Der elektronische Dokumentenverkehr der Bundesbehörden (Internet, e-Mail,u.ä.) soll aus Gründen des leichteren Zugangs, der günstigeren Archivierung und der Barrierefreiheit ausschließlich über offene Dokumentenstandards anerkannter Standardisierungsgremien der Informationstechnik (ISO, OASIS , u.ä.) abgewickelt werden. Bei der Softwarebeschaffung der Bundesbehörden soll (ggf.) mit einer Übergangsfrist darauf geachtet werden, dass die verwendete Software diese Standards erfüllt.
natürlich geht das in die richtige Richtung, aber eine Fallgrube besteht sicherlich bei der Frage: Was ist ein angebrachter "Standard"? Ein offener natürlich, aber wann genau ist er das?
Oliver Zendel gibt folgende Freiheitsgrade von Standards an
freier unfreier * Entstehung des Standards offen <--> geschlossen * Nutzbar durch Software/Benutzer alle <--> einige * Lizenzgebühren bei Nutzung nein <--> ja
Der zweite Punkt birgt aber noch ein viertes Kriterium:
* Gibt es gut nutzbare Software für die Aufgabe? mehrere <--> kaum
in der Regel bedeutet das, dass es mindestens zwei Implementationen gibt und dass mindestens eine davon Freie Software ist.
