da ich mal für die IT-Strategie im Auswärtigen Amt zuständig war und zwischenzeitlich Kontakt zu früheren Kollegen hatte, kann ich bestätigen, dass die kleine Anfrage berechtigt ist. Ob wirklich die FDP als Partei Schuld hat, darüber möchte ich nicht spekulieren. Kleiner Lapsus übrigens: es wären 100 Mio. DM gewesen, nicht Euro. Wir haben das schon länger als Gerüchte gehört, dass es im Auswärtigen Amt Bestrebungen und teilweise schon konkrete Umstellungen von GNU/Linux auf Microsoft Windows XP geben soll.
Ich habe gesehen, dass Henning Tillmann [1] die Quelle davon ist. Er ist Mitarbeiter von SPD-MdB Oliver Kaczmarek. Henning war letztes Jahr bei meinem Vortrag beim SPD Arbeitskreis "Wirtschaft Arbeit und Europa" [2] anwesend. Dort hatte er mit gefragt, was den die SPD für Freie Software machen könnte. Ich hatte die Idee geäußert, dass man sich ja mal auch die Situation im AA genauer anschauen könnte:
Auch das Auswärtige Amt hat zur Zeit der rot-grünen Koalition den "Sprung in die Freiheit" gewagt und diese Entscheidung unter dem sozialdemokratischen Außenminister Steinmeier sogar noch ausgebaut. Jedoch: Ausgerechnet der erklärte "liberale" Außenminister Westerwelle setzt nun wieder verstärkt auf "Unfreiheit" seines Amtes, also die Abhängigkeit von Monopolisten.
Das Thema hat Henning dann bei der SPD vorrangebracht. Allerdings wußte ich bis gestern nichts davon, so dass es mich auch etwas überrascht hat.
Ich arbeite jetzt seit gestern Mittag die ganze Zeit an dem Thema. Wir haben auch schon Presseanfragen dazu. Ist aber recht umfangreich und ich denke wir werden uns vor allem darauf konzentrieren die Antworten der Regierungen auf die Anfrage dann genauern zu untersuchen.

Die IT-Strategie von FDP und Westerwelle für das Auswärtige Amt kann man demnach wie folgt zusammenfassen: "Wir migrieren zurück zu Windows, verschwenden Millionen an Steuergeldern und setzen auf einen Verlust an Freiheit in der Informationsgesellschaft, weil alle (sogar McKinsey) uns dazu geraten haben, dies nicht zu tun und bei GNU/Linux zu bleiben."

Das schlimmste daran ist, dass es unter anderem mein Geld ist und ich tatenlos zuschauen muss... Und die Öffentlichkeit wird davon nichts mitbekommen. (Obwohl die Frage ist, ob die Öffentlichkeit die Zusammenhänge versteht...)

Naja, wir geben unser bestes, dass die Öffentlichkeit das mitbekommt und dass die Zusammenhänge möglichst verständlich sind.
Das ist bisher auch ganz gut gelungen. Gut das auch einige Printmedien daran Interesse zeigen. Die Süddeutsche von heute habe ich mir noch schnell besorgt :).

Danke für die Rückmeldung. Die Studie sagt, dass sie weitermachen sollen und ein paar andere nette Dinge. Aber ansonsten sprüht meiner Meinung nach nicht gerade von Freier-Software-Kompetenz und der Großteil der Listenteilnehmer hier, hat definitv mehr Ahnung von Freier Software.
Generell: Ich finde die Menschen glauben eh schon viel zu viel an Studien. Anstatt selbst zu denken wird eine Studie gemacht und nur wenn man merkt, dass das Ergebnis einem überhaupt nicht passt denkt man selbst (und dann ist das Ergebnis auch oft nur, dass eine weitere Studie in Auftrag gegeben wird). Wir wollen kritisch denke Menschen, die über Argumente nachdenken und nicht Leute die unkritisch etwas machen, was in Studien steht.

Da gabs doch mal die höchst wissenschaftliche, von MS bezahlte Studie zur Total Cost of Ownership von Windows vs. der TOC von GNU/Linux und die Gegenstudie, die von Novell bezahlt wurde...
Allerdings: Wenn selbst McKinsey sagt, man solle doch am besten bei GNU/Linux und freier Software bleiben, hat das dann doch eine gewisse Aussagekraft ;).

vielleicht kannst Du ja auf dem "kurzen Dienstweg" bei tarent.de etwas in Erfahrung bringen. Tarent ist m.W. einer der wichtigsten Freie-Software Dienstleister des AA. Dort arbeitet seit 2009 auch Torsten Werner, der laut Xing Profil vorher Leiter der IT Strategie im AA war. Torsten ist auch Debian Developer. Wenn die nicht mehr wissen, dann weiss es keiner.
