Ja, genau so ist es doch auch. §6 TKG schreibt genau das vor. Wenn auch nur für gewerbliche Anbieter. Allerdings ist es weit hergeholt einen Client als Anbieter anzusehen.

Dazu gabs auf verschiedenen XMPP MUCs schon recht interessante Diskussionen. Dabei rausgekommen ist eigentlich überall, dass Regulierung in freien XMPP- Clients fehl am Platz sei und die BNetzA lieber woanders regulieren soll. Das deckt sich weitgehend mit meiner persönlichen Meinung, zumal sich die BNetzA im von Redsolution öffentlich gemachten Anschreiben auf den freien XMPP-Client Xabber bezieht, aber von einem „Service“ spricht.
Ich halte es auch für interessant, die Kommentare unter dem Twitter-Post von Redsolution durchzulesen ( https://twitter.com/Xabber_XMPP/status/ 844865634672435200 ). Auch der offizielle Account der BNetzA hat dort bereits geantwortet, allerdings offenbar nicht sehr hilfreich.

Vielleicht ein Hoax, und die Bundesnetzagentur kriegt es nicht aufgeklärt weil sie nicht wissen, was in ihrem Laden _nicht_ passiert und ihren Kollegen jede Idiotie zutrauen?
Falls es kein Hoax ist, bin ich für Bluttests bei der Bundesnetzagentur.

Der Hoax hockt an der Spitze und möchte sich Profilieren (Nicht der Präsident noch Höher im Ministerium).
Für mich klingt das ehre nach Politik als Inkompetenz oder besser gesagt nach politischen Halbwissen.
