung über Kolab[30] und die
Ressource Autovervollständigen im Webmailer Roundcube[31].
- Sein Artikel “Where Now for the Free Software Desktop?”[32]
nimmt uns mit auf eine Reise zu GNU/Linux auf dem Desktop. Paul
schlussfolgert, dass „wenn wir erst einmal gezeigt haben dass wir
zusammen arbeiten und auf alle [erwähnten Herausforderungen]
dauerhaft und als Gemeinschaft reagieren können, vielleicht wird es
dann klar werden, dass uns das Jahr des Linux Desktop endlich für
immer erreicht hat.“
- Und schließlich analysiert er Named-User-Lizenzmodell und
Volumenlizenzen[33] und wer der wahre Verlierer dieser beiden
Verfahren ist.
- Wie kann man die Microsoft-Steuer umgehen, wenn man einen neuen
Laptop kauft? Kevin Keijzer dokumentiert einige Tipps und Tricks wie
man einen neuen Laptop kauft.[34] Das ist eine nette Fortführung
des Artikels vom letzten Monat: Test eines vorinstallierten
GNU/Linux Laptops von Dell.[35]. Er hilft uns dabei, mehr
Informationen über Laptops ohne Microsoft-Steuer in unserem Wiki zu
finden[36].
- Daniel Pocock schaut sich die Fragen nach 2048 oder 4096 Bits[37]
an, erspäht Prinzipien der Freien Kommunikation[38], entdeckt
Hersteller Lock-Ins in australischen Schulen[39], und schrieb über
die Mädels um mich und der NSA[40].
- Anna Morris schrieb einige Anleitungen. Darunter Wie man ein Foto
beschneidet und weiße Ränder mit GIMP entfernt[41] oder wie man
den HTML5 Probelauf von Google beibehält,[42] wenn man seine
Cookies löscht.
- Sergey Matveev kritisierte aktuelle GNU/Linux Distributionen und
schrieb warum er zurück nach *BSD wechseln wird[43]. Im Bezug dazu
sucht Hannes Hauswedell nach einer a KISS (Keep it Short and Simple;
dt: Halte es kurz und einfach) GNU/Linux Distribution[44].
Zeitgleich sucht er nach einer guten Möglichkeit, Bilder mit
Copyleft zu veröffentlichen[45]
- Sam Tuke schreibt in seinem Tutorial, wie man das Freie Audio
Programm Ardour aus den Quellen kompiliert.[46]
- Ihr Schreiberling hat sich die Suchmaschine DuckDuckGo als Standard
in seinem awesome Fenster Manager eingerichtet[47].
- Und schließlich gibt Matija einge Tipps für das tägliche Leben:
Er erklärt warum und wie man sich sicher mit Rasieröl und
doppelseitigen Sicherheitsklingen rasiert[48].
== Werde aktiv: Sende uns gute Nachrichten zu Freier Software ==
Oft enthalten die Nachrichten, die wir veröffentlichen negative
Entwicklungen. Themen auf die wir die Aufmerksamkeit legen müssen um
sie zu richten. Der Fellow Chris „cw“ möchte mehr Aufmerksamkeit
auf die guten Neuigkeiten über Freie Software legen. Die Idee ist,
positive Meldungen auf einer eigens dafür eingerichteten[49] Wiki Seite
zu Sammeln.
Zum Beispiel schrieb diesen Monat eine Stadt in Portugal über ihren
Erfolg mit Freier Software[50] und Südtirol in Italien beginnt mit der
dreijährigen Migration zu LibreOffice[51].
Sie können sie selbst veröffentlichen. Dazu abonnieren Sie den
GoodFSNews RSS feed[52] und veröffentlichen Sie selbst etwas mit dem

Die Free Software Foundation Europe veröffentlicht heute ihre Freie-
Software-Wahlprüfsteine zur Bundestagswahl am 22. September 2013. Alle
darin aufgeführten Parteien bezogen Stellung zu den Fragen ob
öffentlich finanzierte Software als Freie Software bereitgestellt
werden muss, zur ElsterFormular Software, Kontrolle von Mobilen
Geräten, Secure Boot, gebührenfreier Lizenzierung von Standards,
Werbung für unfreie Software auf Webseiten der öffentlichen Verwaltung
und Softwarepatenten. Erfreulicherweise haben die Parteien ihr Wissen
seit der letzten Bundestagswahl bezüglich Freier Software klar
verbessert.
Im Folgenden findet sich eine Zusammenfassung und Bewertung der
vollständigen Antworten[1] durch die FSFE. Des Weiteren ermutigt die
FSFE Freie-Software-Aktivisten, diese Fragen und Antworten als
Inspiration für eigene Fragen an weitere Kandidaten auf Bundes- wie auch
auf Landesebene zu nehmen.

