Dies wirft für mich Fragen auf:
1. Welchen Inhalt soll der Begriff "Scheitern" im Zusammenhang mit Limux haben?
2. Warum gibt es im Zusammenhang mit Limux eine "Schuld"-Frage zu klären?
3. Werden in diesem Zusammenhang von Matthias tatsächlich die "richtigen" Fragen aufgeworfen?
4. Ist eine zeithistorische Analyse, die mit der Feststellung des Scheitern beginnt und die Schuldfrage aufwirft, wirklich geeignet, Lehren für die Zukunft zu generieren? Muss zu diesem Zwecke eine Reflektion nicht wesentlich differenzierter angelegt werden?
Und schließlich:
5. Wie wirkt das Verdikt des Präsidenten der Free Software Foundation Europe auf die Menschen, die sich für Limux eingesetzt und an diesem Projekt mitgearbeitet haben?
Oder:
6. Wurde Matthias von der Presse zumindest gründlich missverstanden?

„Don't feed the troll“ ist fast immer eine bessere Lösung als explizites Sperren. Funktioniert aber nur wenn keiner mehr antwortet. Also sich bitte nicht ärgern lassen und nach dem Schreiben einer Antwort, diese dann einfach verwerfen statt abzusenden.

Es ist die Frage, ob das schwerwiegender ist als ein Ausschluss. Wenn man den Absender Übelherr liest, kann man auch einfach vor dem Lesen löschen. Ist das so unzumutbar, dass man es durch zentrale Zensur regeln muss?
Wir sind aus meiner Sicht eine überregelte Gesellschaft. Niemand soll sich mehr aufregen müssen. Diese Norm geht m.E. in eine falsche Richtung, in Richtung Herrschaft.
Ich plädiere für mehr Toleranz, das ist ein "mächtigerer" Stil als die angedeuteten Beleidigungen von Herrn Übelherr. Grenzen, über denen man einschreiten muss, liegen für mich deutlich weiter im Schädigungsberreich. Mich erinnert das an Maas.

ich bin von Willis Stil und Inhalten auch genervt und lese seine E-Mails nicht mehr und lösche sie einfach. Die Themen Freiheit und Software ziehen leider auch Menschen an, die durch trollen und blöde Aussagen auffallen. Trotzdem bin ich gegen einen Ausschluss, weil ich denke, dass man Trolle aushalten muss, solange sie nicht rassistisch, sexistisch, persönlich beleidigend oder ähnlich dämlich aufschlagen.
Die Grenzen, was Menschen als persönliche Beleidigung oder Diffamierung empfinden, ist sehr individuell und es ist dabei schwierig, es allen recht zu machen. Ein Ausschluss sollte dennoch das letzte Mittel bleiben. Daher meine Bitte an Willi: Wenn du nichts nettes zu schreiben weißt, dann schreib am besten gar nichts.
Die einzige Sorge, die ich noch hätte, wäre, dass man interessierte Menschen, die neu dazu kommen, ganz schnell wieder von der Mailingliste vertreibt, wenn sie mit Troll-Mails, von wem auch immer, ständig konfrontiert werden. Weil die einfach die Diskussionskultur insgesamt auf der Liste vergiften. Und das wäre Schade.

Ich bin erst seit ein paar Wochen Teil dieser Mailingliste. Tatsächlich verwirrten mich die tendenziell beleidigenden und inhaltlich anscheinend zusammenhanglosen Texten dieses Autors anfangs. Allerdings wurde praktisch jede seiner Mails mit einer Antwort (jeweils von verschiedenen Absendern) bedacht, die die Isoliertheit dieser Position innerhalb dieser Mailingliste andeuteten.
Einen Ausschluss aus der Mailingliste empfinde ich spontan als falschen Weg. Ich kann mich eher mit den von Gerhard und Christian geäußerten Einschätzungen identifizieren. Aber wie gesagt: ich bin noch nicht lange hier und kann die Intensität und Destruktivität der Situation nicht einschätzen.
Bezüglich des allgemeinen Kommunikationsklimas auf dieser Mailingliste habe ich jedenfalls ein positives Gefühl gewonnen.

Aber es koennte ja sein, dass aus irgend welchen gruenden auch in der FSFde etwas tragfaehiges entsteht. Nur deshalb bin ich selbst noch mitglied in der liste. Und klar, auch um zu verstehen, wie Deutsche "aktivistInnen" in diesem umfeld heute so denken und agieren. Deshalb auch in den FreiFunk listen. Und in deutsch zu lesen/schreiben macht es manchmal etwas einfacher.

Willi, ich finde es auch gut, dass du in dieser Liste bist und auch immer wieder deine Meinung sagst. Deine kritischen Gedanken sind ja nicht prinzipiell falsch, aber sie sind oft einfach anstrengend, weil man sie oftmals nicht unbeantwortet stehen lassen kann, folglich muss sich mal wieder einer finden, der sie einigermaßen höflich ins rechte Licht rückt.
Willi, Du solltest vielleicht in der Tat versuchen, dich demütiger zu zeigen. Zum Beispiel indem du selbst auch das Andererseits bedenkst (und dies zwischen den Zeilen durchscheinen lässt). Falls dir das nicht gelingt, meldet sich vielleicht ein Freiwilliger, der dir dabei hilft, indem er die Aufgabe übernimmt, deine Beiträge jeweils für die anderen zusammenzufassen und in eine höfliche Sprache zu übersetzen.
Einen Ausschluss fände ich ebenfalls verfrüht. Es geht nicht an, dass wir uns abkapseln.

Die einzige Sorge, die ich noch hätte, wäre, dass man interessierte Menschen, die neu dazu kommen, ganz schnell wieder von der Mailingliste vertreibt, wenn sie mit Troll-Mails, von wem auch immer, ständig konfrontiert werden. Weil die einfach die Diskussionskultur insgesamt auf der Liste vergiften. Und das wäre Schade.

Es ist die Frage, ob das schwerwiegender ist als ein Ausschluss. Wenn man den Absender Übelherr liest, kann man auch einfach vor dem Lesen löschen. Ist das so unzumutbar, dass man es durch zentrale Zensur regeln muss?
Wir sind aus meiner Sicht eine überregelte Gesellschaft. Niemand soll sich mehr aufregen müssen. Diese Norm geht m.E. in eine falsche Richtung, in Richtung Herrschaft.
Ich plädiere für mehr Toleranz, das ist ein "mächtigerer" Stil als die angedeuteten Beleidigungen von Herrn Übelherr. Grenzen, über denen man einschreiten muss, liegen für mich deutlich weiter im Schädigungsberreich. Mich erinnert das an Maas.

