Zum einen versucht die KOMM es grundsätzlich zu vermeiden, dass wording einer NGO, in dem Fall der FSFE, 1 zu 1 zu kopieren. Gerade was PMPC betrifft, gehen wir der KOMM mit unseren Forderungen (noch) zu weit. Gleichwohl versteht sie unser Anliegen und ist in den letzten Jahren recht aktiv geworden, z.B. mit einer Open Source Strategie. [1] Auch Kommissar Hahn hat sich erst kürzlich hinter unsere Ziele gestellt. [2] Beides ist auch unsere Kampagne zu verdanken, auch wenn wir uns nicht 100% durchsetzen konnten.
In dem konkreten Fall der Studie werden wir wohl vor allem deshalb nicht genannt, weil wir bei den genannten Beispielen nur am Rande mitgewirkt haben und wir uns vor allem darauf konzentrieren, dass solche Projekte überhaupt erstmal angeschoben werden bzw. entsprechende Commitments wie die Strategie oder eben die Aussagen von Hahn auf den Weg kommen.

Ich hatte gerade Gelegenheit, diese Frage ganz naiv auch der Leiterin eines Webinars zu diesen Guidelines zu stellen. Sie antwortete in etwa: diese Guidelines beschränken sich bewusst auf 5 konkrete Fallbeispiele, die in der Wirklichkeit funktionieren. Ich fasse für mich zusammen, dass die KOMM als öffentliche Verwaltung natürlich politisch neutral bleiben muss und sich weder auf "die eine" noch "die andere" Seite lehnen darf. So gesehen bedeutet es schon eine enorme Hoffnung, dass Freie Software so systematisch durch die Kommission beobachtet wird.