Erfreulich zunächst: SPD, Grüne, Piraten, Linke und die Freien Wähler
wollen, dass von öffentlicher Hand beauftragte und finanzierte Software
als Freie Software veröffentlicht wird. Die SPD schreibt „von der
öffentlichen Hand finanzierte Software soll, soweit es geht, als Freie
Software auch wieder der Allgemeinheit zur Verfügung stehen.“ Die Grünen
fordern die Veröffentlichung als Freie Software bereits in ihrem
Wahlprogramm (siehe FSFEs Übersichtsseite zu Wahl- und Parteiprogrammen
in Deutschland[2]) und begründen in ihrer Antwort die Forderung nach
Veröffentlichung mit Vorteilen „wie größere und nachhaltigere
Innovationspotentiale, Verbreiterung der Kompetenz im Umgang mit
Software, aber auch sicherheitsrelevante Vorteile.“ Weiterhin
kritisieren sie den Rückschritt weg von Freier Software im Auswärtigen
Amt. Die Piraten und die Linke befürworten beide die generelle
Veröffentlichung aller öffentlich finanzierten Inhalte. Die FDP geht
nicht direkt auf die Frage ein sondern fordert generell „sowohl
proprietäre, als auch Freie Software“ bei Ausschreibungen zu
berücksichtigen.

Dagegen sieht die CDU „haushaltsrechtliche Hürden“ für die
Veröffentlichung und Weiterentwicklung Freier Software durch die
öffentliche Verwaltung. Dazu verweist sie auf einen Absatz der
Bundeshaushaltsordnung (BHO § 63 Abs. 2). Die Bundesregierung schreibt
jedoch im rechtlichen Begleitdokuments zum Migrationsleitfaden[3]:
Dieser Absatz „stellt also keine Begrenzung für die Weitergabe von
Software dar“ (S. 41) und „[i]m praktisch wichtigsten Fall, der
Fortentwicklung von GPL-Software, darf die Behörde die eigenen
Entwicklungsanteile ohne Erhebung von Lizenzgebühren an Private
weitergeben“ (S. 43). Dagegen sieht der Migrationsleitfaden das Problem
der kostenlosen Weitergabe an Private bei vollständiger Neuentwicklungen
sowie bei Fortentwicklungen von Non-Copyleft- Programmen. Unverständlich
ist, warum die Union die BHO in 8 Jahren Regierungsbeteiligung nicht
geändert hat, wenn sie dieses als Problem sieht. Des Weiteren soll laut
CDU/CSU in jedem Einzelfall geprüft werden, ob die Software „mit
naheliegenden Veränderungen so abgewandelt werden kann, dass sie zu
gesetzlich verbotenen Zwecken eingesetzt werden kann", und wenn dies
zutrifft, soll diese nicht veröffentlicht werden.

Die Zurückhaltung der ElsterFormular-Software[4] stößt bei den Parteien
auf Unverständnis, Bedauern und Kritik. Die FDP macht auf die
Plattformunabhängigkeit von der geplanten Version von Elsteronline
aufmerksam, die auf Java verzichten soll. Sie bedauert jedoch, dass das
ElsterFormular nicht plattformunabhängig zugänglich ist. Die Freien
Wähler empfinden die gegebene Plattformabhängigkeit im Hinblick auf die
Systemsicherheit unverständlich. Für die SPD ist die Bindung an einen
Betriebssystemhersteller inakzeptabel, und sie will sich dafür
einsetzen, „entsprechende Software auch für alternative Betriebssysteme
bereitzustellen.“ Die Grünen wollen sich dafür einsetzen, dass auch
Nutzerinnen und Nutzer freier Betriebssysteme das ElsterFormular nutzen
können. Deutliche Kritik kommt von den Linken: „Die Bereitstellung des
Elster-Formulars lediglich für Microsoft Windows und das Zurückhalten
von GNU-Linux- und Mac OS X-Versionen durch das für die Entwicklung von
Elster federführende Bayerische Landesamt für Steuern aus vermeintlich
wirtschaftlichen Erwägungen ist inakzeptabel.“ Die Piraten sprechen sich
außerdem für eine Veröffentlichung der Software und Dokumentation unter
einer Freien Lizenz aus, auch wenn diese qualitativ schlecht wäre, um
zumindest anderen die Möglichkeit einzuräumen, die Software
weiterzuentwicklen.