Vielen Dank für die Diskussionen. Was mich mehr stört als "Off-Topics" und unfreundliche Formulierungen sind aber diese ständigen Tofu-Zitaten und noch schlimmer Schlangenzitaten, welche nicht nur Willi sondern viele andere mehr hier praktizieren. Gibt es keine Möglichkeit Mailman so einzustellen, dass Zitate von z.B. mehr als 20 Zeilen lang abgeschnitten werden?

Prinzipiell wäre ich auch für einen Ausschluss des Übelherren, jedoch wäre ich gerne bereit, nochmal "ein Auge zu zu drücken", wenn Willi sich ausdrücklich dazu bereit erklären würde, in Zukunft auf seinen Ton zu achten. Vielleicht liegt es wirklich an der Sprachbarriere, und Willi kann sich einfach nicht anders ausdrücken. Ein Statement würde ich jedenfalls begrüßen.

Habe schon auf discussion@ dazu geschrieben, aber hier gerne auch noch einmal: Das Verteilen der Subscriber-Links für einzelne Beiträge ist laut Autor dieses Artikels vollkommen OK (Stand April 2017), sie sehen das eher als Werbung – in meinem Fall hat sie einst auch sehr gut funktioniert ;)
Ein "Abuse" wäre wohl eher, pauschal jeden Artikel weitflächig über diese Links zu veröffentlichen.

Das dachte ich früher auch und hatte -- da mir LWN sehr wichtig ist -- immer eine Woche gewartet bis ich dann den normalen Link versenden konnte. Ich habe allerdings mit Jake Edge (LWN) darüber gesprochen und er hat mich dazu ermutigt, Subscriber Links auf unseren Mailinglisten oder selbst auf Reddit, Social Media, etc. zu nutzen. Er meinte ihnen hilft das! Auf Subscriber Links machen sie verstärkt Werbung für neue Abos. Bisher scheint das recht gut zu laufen.
Daher habe ich mein Verhalten diesbezüglich jetzt geändert.

Muss er wohl. Seit den Anfangstagen der FSFE, noch bevor Matze als Praktikant bei uns anfing, wurde immer darauf geachtet, daß die fehlenden Lizenzkosten nicht als Argument für den Einsatz von freier Software dargestellt werden. Ich kann mir deswegen nicht vorstellen, daß der derzeitige Vorsitzende der FSFE [1], irgendwann einmal die Lizenzkosten als Argument eingebracht hat. Allerdings muss ich zugeben, die Kommunikation der FSFE nicht mehr so genau zu verfolgen [2].

Warum eigentlich? Ich verstehe, dass man da nicht aufhören darf und auch sagen muss, dass es je nach Software auch mal sein kann, dass Kosten anfallen, aber die Tatsache, dass ich zumindest nie für die Anzahl der Lizenzen zahlen muss und oft auch sowieso gar nichts für die Software zahlen muss, ist doch ein handfester Vorteil, den man auch nennen kann. reine Lizenzkosten spielen bei Unternehmen keine ausschlaggebende Rolle, bzw. ist es vermutlich gleich, ob man das Kind Volumenlizenz oder Subskriptions-Irgendwas nennt. Es werden sich eher die Gesamtkosten mit Schulung, Support, Wartung etc. angeschaut. Dabei werden Unternehmen nicht unbedingt die kostengünstigere Alternative wählen, sondern die, mit der sie ihre Unternehmensziele am besten erreichen können. Die Entscheidung wird dabei vermutlich gegen einen Linux basierten Client fallen, weil es für den Desktop zu wenig Apps gibt: Kein Outlook, kein Skype for Business, kein Internet Explorer, kein Excel, keine VBA-Skripte etc.
Beim Endanwender spielen meiner Erfahrung nach Lizenzkosten auch keine Rolle, weil Windows umsonst ist (ok, nicht wirklich, aber es ist halt beim Computer schon dabei), und für andere Software wie Office365, Spotify, etc. werden Abos bezahlt oder die kostenfreien Grundversionen (evtl. mit Werbung) genutzt.
Ich fand es ganz interessant, wie Microsoft das Ende von Windows Phone begründet hat: Die Leute wollten es nicht, weil es dafür keine Apps gab. Microsoft hat Firmen sogar dafür bezahlt, ihre Apps nach Windows Phone zu portieren, und selbst das hat nicht geholfen. Android und iOS stehen da mit ihren vielen Apps einfach besser da. Andersherum verhält es sich für Endanwender mit Linux auf dem Desktop: Aus ihrer Sicht gibt es dafür einfach keine Apps bzw. Programme, kein Office, kein Paint, keinen (aktuellen) Acrobat Reader und so weiter. Es gibt keine bis kaum Geräte, bei denen eine Linux-Disti vorinstalliert ist, und wenn man es auf Hardware installieren will, wird irgendetwas nicht erkannt. Meiner Erfahrung nach geht so zumindest das Vorurteil.
Ich finde die Kampagne "Public Money Public Code" daher super, denn wenn es sich um öffentliche Gelder handelt, sollte auch der Code öffentlich sein und der Allgemeinheit "gehören". Das Problem an Lizenzen ist nicht, dass sie etwas kosten, sondern dass sie die Nutzung der Software einschränken.

Weil es in diesem Kontext nicht stimmt.
Bei öffentlicher Verwaltung ist ein großer Teil der Software (und mutmaßlich der teuerste) der Art, dass das eben nur in öffentlichen Verwaltungen eingesetzt wird.
D.h. die Entwicklung und Betreuung muss von einem gut abgegrenzten Kundenkreis finanziert werden. Entweder das fertige Produkt wird per Lizenzkosten bezahlt oder es wird von eigenen Mitarbeitern oder im Auftrag entwickelt. Die Kosten für alle User zusammen gerechnet sind wohl irgendwo auf ähnlichem Level (externe Firmen wollen Geld verdienen, öffentliche Anstalten entwickeln dafür vielleicht nicht so effizient).
Dass das Betriebssystem als Lizenz nichts kostet sollte egal sein, wenn man wie LiMux ein ganzes Client-Image vorbereiten und supporten muss.
Das ist IMHO ja auch unser großes Problem: Keine Kommune ist bereit, freie Software zu entwickeln, weil man dann selbst mehr Aufwand und Kosten rein steckt als die anderen, die das später nutzen können.

