die Wahlen zum Fellowship representative 2017 ist vorbei und Gewinner ist Daniel Pocock:

Ich möchte mich bei allen Kandidaten bedanken, dass sie Farbe und Leben in die Wahlen dieses Jahr gebracht haben und bei allen Wählern, die an der Wahl teilgenommen haben.
Leider hatten wir nur eine Wahlbeteiligung von etwa 17 %, was die geringste Wahlbeteiligung ist seitdem wir die Wahlbeteiligung aufzeichnen (2014). Weil viele auf dieser Liste wahlberechtigt waren, wollte ich fragen ob ihr Erklärungen für die geringe Wahlbeteiligung habt bzw Vorschläge wie wir die Wahlbeteiligung erhöhen könnten?
Die geringe Wahlbeteiligung lässt mich insbesondere verwundern, weil wir dieses Jahr 7 Kandidaten hatten, sich alle in unserem Wiki kurz präsentiert haben [1], wir öffentlichen Wahlkampf gemacht haben [2] und drei Tage vor Ende noch eine Erinnerung an das Ende der Wahl geschickt haben... Dennoch hatten frühere Wahlen mit nur einem (!) Kandidaten, ohne Wahlkampf und ohne Erinnerung (2016 und 2014) mehr Beteiligung.
Wie kommt das? Bitte helft uns zu verstehen, wie wir die Wahlen attraktiver machen können bzw die Wahlbeteiligung erhöhen können? Oder helft uns zu verstehen was es vielleicht für Gründe gab, warum dieses Jahr die Wahlbeteiligung so gering war?

In der Tat erscheint auch mir das Verhältnis der Zahl der Kandidaten und der Zahl derjenigen, die gewählt haben, bei dieser Wahl in einem bemerkenswerten Verhältnis. Ich nehme nicht an, dass dies nur darauf zurückzuführen ist, dass sich die überdurchschnittlich vielen Kandidaten dieses Mal vornehm der Wahl enthalten haben.
Meine Vermutung ist, dass die geringe Wahlbeteiligung eher auf einem Kommunikationsproblem beruht.
Es konnte wohl den Wahlberechtigten bislang noch nicht erfolgreich vermittelt werden, dass die Arbeit der Mitgliederversammlung derart bedeutend ist, dass sie hierauf durch eine Beteiligung an der Wahl der Fellowshipvertreter Einfluss nehmen sollten.

Das kann ich sehr gut nachvollziehen, dieses Gefühl, man weiß nicht was der Fellowship representative eigentlich tut oder gut für ist. Das liegt daran, dass diese Rolle nicht durchdefiniert ist sondern lediglich - quasi als eine Institution - mit Rechten ausgestattet (GA Mitglied) ist sowie mit einem Auftrag (Repräsentant der Community).
So ein Konzept scheint zunächst in der Tat wenig greifbar, und ich gebe zu, dass wir da noch mehr draus machen könnten. Aber da seid auch ihr als community gefragt: was würdet ihr euch denn von einem Fellowship representative als Vertreter der Community wünschen?
Ansonsten ist das aktuelle Konzept (nicht durchdefiniert) gar nicht so unüblich. Ähnlichkeiten findet man zum Beispiel in der Wahl des Klassensprechers: In meiner Schule war das immer eine Figur, dessen Rolle nie richtig definiert wurde, aber sollte es mal irgendwas zu klären geben zwischen Schülern und Lehrern, dann gab es eben die Klassensprecher.
Oder der Bundespräsident. Er vertritt Deutschland und hat ein Veto-Recht. Sonst ist aber auch nicht weiter definiert, was eigentlich seine Aufgabe ist - ob er sich um die armen kümmern soll oder um die reichen, oder Auslandsreisen oder ...
Immerhin wurde in diesem Jahr an alle Fellows noch während der Zeit der Kandidatenphase folgende Mail geschickt:
= About the Fellowship representative = Some years ago, FSFE decided to open up their organisation and integrate members of our community as representatives into the board of the association of FSFE (called the General Assembly or GA in short [2]). Since the beginning, these representatives have the same rights as anybody else inside the board and many former representatives have later become permanent members of our board.
Some former representatives had a big influence on the directions of FSFE. For example, it was the now-leaving representative Nicolas Dietrich who brought in the idea of running an international summit to bring together the community of FSFE and just one year later we did run the first ever FSFE summit [3]. In the meantime, his co-representative Mirko Böhm already brought in interesting ideas and ways to open up the GA and our community.
So, if you like the FSFE, if you like our work and if you like to bring in something to our movement, please apply as a Fellowship representative 2017. Take your chance, we want you.
Ich denke das diese Info kurz und knapp die aktuellen Möglichkeiten eines Fellowship representatives umschrieben hat. Und diese Mail hat auch direkt zu dem sprunghaften Anstieg an Kandidaten geführt.
Da die Mail an alle Fellows ging, ging sie auch automatisch an alle Wahlberechtigten.