Alle Parteien sind sich einig: Öffentliche Einrichtungen sollten sich
bei der Beauftragung von Softwareentwicklungen sämtliche Nutzungsrechte
(Zugriff auf den Quellcode, das Recht, die Software selbst oder durch
Dritte weitzuentwickeln, das Recht die Software an andere weiterzugeben)
einräumen lassen. Dazu die FDP: „Das macht unabhängig vom Hersteller und
bietet Planungssicherheit und Freiheit bei der Dienstleisterwahl.“ Die
SPD und die Grünen begründen ihre Forderungen vor allem aus Sicht der
IT-Sicherheit. Laut der Linken soll der Staat „seine Verfügungshoheit
sicherstellen und im Sinne der Allgemeinheit nutzen“. Die CDU will
„einen besonderen Wert darauf legen, dass zukünftig
Weiterentwicklungsmöglichkeiten der Software von Beginn an
berücksichtigt werden.“ Piraten und Grüne verweisen darauf, dass
staatliche Nutzungsrechte Bedingung sind, um - wie von beiden Parteien
gefordert - Software der öffentlichen Verwaltung unter Freien Lizenzen
zu veröffentlichen. Weiterhin wollen die Freien Wähler über eine
Bestrafung für Beamte und Angestellte nachdenken, die für den Staat
Verträge ohne diesen Nutzungsrechte unterschreiben.
Zur Kontrolle mobiler Geräte befragt, gehen die Parteien primär auf
Datenschutzaspekte ein. Die SPD sieht „insbesondere das Recht auf
informationelle Selbstbestimmung vor besonderen Herausforderungen.“
Grüne, Linke, Piraten und SPD fordern datenschutzfreundliche Technik als
Grundeinstellung („Datenschutz durch Technik“), wohingegen CDU/CSU, FDP
und Freie Wähler auf eine bessere Aufklärung der Bürger abzielen. Zu der
Frage welche Rechte die Anwender über die Software auf diesen Geräten
haben sollten – eine Frage, die von der FSFE z.B. mit ihrer
FreeYourAndroid.org-Kampagne[5] aufgeworfen wird – treffen die Parteien
jedoch keine Aussagen.

Beim Thema"Secure Boot"[6] sind sich zunächst alle Parteien einig: das
Eckpunktepapier der Bundesregierung[7] enthält wichtige Forderungen, die
sie unterstützen und umsetzen wollen. „Mit der Implementierung von
Secure Boot werden die Eigentümer von IT-Geräten in der Möglichkeit
beschränkt, unabhängig und vollständig die Kontrolle über Inhalte und
Anwendungen auszuüben", so die Linke zur Problembeschreibung. Die FDP
will „sicherstellen dass Nutzer eine informierte Entscheidung über ihre
Geräte treffen können“ und die CDU möchte die Arbeit zu dem Thema auf
nationaler und internationaler Ebene weiter verfolgen. In ihrer
ausführlichen Antwort schreiben die Piraten: „Systeme, die den Nutzer
daran hindern, bestimmte Software zu installieren, sind
wirtschaftspolitisch nicht akzeptabel. Dies führt zwangsläufig zur
Förderung von Oligopolen oder Monopolen im Softwaremarkt. Wichtiger noch
ist aber die gesellschaftspolitische Bedeutung der Kontrolle über
IT-Systeme [...]“ Die Grünen bezweifeln, wie die Bundesregierung „mit
der großflächigen Bindung an Microsoftdienste“ das Eckpunktepapier
umsetzen will und die SPD fordert eine „Initiative auf europäischer
Ebene [...], damit diese Vorgaben nicht nur eine politische
Willenserklärung bleiben, sondern tatsächlich eingehalten werden."