Für dieses Problem, so es denn eins ist (Limux wurde von einer Kommune entwickelt und als Wollmux der Öffentlichkeit zur Verfügung gestellt und auch andere öffentliche Entitäten nehmen ihre diesbezügliche "Vorreiterrolle" auch gegenüber Kollegen und Kolleginnen aus anderen Entitäten sehr aktiv wahr), werden sicherlich im Rahmen der Kampagne "Public Money? Public Code!" Lösungsmöglichkeiten aufgezeigt werden.

Gute Beamte sind eben keine Vorreiter. Gute Beamte sorgen dafür, dass alles geregelt ist. Je größer und mächtiger der Dienstleistungsanbieter, desto mehr Vertrauen. Einer, wo ich mir als IT-Manager nicht im Falle einer Panne sagen lassen muss "Wieso hast du auch den Vorreiter spielen wollen?" Microsoft bietet das beste Vertrauen, das man kaufen kann. Weil sie der Größte und Mächtigste sind.
Dass Vertrauenswürdigkeit mehr ist als Größe und Macht, dass es bedenklich ist, sich so ausschließlich an einen ausländischen Großkonzern zu binden, das sehen leider nur wenige. Aber es ist der einzige Grund, wehalb Software frei sein muss.
Damit Freie Software für Otto Normalverbraucher und öffentliche Dienststellen nutzbar wird, brauchen wir eine juristische Person, die ein solches käufliches Vertrauen anbietet, die die "Gesamtverantwortung" für IT-Projekte übernimmt. Eine Organisation, der man als IT-Manager vertrauen kann. Solch eine Organisation muss ein richtiges Unternehmen mit normierten Qualitätsstandards sein. Sie muss es -zumindest potentiell- an Größe und Macht mit Microsoft aufnehmen können. Sie muss -zumindest potentiell- in ganz Deutschland bekannt sein (wenn nicht weltweit). Sie darf aber m.E. keine Firma privaten Rechts sein, weil wir dann ja nur einen Konkurrenten für MS schaffen. Ich denke z.B. an eine EWIV https://de.wikipedia.org/wiki/Europ%C3%A4ische_wirtschaftliche_Interessenvereinigung. Oder eine Stiftung, wie z.B. die FSFE.
Wer ein begeisterter und begabter Geschäftsmann (m/w) ist und sich fähig sieht, eine solche Organisation aufzubauen, der sollte sich mal hier melden..

Ich denke das ist noch viel umdenken vorher notwendig und dann muss sich ein kleines Team finden das anfängt mit Ergebnissen auf die man dann aufbauen kann.

Ich meinte, jedes Projekt braucht irgendwann eine Lokomotive, und begabte Geschäftsmänner machen so was nicht freiwillig. Aber du hast natürlich auch Recht. Es müsste sich zunächst ein Team von Freiwilligen finden, die an der Idee arbeiten. Projektbeschreibung, Marktanalyse, Vertragsmodelle, Stellenausschreibungen, ...

Eine Stiftung hätte zudem das Problem, dass sie grundsätzlich aus den Erträgnissen ihres Stiftungsvermögens eventuelle Verluste aus ihrem Geschäftsbetrieb abdecken können muss, und die können anfangs durchaus beachtlich sein.
Hinsichtlich des Stiftungszwecks wären zudem in D die Stiftungsgesetze der Bundesländer bzw. dasjenige ihres Sitzes zu beachten.

warum immer hierarchische konstruktionen? Pyramidale strukturen?
Das, was du als ziel beschreibst, dann doch immer aus den anwendern entstehen. Sei es Einzelnutzer oder Nutzergruppen in einer spezifischen umgebung. Weil letztlich immer sie selbst die fehler der konzeption und implementierung spueren und erfahren.
Das ist das ergebnis meiner etwa 30-jaehrigen geschichte in der entwicklung. Es sind immer die anwender, die uns die hinweise auf schwachstellen geben.
Bei der formulierung der anforderungen fehlten haeufig oder meist die anwender. Und nur auf mein draengen bekam ich einen zugang. Dann, nach abschluss waehrend der erprobung, wirkten wieder repraesentatnten als mittler, die von den konkreten anforderungen meist keine ahnung hatten.
Und aus den berichten aus Muenchen koennen wir das gleiche heraus lesen.
Dein vorschlag zielt auf das gleiche mit anderer etikette und wird keinen pfifferling wert sein.

Sie muss es -zumindest potentiell- an Größe und Macht mit Microsoft aufnehmen können. Sie muss -zumindest potentiell- in ganz Deutschland bekannt sein (wenn nicht weltweit). Sie darf aber m.E. keine Firma privaten Rechts sein, weil wir dann ja nur einen Konkurrenten für MS schaffen. Ich denke z.B. an eine EWIV https://de.wikipedia.org/wiki/Europ%C3%A4ische_wirtschaftliche_Interessenvereinigung. Oder eine Stiftung, wie z.B. die FSFE.
Wer ein begeisterter und begabter Geschäftsmann (m/w) ist und sich fähig sieht, eine solche Organisation aufzubauen, der sollte sich mal hier melden..

Gut, das verstehe ich. Wir versuchen Menschen die Möglichkeit zu geben, an Diskussionen, die sie interessieren, teilzunehmen. Bisher organisieren wir das auf Mailinglisten, weil so nur die Menschen Diskussionen zu Details in ihrem Postfach haben, wenn sie daran interessiert sind. Jeder kann das über An- und Abmeldung steuern. Aber ich verstehe wenn man nicht auf so vielen Mailinglisten eingetragen sein möchte. Was schlägst du alternativ dazu zur Organisation vor?

Im nächsten Jahr könnte es auch beispielsweise einmal einen Vortrag beim Freien-Software-Abend in Düsseldorf zu diesem Projekt geben. Da wäre ich auch (neben Neal) ein Ansprechpartner.

nur eine kurze Sache vorneweg: Meine Frage nach dem warum man das Kostenargument nicht bringen sollte, hat sich nicht ausschließlich auf Limux bezogen, sondern ganz allgemein auf Freie Software. Zumindest hatte ich Werners Hinweis auch ganz allgemein aufgefasst.

