Die Wirtschaft soll vom „Prozessdatenbeschleuniger“ (P23R) profitieren, mit dem Unternehmen ihre gesetzlichen Informations- und Meldepflichten sicher und automatisiert erfüllen können. Erste P23R-Umsetzungen seien erfolgreich verlaufen und deren Projektergebnisse unter einer Open-Source-Lizenz nutzbar. Erklärtes Ziel ist es, Open Data als Standard in der Bundesverwaltung einzuführen.
Es wäre mal interessant nachzuschauen, was da genau unter einer Freien Software Lizenz veröffentlicht wurde. Jemand Lust, zu recherchieren?

Ich hab mich da mal ein bisschen umgesehen aber keinen Code gelesen.

Der bei gitlab veröffentlichte Code ist jeweils unter BSD-3-Clause-License veröffentlicht.
Laut Beschreibung deute ich das so, dass hier ein Java-Basis-Framework geschaffen wurde, um das dann Software-Hersteller ein Endprodukt basteln können. Daher auch die BSD-Lizenz um proprietäre Entwicklungen möglich zu machen. Die vorliegende Software ist gezielt um jeden praktischen Nutzen reduziert (keine Regeldateien, Im- und Export nur als Beispiel). Kombiniert mit der Aussage, dass es Import- und Export-Regeln sowie Verarbeitungs-Regeln als Dienstleistung geben soll, kann das dann langfristig proprietär erfolgen, unabhängig davon wer es momentan unter welchen Bedingungen dort erhält.
Das P23R-Prinzip verstehe ich so, dass eine Software durch Plugins und Schnittstellen diverse Daten des Unternehmens (in-house) abfragt, durch seine vorhandene Regel-Sammlung durch schiebt und dann hinten diverse ausgefüllte Formulare für unterschiedliche, wiederkehrende Meldepflichten heraus kommen. Test-Setup sind vor allem Umwelt- und Immissions-Meldungen der BASF (Projektpartner) an unterschiedliche Ämter und offenbar auch Lohnsummen-Meldung an die Berufsgenossenschaften.
Momentan ist der letzte Commit zwei Monate her, also ganz gestorben scheint das nicht zu sein aber dadurch dass nur Minimal-Code veröffentlicht wird, findet eben auch keine besonders konstruktive Entwicklung statt.

Denkst Du, dass diese Komponente zumindest weiter entwickelt wird und als Kern der proprietären Lösungen verwendet wird? Oder hattest Du eher das Gefühl, dass das einmal veröffentlicht wurde und nur noch als Start für neue proprietäre Lösungen dienen wird?

Das kann ich nicht beurteilen, dazu müsste man schauen wie "gut" der Code ist.
Es ist zumindest mal ein öffentlich abrufbares GIT-Repository und ein Free-Software-Projekt würde mit Sicherheit versuchen, die Library separat zu halten und im Zweifel Änderungen nach Upstream weiter zu reichen.
Mit den gängigen Entwicklungsmodellen im Umfeld proprietärer Sofwtare bin ich nicht vertraut.
In dem GIT-Repository wurden nach Projektende zumindest noch Commits gemacht. Ich habe aber nicht geschaut, welchen Inhalt die hatten.

Vielen Dank für Deine Einschätzung Bernd. Mir fehlt im Moment eine Idee was wir hier konkret weiter machen können, um Freie Software vorranzubringen.
Hat jemand noch eine Idee für einen guten nächsten Schritt?