Bis auf die CDU und die Freien Wähler befürworten alle Parteien explizit
die gebührenfreie Lizenzierung von Standards. Die Grünen verweisen auf
ihre Forderung aus der Enquete Kommission „Internet und Digitale
Gesellschaft“ (EIDG)[8], bei der sie die öffentliche Verwaltung zur
Förderung der Interoperabilität und Zukunftsfähigkeit ihrer IT-Systeme
konsequent auf den Einsatz offener Standards verpflichtet will, „um bei
der Weiterentwicklung der Systeme nicht von den Interessen einzelner
Marktteilnehmer abhängig zu sein.“ Kritik an SAGA kommt von den Linken
und den Piraten. Die Linken sehen in restriktions- und
lizenzkostenfreien Spezifikationen keinen Automatismus zur vermehrten
Implementierung in Freier Software. „Hierzu sind der aktive politische
Wille und ein initiatives Handeln der Bundesregierung erforderlich“ so
die Linken. Die Piraten kritisieren, dass ODF in SAGA nur ein
empfohlenes Format sei, was dazu führe, „dass in der Verwaltungspraxis
immer noch unfreie Software und nicht-offene Formate eingesetzt werden
können.“ SAGA verkomme so zu einem „Papiertiger“.

Bedauerlicherweise sieht die CDU kein Problem mit Werbung auf Webseiten
der öffentlichen Verwaltung[9] für unfreie Software, solange diese der
Benutzerfreundlichkeit dienen. Die anderen Parteien lehnen diese Art der
Werbung klar ab und wollen diese in der Zukunft unterbinden. Die Grünen
verweisen in ihrer Antwort auf ihre Anfrage „Werbung für proprietäre
Software auf Seiten von Bundesministerien und der öffentlichen
Verwaltung“ (Drucksache 17/8951) in der sie dieses Thema aufgegriffen
hatten und auf die darauf folgende Besprechung des Themas im IT-
Planungsrats. Die Freien Wähler bieten ihre Mithilfe für Lösungen im
Kommunalbereich an.

Die jahrelange Arbeit gegen Softwarepatente zeigt Wirkung: Inzwischen
sind sich alle Parteien auf Bundesebene beim Thema Softwarepatente
einig, dass die Patentierung von Software effektiv begrenzt werden soll.
Dazu verweisen sie auch auf den interfraktionellen Antrag „Wettbewerb
und Innovationsdynamik im Softwarebereich sichern – Patentierung von
Computerprogrammen effektiv begrenzen"[10].

Allgemein ist die CDU/CSU dafür, „Serious Games“ (Lernspiele, deren
primäres Ziel es ist, Wissen auf unterhaltsame Weise zu vermitteln) in
Schulen und Universitäten einzusetzen, und überlegt, diese unter freie
Lizenzen zu stellen. Auch die FDP hat Vorhaben im Bildungsbereich: Sie
wollen mehr Kinder an das Programmieren heranführen und bei der
„Anschaffung von neuen Lernmitteln darauf [achten], dass diese
plattformunabhängig eingesetzt werden können.“ Die Freien Wähler wollen
Freie Software im kommunalen Bereich fördern. Die Grünen wollen vor
allem eine konsequente Ausschreibepraxis für von öffentlichen Geldern
finanzierte Software, kritisieren weiterhin Rückschritte wie z.B. im
Auswärtigen Amt[11] und wollen durch Veröffentlichung eigener Software
(„betatext“) mit gutem Beispiel vorrangehen. Die Linke sieht Freie
Software im Kontext der Gemeingüterwirtschaft und denkt z.B. daran,
diese mit einem Teil der Rundfunkbeiträge zu fördern. Die SPD will
primär Freie Software in der Verwaltung fördern und, wie bereits bei den
Sondervoten in der EIDG gefordert, „Födermittel für Usability-Analysen
und die Verbesserung der Benutzerfreundlichkeit bei ausgewählten
Projekten bereit [...] stellen."