Auch bei Windows muss ich ja Konfigurationen verwalten und dabei vielleicht auch je nach Abteilung verschiedene. Ob das jetzt mehr Aufwand ist als die Images und ob man unbedingt eigene Images gebraucht hat oder ob es auch Debian mit verschiedenen Konfigurationen getan hätte, kann ich jedenfalls nicht so ganz einfach abschätzen.
Das ist IMHO ja auch unser großes Problem: Keine Kommune ist bereit, freie Software zu entwickeln, weil man dann selbst mehr Aufwand und Kosten rein steckt als die anderen, die das später nutzen können.
Das ist sicher oft leider so. Andererseits kann die Software-Firma, die das unfrei für die Verwaltung entwickelt, das anschließend auch nochmal an eine andere Kommune verkaufen. Für die Kommune verbessert sich die Situation also nicht, sondern sie verschlechtert sich nur für andere Kommunen. Aber ich denke auch, dass man das eine Ebene höher lösen müsste. Also für die Kommunen z.B. auf Landesebene.

du steckst noch tief im Egoismus und siehst deswegen auch nicht die moeglichkeiten kooperativer aktionen.
Auch wenn in verschiedenen oeffentlichen einrichtungen scheinbar verschiedene anforderungen existieren, so sind sie doch bei genauem hinsehen in ihren kernfunktionen aehnlich oder identisch.
Wenn wir hier den "privaten" und individualisierten standpunkt einnehmen, sitzen wir in einer box und das aussen herum existiert nicht. Das aendert sich sofort, wenn wir einen kollektiven standpunkt einnehmen.
Dass die direktoren der oeffentlichen einrichtungen da nicht mitkommen, ist klar. Das koennen wir in Muenchen gut sehen.
Aber ich lehne es ab, einen derartigen nonsens als tragend zu betrachten. Er agiert immer auf perfider verleugnung und heuchelei.
Das "scheitern" ist berechtigt in bezug auf die FSF-eu und vielleicht auf FSF-de. Nicht auf FSF-la. Und FSF-in? In kollektiver umgebung als egoist zu agieren, fuehrt tatsaechlich zum scheitern. Sei es sie selbst oder mit ihnen die umgebung.
Vielleicht meinte Matthies dies auch. Ich weiss es nicht. Er kann es ja mal selbst erklaeren, worauf sich bei ihm selbst das Scheitern bezieht. Wer und Was und Wie.

Zunächst: Ich verbitte mir diese Aussage. Ich denke nicht, dass ich mit meiner Mail irgendwas beigetragen habe, dass du meinen Charakter diesbezüglich beurteilen kannst.
Deine Mails auf dieser Liste haben nach meiner Auffassung überwiegend mit Gesellschafts- und Lebensmodellen im Allgemeinen zu tun und nur ganz am Rande mit der Software, die dabei vielleicht eine Rolle spielt. Ich würde mir wirklich wünschen, dass du deine politischen und gesellschaftlichen Wünsche - sofern es Software maximal am Rande betrifft - von dieser Liste fernhältst. Bestimmt gibt es auch dafür passende Foren und Mailinglisten. Es ist müßig, wenn jede Free-Software-Diskussion zu einer Kritik an der kapitalistischen Gesellschaft im Ganzen verkommt. Und es bringt uns nicht weiter.

Muss er wohl. Es gibt gute Gründe mit dem kosten Argument vorsichtig zu sein, dass steht ja auch im Artikel und ist vermutlich ein freies Zitat von Matthias. Trotzdem sehe ich auch den Punkt von Florian, dass es richtig dosiert und argumentiert durchaus in der richtigen Situation erwähnt werden kann.

Obwohl meine Befürchtung ist, dass wenn man einmal auf Win 10 umgestellt hat, sich daran nichts mehr ändern wird, sollte Microsoft mit seinem "letzten Windows" wirklich ernst machen...

Die Frage ist aber: Wäre der Umstand, dass dieses Argument von manchen Menschen, die man zur Freien-Software-Gemeinschaft zählen kann, verwendet wurde, "schuld" am "Scheitern" von Limux, wenn man ein "Scheitern" konstatieren müsste?
Oder liefert das "selbstkritische Schuldbekenntnis" nicht denen einen allzu billigen Vorwand und wohlfeile Schutzbehauptungen, die vorhaben, Limux "einzustampfen"?

Es ist in meinem Verständnis eine Reflexion der bisherigen Kommunikation und eine Sammlung von Kommunikationsstrategien, die in Zukunft gewinnbringender für die Freie-Software-Gemeinschaft sein können.
Im Umkehrschluss räumt doch Matthias auch mit der oft gehörten Interpretation auf, dass das Ende von LiMux der Todesstoß für Freie Software sei. Stattdessen haben viele von uns realisiert, dass viele dezentrale, kleinere Freie-Software-Implementierungen zielführender als wenige Leuchtturmprojekte sind.
Es wäre für mich jedoch ein großer Fehler, wenn wir, wie Du zur Diskussion stellst, nach einem solchen Ereignis nicht selbstkritisch reflektieren dürften, damit wir unseren politischen Gegnern ja keine Argumente in die Hand legen. Damit würden wir doch nur das falsche Vorurteil bekräftigen, dass die Freie-Software-Gemeinschaft verbohrt, blind ideologisch und verblendet ist – und selbst nichts für uns aus Niederlagen und Siegen lernen.

Aber vielleicht entsteht durch die Artikel ja ein völlig falscher Eindruck von dem, was Matthias vorgetragen hat.

Gegen wir aber einmal davon aus, dass das, was Matthias vortrug, ohne bösen Willen als Eingeständnis von Fehlern, die zum "Scheitern" von Limux beitrugen, verstanden werden konnte, dann stellt sich die Frage, ob der Vortrag auf diesem Event der rechte Ort für einen solchen Ansatz einer selbstkritischen Reflektion war.
Es bleiben in jedem Fall immer noch meine Fragen 4 und 5, nämlich:
Ist eine zeithistorische Analyse, die mit der Feststellung des Scheitern beginnt und die Schuldfrage aufwirft, wirklich geeignet, Lehren für die Zukunft zu generieren? Muss zu diesem Zwecke eine Reflektion nicht wesentlich differenzierter angelegt werden?
und
Wie wirkt der Vortrag des Präsidenten der Free Software Foundation in der Form der Berichterstattung hierüber auf die Menschen, die sich für Limux eingesetzt und an diesem Projekt mitgearbeitet haben?

