wir haben letzte Woche erfahren, dass in der Stadt Kassel eine Abstimmung über einen Antrag “Public Money? Public Code!” als Grundsatz bei der Softwarebeschaffung ansteht. [1] Zunächst wird über diesen im zuständigen Ausschuss (am 23 Oktober 2019) und danach im Stadtparlament (4 November 2019) entschieden.
Um eine Mehrheit zu bekommen haben wir an die Abgeordneten den angehängten Brief und unsere PMPC Broschüre [2] per Mail geschickt. In einigen Abwandlungen haben wir unseren Brief dann noch an die Abgeordneten des Ausschusses, einige ausgewählte MdLs und MdBs und an die einzelnen Fraktionen geschickt. In diesen abgewandelten Briefen haben wir z. B. Argumente aufgegriffen, die von den Abgeordneten selbst kamen oder in deren Grundsatzprogramm bzw. Koalitionsvertrag standen.

Mein Vorschlag zum Weiterdenken: IPv6 für ein freies Netz.
Die Domainnamen sind sind ein Behelf: Einerseits, weil sich die Leute IPv4-Adressen nicht merken konnten, und andererseits, weil man nicht jedem Webauftritt eine eigene IP geben wollte und schließlich auch nicht konnte.
Letzteres ist mit IPv6 nun möglich. Wenn ein Webauftritt oder ein anderer Dienst mit einer IP(v6) eindeutig identifizierbar und erreichbar ist, bedarf es keiner namensbasierten virtuellen Hosts mehr, da eben IP-basierte unschwer möglich sind.
Dann sind auch andere Lösungen für das "Gedächnisproblem" als das bisherige System denkbar, denn ob "Schneewittchen" oder "freie-software.org" nach einer bestimmten IP(v6) auflöst, die zu einem bestimmten Webauftritt führt, ist dann technisch gleichgültig.
Die Vergabe und Auflösung der "Gedächnisstützen" könnte also auch dezentral und unabhängig organisiert werden.
Dies ist nur eine Anregung, unabhängig von der ICANN über das Thema nachzudenken.

Am 6. Februar findet eine Sondersitzung des Ausschusses statt, um sich mit all den aufgelaufenen Anträgen zu befassen. Darunter der PMPC Antrag.
Die politische Lage hat sich seit unserem ersten Posting auch geändert: Die Koalition aus SPD; Grünen und dem Liberalen ist aufgrund von letzterem, der nicht mehr mitspielt, auseinander gebrochen. Es besteht also die Möglichkeit, die Mehrheit auf die Beine zu stellen. Dafür brauchen wir nun eure Hilfe! Meldet euch bei den Abgeordneten und überzeugt sie, für PMPC zu stimmen. und aller Guten Dinge waren 3. Der Antrag "Public Money - Public Code" als Grundsatz bei der Softwarebeschaffung wurde jetzt auch vom Kasseler Stadtparlament angenommen.
In der ersten Abstimmung im zuständigen Ausschuss für Finanzen, Wirtschaft und Grundsatzfragen am 6. Februar wurde der Antrag mit Änderungen angenommen [0]. Die Abstimmungsergebnisse waren wie folgt:
Zustimmung: CDU, B90/Grüne, AfD (1), Kasseler Linke, FDP+FW+Piraten Ablehnung: SPD, AfD (1) Enthaltung: --
Gestern wurde der Antrag mit den Änderungen auch in der Stadtverordnetenversammlung angenommen. Die detaillierten Ergebnisse werden nächste Woche bekannt gegeben. Sobald wir diese haben werden wir einen kurzes Update dazu veröffentlichen.
Durch die bisher vorgenommenen Änderungen wird, der Magistrat gebeten zu prüfen, ob es möglich is PMPC als Grundsatz beim Neuerwerb von Software zu folgen.