ich glaube es liegt nicht an der mangelnden Definition der Rolle der Fellowshipvertreter.
Es ist der Satzung klar geregelt, dass sie auf Zeit Mitglieder des Vereins sind. Auch die Rechte, Pflichten und Aufgaben der Vereinsmitglieder ist dort mit ziemlicher Klarheit geregelt.
Intransparent ist jedoch, wie die Vereinsmitglieder ihre Aufgaben wahrnehmen.
Dies ist schon lange beklagt worden.
Dabei kann es nicht die Aufgabe der Fellowshipvertreter allein sein, hier den Fellows Bericht zu erstatten; sondern dies ist vielmehr die Aufgabe aller Mitglieder.
Wenn eine Rolle unklar ist, dann es nicht die der Fellowshipvertreter in der Mitgliedschaft, sondern die der Fellows in der FSFE.
Auch dies ist schon länger angemerkt worden.
Änderungen in der Bezeichnung sind IMO zumindest in der vorgesehenen Form insoweit wenig hilfreich.
Solange derartige Fragen jedoch nicht nachhaltig, ereignisorientiert und Folgen zeitigend diskutiert und geklärt werden, was auch schon oft angemahnt wurde, ist Besserung kaum zu erwarten.

Nutze sie doch einfach um deine eigenen Kontakte zu überzeugen, mehr Transparenz walten zu lassen und die anderen werden dir dankbar sein.

Die Beweggründe sich als Fellow der FSFE anzuschließen sind so individuell wie die Menschen selbst.
Auf der englischsprachigen Mailingliste kam zudem soeben auf, dass in einer Umfrage sich 80% der Fellows ausgesprochen haben die "FSFE finanziell zu unterstützen" ohne eine weitere Rolle einnehmen zu wollen.
Deshalb ist es meines Erachtens nach weniger wichtig zu definieren was "die Rolle eines Fellows" innerhalb der FSFE ist, es könnte sogar schädlich sein. Ich sehe es eher umgekehrt: Es ist die Aufgabe der FSFE Rollen anzubieten und denjenigen Fellows, welche Rollen übernehmen (Representatives, Übersetzer, Koordinatoren, Designer, Admins ...) darin bestmöglich zu unterstützen.
Schließlich sind wir alles Individuen. Aber zusammen beleben wir die FSFE und jeder Fellow ist dabei ein Zugewinn - egal ob oder welche Rolle man einnimmt. Das ermöglicht, dass jeder sich nach seinen eigenen Stärken und Belieben einbringen oder es bleiben lassen kann. Und - je nach Position - kann man auch zu einem gewissen Grad selbst entscheiden wie weit das eigene Engagement geht. Das ist es, was für mich eine NGO wie die FSFE so stark und lebendig macht.
Und warum ich stolz bin auf unsere unzähligen freiwilligen Helfer in allen möglichen Rollen, welche die FSFE so stark machen wie sie ist!