Zunächst, für mich ist Limux weder gescheitert, noch ein Erfolg (sonst würde es nicht abgesetzt), sondern es wird einfach abgesetzt wegen emotionalen politischen Entscheidungen der aktuellen Entscheidungsträger, wie das eigentlich bei fast allen Geschäften der Fall ist.
Das Kostenargument ist sicher nicht "schuld", aber es hängt da natürlich mit drin. In Solothurn hatten wir ja was ähnliches. Die Regierung hatte explizit ein *kostengünstiges* System *bestellt* und gesagt, dass sie mit einer "80%-Lösung" zufrieden sei, d.h. mit einem viel billigeren System, das 80% so viel leistet wie eine übliche Luxuslösung. Und genau das hatte die Informatikabteilung geliefert. Da der Kanton eine ganze Reihe von nur-Windows Fachanwendungen mitschleppen musste und viele Regierungsmitglieder offenbar selber nie das eigene kantonale Linux-system verwendeten, sondern bei Windows blieben, war es natürlich besonders schwierig und es gab die üblichen Inkompatibilitäten von Mischsystemen. Zudem kommunizierte die Informatikabteilung nicht sehr geschickt, so dass wenige unzufriedene User eine mediale und politische Schlammschlacht lancierten und schlussendlich gewannen. So stelle ich mir das auch in München vor, wobei da vermutlich noch mehr dazu kommt. Wenn der Bürgermeister von einem Unterstützer zu einem Gegner wechselt, ist es natürlich besonders schwierig.
Zusammenfassend: in Solothurn *hat* das verwendete System wie gefordert massiv Kosten gespart, aber ausser in einer absoluten Notlage spielen die Kosten in einer Verwaltung offenbar keine grosse Rolle, und die Befindlichkeiten der Leute sind viel wichtiger, ob zu Recht oder Unrecht spielt auch keine Rolle.
Ich sehe das auch hier in einer kleinen Organisation, wo ich einen halben first-level Support biete: Das Linux-FOSS-System spart massiv Kosten (hauptsächlich durch die lange Verwendung derselben Hardware), aber diese spielen bei den guten Finanzen der Organisation überhaupt keine Rolle. Was eine riesige Rolle spielt sind kleine Probleme der User. Momentan z.B. arbeitet von den "grossen" Browsern einzig der Browser Pale Moon ruckelfrei auf unseren Thin Clients, aber dieser stürzt oft ab, wenn die Menuzeile verwendet wird. Wenn sich das nicht in wenigen Tagen lösen lässt, will die Geschäftsführung neue Computer, koste es was es wolle. Zwar noch mit Linux, aber die nächste Geschäftsführung wird wohl Windows, etc. wählen, da sie dieses kennt, und FOSS nur in Betracht käme, wenn es *perfekt* funktioniert, was ja kaum möglich ist. Ein bisschen Ruckeln oder sonst so was wiegt in den Augen der User viel stärker als z.B. die massiven Sicherheits- und Datenschutzprobleme der üblichen proprietären Lösungen. Ein Limux oder L...ux muss *viel* besser als Win/Mac funktionieren, um akzeptiert zu werden, und zwar nicht prioritär "unter der Haube", sondern an der Oberfläche, ganz wörtlich.

es geht nicht und ging noch nie um "Leuchtturmprojekte". Das ist nur eure wahrnehmung, weil sie eurem hierarchischen denken entspricht. So soll dann "Freie Software" zu monotonen Einfaltsloesungen fuehren.
Hier geht es um kooperative arbeitstrukturen, wo gewissermasse der baukasten entsteht, aus dem dann die spezifischen systeme zusammen gefuegt werden.
Aber damit muessen wir unsere individualisierung, unseren egoismus durchlaufen, sonst bleiben wir im sumpf des privaten stecken.

Ich sehe weder in dem Golem-Beitrag noch in den Videoaufzeichnungen ein "Schuldbekenntnis", von dem Du sprichst. Es ist in meinem Verständnis eine Reflexion der bisherigen Kommunikation und eine Sammlung von Kommunikationsstrategien, die in Zukunft gewinnbringender für die Freie-Software-Gemeinschaft sein können.
Im Umkehrschluss räumt doch Matthias auch mit der oft gehörten Interpretation auf, dass das Ende von LiMux der Todesstoß für Freie Software sei. Stattdessen haben viele von uns realisiert, dass viele dezentrale, kleinere Freie-Software-Implementierungen zielführender als wenige Leuchtturmprojekte sind.
Es wäre für mich jedoch ein großer Fehler, wenn wir, wie Du zur Diskussion stellst, nach einem solchen Ereignis nicht selbstkritisch reflektieren dürften, damit wir unseren politischen Gegnern ja keine Argumente in die Hand legen. Damit würden wir doch nur das falsche Vorurteil bekräftigen, dass die Freie-Software-Gemeinschaft verbohrt, blind ideologisch und verblendet ist – und selbst nichts für uns aus Niederlagen und Siegen lernen.

Also entweder lässt sich die Führung der Stadt München hier von Gefühlen leiten, weil eben manche organisatorischen Änderungen mit technischen Änderungen zusammengefallen sind und man die Schuld bei den technischen Änderungen vermutet und sich jetzt zu der guten alten Zeit mit Windows zurücksehnt oder aber es gibt noch andere Gründe, die einfach nicht öffentlich genannt werden. Wir werden das wahrscheinlich nicht rausfinden.

Klar, das könnte passieren. Aber sollten wir uns nicht trotzdem damit auseinandersetzen, ob man Dinge besser machen kann? Gerade in Situationen wie jetzt in München, wo der Ausstieg von Freier Software in die Wege geleitet ist, muss man doch überlegen, warum das so ist. Und dabei muss man auch selbstkritisch sein. Das sind ja erst mal offene Fragen, die man beantworten muss.
Aber selbst wenn man zu dem Schluss kommt, dass man sich zu sehr auf Kostenargumente konzentriert hat, sehe ich nicht, dass das hier eine Ausrede bietet. Das Argument, dass man durch Freie Software keine Kosten spart, kommt so und so. Aber die anderen Argumente, die wir auch angeführt haben für Freie Software, bleiben weiterhin wahr. dann ist das falsch. Es gibt viele berichte aus den internen gruppen, die die bedingungen zum bewussten scheitern von LiMux beschreiben. Hier geht es doch nicht um Freie Software oder den Linux Kernel oder freie datenbanken oder freie GUIs.
Es geht um eine "monotone einfaltsloesung", damit sich die unfaehigen direktoren um nichts mehr kuemmern muessen. Es geht um spezifische orientierungen, wie "oeffentliche Strukturen" zu arbeiten haben. Die frage der qualitaet und langfristigen stabilitaet bei gegebener hohen flexibilitaet existiert in diesem umfeld nicht.
Das einzige, was wir als schlussfolgerungen daraus ziehen koennen, ist, dass die sogenannte "freie software community" keine entwicklergemeinschaft ist, sondern ein konsumerverband. Da geht es dann immer um individuelle nutzungsmoeglichkeiten, um das, was andere entstehen lassen, zu gebrauchen und seinen privaten vorteil daraus zu ziehen.

