mein Kollege Christian Weidner und ich arbeiten für das Kompetenzzentrum Öffentliche IT an einem Vorschlag für ein Gesamtkonzept, wie Beschaffung, Einsatz und Pflege von Freier und Open-Source-Software in der öffentlichen Verwaltung organisiert werden kann.
Unser Diskussionsimpuls nimmt dabei vorwiegend Akteursrollen und organisatorische Prozesse, weniger technische Fragestellungen in den Blick.
Hierzu sammeln wir ganz breit Hürden und möglichen Lösungen rund um Open-Source-Software in der Verwaltung.

kennt Ihr das Positionspapier "Nachhaltiger Open Source Einsatz für die digital souveräne Verwaltung" der OSBA? Da stehen sehr viele gute Hinweise drin.

Ein weiterer Vorschlag von mir ist, jeden IT-Mitarbeitenden mit einem kleinen jährlichen Budget auszustatten, damit er Freie Software Initiativen aussuchen kann, die finanziell dauerhaft unterstützt werden. Durch freiwillige Zahlungen (manche nennen das "Spenden", aber da es aus meiner Sicht eine Gegenleistung gibt, finde ich "frewillige Zahlung" passender).