Dieser Kritik kann ich nicht ganz folgen. Erik hat auf den beiden größten Mailinglisten nach den Gründen für die niedrige Wahlbeteiligung gefragt. Ich halte es für eine gute Idee beide Listen zu befragen. In der Vergangenheit wurde ab und an bemängelt, dass nicht jeder auf Englisch diskutieren möchte und von daher denke ich ist es eine gute Idee hier auch auf Deutsch nach den Gründen zu fragen. Hab ich dich hier vielleicht falsch verstanden?
Ich habe nicht gewählt weil ich keinen Sinn darin sah.
Dieser Teil deiner Kritik interessiert mich als Kandidat genauer. Wodurch erscheint dir diese Wahl sinnlos?

Moin Florian, das er auch auf anderen Listen (Sprachen) gefragt hat erschloss sich mir nicht aus dem Post. Klang für mich nach einem Totschlagargument um die Diskussion abzwürgen bzw. sie in eine angenehmere Richtung für ihn zu lenken.
Mir erscheint schon aus dem umgehen von Diskussionen über Administrative Dinge die wenige beschliessen aber alle betreffen die Sinnhaftigkeit nicht gegeben (siehe Uwes plus 1 Mail 2ter Absatz).
soweit mal, ich weiss noch nicht genau wie ich es formulieren soll und werde mich äussern sobald mir die richtigen worte einfallen.

Um meiner Aufgabe als Community Coordinator gerecht zu werden bin ich auf über 20 lokalen Mailinglisten der FSFE eingetragen. Dazu kommen nochmal etwa gleichviele verschiedene Teamlisten.
Tut mir leid, auch wenn manchen den Eindruck haben mögen, aber fsfe-de ist nicht der Nabel der FSFE sondern eine Liste von vielen. Wenn auch eine der "größten".

Ich war wie gesagt nicht dabei aber ich kann mir vorstellen, dass das "umgehen von Diskussionen" deutschem Arbeitsrecht zu verdanken ist und es dient in diesem Fall dem Schutz des Arbeitnehmers.
Mich würde ja mal interessieren inwiefern das "alle betrifft"? Was hat sich denn für alle seitdem verändert?

Das wurde lang und breit bereits diskutiert. Diese Diskussion brauchen wir IMO hier nicht noch einmal aufzuwärmen. Das Argument wird nämlich auch durch Wiederholung nicht besser.
Es ging nicht nur um Rainers Kündigung, sondern im Wesentlichen auch um die Schließung der Geschäftsstelle im Rheinland und ein neues Marketingkonzept, welches u.a. eine stärkere Beteiligung von Ehrenamtlichen vorgesehen hat.
Was mich nur befremdet ist, dass auch im nunmehrigen zeitlichen Abstand sich bei den Hauptamtlichen der FSFE noch nicht die Einsicht durchgesetzt zu haben scheint, dass der damalige Entscheidungsfindungsprozess als mängelbehaftet zu qualifizieren ist.

Ich pflege mit genau einem Mitglied der GA einen mehr als nur sporadischen persönlichen Umgang.
Dessen dezidierte Meinung ist wohlbekannt, scheint aber nur wenig Zustimmung unter den Mitgliedern zu finden Du würdest damit vermutlich

Du hast diese Frage auf diese Liste geworfen. Wenn Dir die Antworten nicht passen, dann ist das nicht meine Schuld.

Die Beweggründe sich als Fellow der FSFE anzuschließen sind so individuell wie die Menschen selbst.
Auf der englischsprachigen Mailingliste kam zudem soeben auf, dass in einer Umfrage sich 80% der Fellows ausgesprochen haben die "FSFE finanziell zu unterstützen" ohne eine weitere Rolle einnehmen zu wollen.
Deshalb ist es meines Erachtens nach weniger wichtig zu definieren was "die Rolle eines Fellows" innerhalb der FSFE ist, es könnte sogar schädlich sein. Ich sehe es eher umgekehrt: Es ist die Aufgabe der FSFE Rollen anzubieten und denjenigen Fellows, welche Rollen übernehmen (Representatives, Übersetzer, Koordinatoren, Designer, Admins ...) darin bestmöglich zu unterstützen.
"Als Fellows sichern Sie unsere finanzielle Unabhängigkeit, erhöhen unser politisches Gewicht und unterstützen unsere lokalen Aktivitäten."
Vielleicht sollten auch "Rollenvorbilder" kommuniziert werden, an denen sich Fellows und andere Helfer orientieren können.
Menschen sind meist beeindruckender als abstrakte Beschreibungen von Funktionen und Aufgaben.