Genau das wurde aber vom OB berichtet. Es wurde behauptet, dass er wegen der Umstellung auf Freie Software mehrere Wochen auf sein Handy warten musste, die Tatsache, dass nicht mehr jeder Admin-Rechte auf seinem Rechner hat wurde der Umstellung angelastet und auch der Ausfall der Mailserver für ein ganzes Wochenende. Ich gebe dir Recht, dass es so aussieht, dass nicht der Wille vorhanden ist auf Freie Software zu setzen, aber es lässt sich eben auch mit fehlendem technischen Sachverstand erklären und so lange ich nicht weiß, dass etwas anderes dahinter steckt, möchte ich das auch nicht unterstellen.
Es geht um eine "monotone einfaltsloesung", damit sich die unfaehigen direktoren um nichts mehr kuemmern muessen.
Man muss sich doch aber um jede Software kümmern und das machen in jedem Fall die Admins, nicht die "Direktoren".

Michael hat in seiner liste 1-4 doch deutlich die frage aufgeworfen, worin soll denn das "scheitern" bestehen?
Dass in Muenchen auf Microsoft wieder umgestiegen ist, hat doch ganz andere gruende und hat nur wenig mit fragen zur qualitaet und anpassbarkeit zu tun.
Christian schreibt: "Das Problem an Lizenzen ist nicht (nur), dass sie etwas kosten, sondern dass sie die Nutzung der Software einschränken."
Das "nur" habe ich dazu gefuegt. Insofern stimme ich auch zu, dass "public money, public code" in die richtige richtung zeigt. Eigentlich ein altes prinzip.
Wenn im verbund gearbeitet wird, und wir nicht die "monotone Einfalt" anstreben, dann gibt es immer die aufgabe, dies aus dem arbeitsbereich heraus entstehen zu lassen. An Muenchen sehen wir, dass diese aemter nicht mal in ihrem eigenen zustaendigkeitsbereich kooperieren konnten. Fuer solche stink-buerokratischen strukturen sind tatsaechlich "monotone Einfaltsloesungen" bestens geeignet.
In kooperativen umgebungen sieht es allerdings ganz anders aus. Da wird die offenheit der Software unabdingbar.
Fuer mich, hier von "scheitern" zu sprechen, ist absoluter unfug. Wenn wir in die bereiche server und embedded system gehen, gibt es fast nichts anderes als Open Source.

ok, um die Fragen zu beantworten:

Anders gefragt: War Limux ein Misserfolg? Nein, der Client wurde auf mehrere tausend Rechner ausgerollt und hat funktioniert. Hat die Free Software Community bei Limux versagt? Nein. IT-Entscheidungen von Gemeinden und Firmen hängen leider nicht von der Community ab und liegen außerhalb ihres Einflussbereichs.
Taugen IT-Entscheidungen von großen Gemeinden oder Unternehmen als Leuchtturm-Projekte für Freie Software? Nein, denn solche Entscheidungen sind in der Regel nicht von Dauer und hängen von vielen anderen Faktoren ab, als dass der Quellcode offen oder frei ist.
- Warum gibt es im Zusammenhang mit Limux eine "Schuld"-Frage zu klären?
Gibt es nicht. Aber man kann sich als FSFE fragen, was solche Projekte als Aushängeschilder für Freie Software taugen? Sie taugen nur solange, bis die Entscheidung zu Gunsten etwas anderem fällt, worauf die Community nur wenig bis gar keinen Einfluss hat. Genauso wenig ist Android ein Leuchtturmprojekt für Linux, weil Google sich für einen anderen Kernel entscheiden wird, wenn das für sie als die bessere Strategie erscheint.
- Werden in diesem Zusammenhang von Matthias tatsächlich die
"richtigen" Fragen aufgeworfen?
Ja, denn er schließt den Bogen zu PMPC, ein richtiger und guter Ansatz, Freie Software zu unterstützen und zu verbreiten und zu kleineren Apps und Projekten wie FixMyStreet. In der Limux-Diskussion wurde häufig gesagt, dass ratzalte Fachanwendungen nicht auf Linux funktionieren. Also sollten wir dafür sorgen, dass es moderne Anwendungen tun und dass die alten Fachanwendungen durch moderne freie Anwendungen abgelöst werden.

Ja, warum sollten aus der Analyse keine Lehren für die Zukunft gezogen werden. Was soll das verhindern? Ich kenne die Diskussion innerhalb der FSFE nicht so gut, aber als einfacher Fellow finde ich die Lehren die bislang gezogen wurden gut und richtig: Freie Apps und moderne Techniken darin unterstützen, dass sie Freie Software werden, politisch darauf hinarbeiten, dass Ausschreibungen der öffentlichen Hand Freie Software werden muss. Warum die Reflexion differenzierter erfolgen müsste, erschließt sich mir nicht.

Schaden wir uns, wenn wir den Erfolg von Freier Software zu sehr von Leuchturmprojekten abhängig machen? Ja, das tun wir. Deshalb ändert der FSFE jetzt seine Kampagnen-Strategie.

Ich hatte die Aufzeichnung des wohl recht ähnlichen Vortrags bei der von Matthias verlinkten OpenSUSE-Konferenz auch wie Du verstanden und würde daraus dieselben Antworten ziehen, die Du dargelegt hast.
Prinzipiell finde ich es einen guten Zeitpunkt, dass wir öffentlich reflektieren: LiMux ist aller Voraussicht nach gelaufen und leiden werden darunter vor allem die Münchner Bürger, aber wir können daran nichts mehr ändern. Dass wir uns als Community dabei fragen, wie wir solchen offensichtlichen Fehlentscheidungen mit besserer Kommunikation und Strategie vorbeugen können, ist dabei doch vollkommen legitim.
Und wenn es Signale an Menschen außerhalb unserer Gruppen sendet, dann, dass wir eine transparente, konstruktive und zukunftsgerichtete Gemeinschaft sind – entgegen der bösen Vorurteile, die teils über uns kursieren.

Wie gesagt, finde ich auch die Konsequenz daraus richtig: Anstatt sich an ein paar wenigen Großprojekten abzuarbeiten auf viele kleine Projekte zu setzen und beim Gesetzgeber die rechtlichen Rahmenbedingungen dafür zu erstreiten, bei öffentlichen Ausschreibungen eine Freie Software Lizenzen zur Vorraussetzung zu machen.
Letzteres ist bspw. PMPC, beim ersten Punkt fand ich das Beispiel von Matthias im Vortrag und die E-Mails von Björn auf den Mailinglisten zum Thema "Good examples where Free Software was used in development countries" einen klasse Ansatz: Der FSFE sollte solche Beispiele wie FixMyStreet, GNU Health uvm. sammeln, vernetzen, promoten und überlegen, wie man solche Projekte in Europa umsetzen kann.
Und wenn es Signale an Menschen außerhalb unserer Gruppen sendet, dann, dass wir eine transparente, konstruktive und zukunftsgerichtete Gemeinschaft sind – entgegen der bösen Vorurteile, die teils über uns kursieren.
Das sehe ich genauso. Böse Vorurteile über den FSFE kenne ich allerdings nicht, aber vielleicht bin ich da zu sehr außerhalb der Filterbase ... ääh ... Diskussion. :-)

Sie taugen nur solange, bis die Entscheidung zu Gunsten etwas anderem fällt, worauf die Community nur wenig bis gar keinen Einfluss hat. Genauso wenig ist Android ein Leuchtturmprojekt für Linux, weil Google sich für einen anderen Kernel entscheiden wird, wenn das für sie als die bessere Strategie erscheint.

"richtigen" Fragen aufgeworfen?
Ja, denn er schließt den Bogen zu PMPC, ein richtiger und guter Ansatz, Freie Software zu unterstützen und zu verbreiten und zu kleineren Apps und Projekten wie FixMyStreet. In der Limux-Diskussion wurde häufig gesagt, dass ratzalte Fachanwendungen nicht auf Linux funktionieren. Also sollten wir dafür sorgen, dass es moderne Anwendungen tun und dass die alten Fachanwendungen durch moderne freie Anwendungen abgelöst werden.

Ja, warum sollten aus der Analyse keine Lehren für die Zukunft gezogen werden. Was soll das verhindern? Ich kenne die Diskussion innerhalb der FSFE nicht so gut, aber als einfacher Fellow finde ich die Lehren die bislang gezogen wurden gut und richtig: Freie Apps und moderne Techniken darin unterstützen, dass sie Freie Software werden, politisch darauf hinarbeiten, dass Ausschreibungen der öffentlichen Hand Freie Software werden muss. Warum die Reflexion differenzierter erfolgen müsste, erschließt sich mir nicht.

Europe auf die Menschen, die sich für Limux eingesetzt und an diesem Projekt mitgearbeitet haben?
Welches Verdikt? Die Frage des Vortrags war "Schaden wir uns mit ehrenamtlicher Arbeit?" Und die Antwort im Vortrag ist Nein, tun wir nicht. Schaden wir uns, wenn wir den Erfolg von Freier Software zu sehr von Leuchturmprojekten abhängig machen? Ja, das tun wir. Deshalb ändert der FSFE jetzt seine Kampagnen-Strategie.
- Wurde Matthias von der Presse zumindest gründlich missverstanden?
Das kann passieren. Darauf, wie man von wem verstanden wird, hat man leider auch nicht soviel Einfluss, wie man vielleicht gerne hätte. Eventuell habe ja auch ich den Vortrag missverstanden und interpretiere da rein, was mir passt, und nicht das, was gesagt wurde. ;-)

Marketing und Kampagnen werden oft für falsche Zwecke eingesetzt. Können wir sie nicht für gute Zwecke einsetzen? Anders gefragt: Software wird zum Töten eingesetzt. Heißt das wir sollten Software generell nicht mehr nutzen, weil der Eindruck entstehen könnte wir wollten Menschen töten? Wo ist die Grenze? Es wird geschriebene Sprache verwendet um Todesurteile zu unterzeichnen. Sollten wir niemandem mehr das Schreiben beibringen, weil es den falschen Eindruck erwecken könnte? Ich weiß, dass das Extrembeispiele sind, aber an diesen kann man Prinzipien gut testen und erkennen, ob es überhaupt Prinzipien sind oder begrenzte Richtlinien.

Das Projekt steht vor dem Aus; die Migration weg von Limux ist in die Wege geleitet. Das Projekt ist also gescheitert bzw. wir als Community, die das Projekt gerne im langfristigen Einsatz gesehen hätten und immer wieder Argumente geliefert haben, die am Ende nicht gereicht haben, um das Projekt zu erhalten.

Wie gesagt, vielleicht ist der Begriff Schuld schlecht gewählt. Aber wenn man Gründe für das Scheitern sucht, ist das keine geeignete Möglichkeit, aus den möglicherweise zu findenden Gründen, Lehren für die Zukunft zu generieren?

kann und darf man wirklich von einem Scheitern sprechen?
LiMux war ein ambitioniertes Prestigeprojekt welches damals politisch gewollt wurde. Jetzt gab es eine politische Entscheidung gegen MiLux und für Microsoft, welche mich persönlich nicht überrascht. Wenn man jedoch vom Scheitern spricht, wieso werden dann andere OpenSource- und Linux-Projekte in Deutschland ignoriert? Die Landesregierung in Schleswig-Holstein setzt ebenfalls auf OpenSource statt auf Windows bzw. proprietäre Software. Es bringt doch nichts, wenn man seit Jahren über die Gründe des (politischen) Scheitern von MiLux diskutiert. Das MiLux scheitert war spätestens dann klar, als Dieter Reiter 2014 neuer OB von München wurde. Da ging es weder um Lizenzkosten, noch die Folgekosten zweier Migrationen bzw. der notwendigen Schulungen.
Wäre es wirklich um die Kosten gegangen... (lassen wir diese Diskussion, auch die führt zu nichts). Lasst uns einen Schlussstrich unter LiMux ziehen und dort politisch aktiv werden wo der FSFE auch etwas erreichen kann. Ich sehe die geplante EU-Copyright-Richtlinie deutlich kritischer und hier muss man vorab und Bundes- und EU-Ebene aktiv werden.

Liebe freunde,
wir haben nun wirklich gute antworten erhalten wie z.zb von Alexander und Theo und Florian. Und ich will auf einige punkte hinweisen, weil sie manchmal so nebenher in die diskussion einfliessen.
1) Wir haben es mit 2 grundverschiedenen anwendungsbereichen zu tun. Einzelnutzer und Gruppennutzer. Und da koennen wir nicht so einfach darueber hinweg sehen.
2) Die NutzerInnen stehen immer im vordergrund. Jedweder versuch, NutzerInnen auf eine andere schiene zu bringen, wird notwendig schief gehen. Die vorraussetzung, einen systemwechsel in der arbeitsweise mitzugehen und zu unterstuetzen, setzt den wunsch dafuer voraus.
3) Das argument, alte hardware mit freier software nutzen zu koennen, ist unsinnig. Die hardware muss immer eine redundanz beinhalten. Also die systemkapazitaet muss deutlich hoeher als die geforderte maximale leistung sein. Und das heisst vor allem, dass virtueller speicher ueberfluessig wird. In bezug auf die qualitaet der monitore sind wir uns bestimmt sofort einig. Und analoge uebertragung zum monitor ist einfach schwachsinnig.
4) Auch das argument von kostenfreier beschaffung zieht nicht, wie hier allseits bestaetigt wird. Wir sind in einem zustand der transformationen und muessen in den einzelnen segmenten noch viel tun.
5) Ein systemuebergang der clients und server in Muenchen von arbeitsgruppen, wie es zu anfangs dort beschrieben wurde, kann nur sanft und damit parallel erfolgen. Es muss also eine phase existieren, wo die anwenderInnen mit unterschiedlichen systemen arbeiten koennen, so wie sie es gewohnt sind. Hier koennen wir dem prinzip folgen: "Wir schaffen etwas Neues, was das Alte ueberfluessig macht".
Ich habe aehnliche erfahrungen in Latein Amerika mit den Flisol treffen gemacht. Das waren ja alles einzelnutzerInnen. Bei diesen treffen steht nur ein standardisierter uebergang als thema. Spezifische persoenliche vorlieben und gewohnheiten werden nicht beruecksichtigt.
Sobald es auch dort um arbeitsgruppen aus verschiedenen staatlichen instanzen ging, war keine ueberzeugungsfaehige grundlage mehr vorhanden.
Ich unterstuetze das "PMPC" konzept, weil es die grundlage war und sich sehr bestaetigt hat. Alles, womit wir heute arbeiten, kommt aus dieser zeit. Bis fast bis zum ende des 20.jahrhunderts galt in der USA, dass jedes projekt oeffentlich sein muss, wenn oeffentliche gelder dafuer zur verfuegung gestellt werden.
Ein grosses problem sehe ich in der individualisierung und kleinkraemerei in den oeffentlichen instanzen. Es laege nahe, dass die IT-abteilungen aller kommunalen einrichtungen, wenn sie existieren, kooperieren und gemeinsame grundloesungen fuer ihre anforderungen suchen. Hier geht es weniger um die grafische gestaltung der oberflaeche, sondern um den funktionellen teil.
Das gleiche gilt fuer die datenbanken, weil sie ja wohl das zentrale glied kooperativer arbeitsprozesse sind. Damit entsteht so etwas wie kommunale technische informatik in ihrem netzwerk.
Nun noch generell zum uebergang. Im server bereich, in embedded systemen, in prozess technologie ist es sowieso klar. Es geht also mehr um den bereich der nutzerInnen, einzeln oder als gruppen. Und auch hier brauchen wir einen sanften uebergang. Unter Linux mit Wine oder KVM. Unter Windows jetzt mit aehnlichem fuer Posix-anwendungen. Wir muessen also immer in der lage sein, auf einem beliebigen bestehenden system beliebigste anwendungen anderer systeme nutzen zu koennen, bis wir uns fuer ein anderes system entscheiden.
Die groesste anzahl von EinzelnutzerInnen sind triviale standard anwenderInnen. Ob sie sich fuer einen uebergang entscheiden, ist fuer mich relativ bedeutungslos. Browser, Mailclient, audio/video stream ist sowieso meist das gleiche und zumeist freie software. Wenn sie probleme mit ME (management engine) und viren/trojaner haben, werden sie sowieso nach alternativen ausschau halten.
Fuer anspruchsvollere anwenderInnen gibt es heute schon klare bereiche. Grafik/PrintPostprocessing mit OSx, hardware/software entwicklung mit Unix/Linux, Dokumenten gestaltung je nach typ der anwendung. Spieler nutzen meist Windows. Sollen sie.

Mal richtig lesen und bitte auch die richtigen Schlüsse ziehen. Aufgrund meiner Erfahrung mit Großprojekten komme ich zu dem allseits bekannten Schluss: "Money makes the world go round". Wo sehr viel Geld hin und her geschoben wird, fallen auch so manche Krümel vom Tisch herunter.
Früher, als IBM das bekannte Protokoll 2780 (jetzt dürft ihr alle mal laut lachen :-D ) veröffentlichte, stand irgendwo eine Maschine, die wir heute als "Dinosaurier" bezeichnen, wärmte den Raum und erledigte alle rechnerischen Aufgaben. Der Mitarbeiter sass vor einem "dummen" Terminal und füllte Formulare aus. Heute in unserer modernen Welt klappt dieses Modell nach wie vor. Man nehme einen Server, der modernere Protokolle spricht, und stelle dem Mitarbeiter ein Arbeitsgerät zur Verfügung, dass besagte Formulare grafisch darstellt. Kurzum (drastisch, aber so sollte es jeder verstehen): Man tauscht jetzt ein Frontend LIMUX gegen ein anderes Frontend EDGE aus.
Ich habe an der fachlichen Kompetenz der Sachverständigen aus der Finanzabteilung wenig Zweifel. (Meine Zweifel begründe ich aus der Erfahrung der Kommunalen Wasserwerke Leipzig).
Ich denke aber laut, dass zur Lösung der "Probleme" mit LIMUX nicht unbedingt IT-ler befragt wurden. Das wiederum zeigt mir auf, dass IT- ler deutlich über den Tellerrand gucken sollten. Man trägt Verantwortung nicht nur für Technik, sondern darüber hinaus auch für eine gesamtwirtschaftliche und sozialpolitische Ebene. Diese Aspekte sind in der bisherigen Diskussion zu wenig betrachtet worden.
Mit 89 Millionen Euro will man nun die Migration schaffen. Mir stellt sich die Frage, woher man dieses Geld nehmen will. Schauen wir nach NRW (mein Heimatland) und haben aktuell eine Steilvorlage: Sozialticket streichen, Gelder umverteilen. Ich bin mal gespannt, auf welche Ideen man im Heimatland unseres Digitalministers verfallen wird.

Er, Stefan Krempl (Heise) und Harald Schumann (Investigate Europe) sind die deutschsprachigen Journalisten, die sich in den letzten Jahren am ausführlichsten mit dem Thema beschäftigt haben.