Aus diesem Grund sind viele Diskussionen in der Vergangenheit sehr breit geführt worden, haben aber zu keinerlei Entscheidung geführt. Das hat mich sehr frustriert, weswegen ich für die GA kandidiert habe, in der Hoffnung von dort heraus daran mitzuwirken klar zu regeln wer was entscheiden darf und wie so eine Entscheidung herbei geführt werden kann. Aktuell liegt die gesamte Entscheidungsmacht letztlich bei der GA, wie das in einem Verein üblicherweise eben so ist, d.h. es müssen erst dort Strukturen geschaffen werden um mehr Menschen, die sich für die FSFE engagieren, an Entscheidungen zu beteiligen. Aktuell wird so eine Beteiligung immer wieder versucht, aber eben ohne die Struktur und mit o.g. Ergebnis, das ich nicht zufriedenstellend finde.

Ich bin selber Mitglied in mehreren der FSFE-ähnlichen Organisationen und ich kenne von keiner dieser Organisationen die Möglichkeit mit-Entscheidungen zu treffen. Ob WMDE, CCC, C3S ... das einzige was ich jeweils grundsätzlich entscheiden kann ist ob ich meinen jährlichen Beitrag bezahle oder nicht.
Außerdem kann ich mich noch ehrenamtlich einbringen (als Admin, Gruppenkoordinator, Schreiberling etc) und bekomme dann Entscheidungsmöglichkeiten Kraft meines übernommenen Amtes.
Deshalb wäre ich sehr an Input interessiert, was für Entscheidungsstrukturen euch denn vorschweben oder überhaupt denkbar sind?
Ich bitte jedoch darum, damit wir uns nicht im Kreise drehen, zuerst zu versuchen sich die im November geführte Diskussion über "Demokratische Mitbestimmungsverfahren" nochmals zu vergegenwärtigen.

Hm. Ehrlich gesagt klingt das nahezu wie die FSFE selber mit dem Unterschied, dass die Aufnahme neuer Mitglieder durch 3/4 der bestehenden Mitglieder statt durch den Vorstand geschieht, das es einen Mindestbeitrag gibt und das die Geschäftsstelle in Berlin ist. Aber das sind ja nur verschiedene Werte der gleichen Variablen. Auch in der FSFE ist das Oberstes Beschlussorgan die Mitgliederversammlung und jedes Mitglied hat eine Stimme.
Deshalb ist der einzige Unterschied den ich aus deiner Zusammenfassung rauslesen kann, dass es bei der FSFE eine Fördermitgliedschaft gibt und bei den Freie Software Freunde nicht.

Nein, das müßte ich recherchieren. Slow Food sitzt ja in Berlin, da ist vielleicht mal ein Besuch drin. Ich habe schon länger den Gedanken, daß ein Kontakt vielleicht lohnen würde.
Wichtig ist mir aber der mehrstufige Vereinsaufbau mit lokalen Gruppen mit Rechten und Pflichten und eigenen Finanzen. Dort spielt sich das eigentliche weitestgehend selbst bestimmte Leben ab. Die Gruppen wählen Leiter, die bundesweit in einem Gremium zusammen arbeiten.
Zur Mitgliederversammlung kommen je nach Veranstaltungsort so ca. 50 Leute, von denen allerdings viele Leiter einer der Gruppen sind. Einladung zur Mitgliederversammlung, Zugang zu den entsprechenden Materialien und *inhaltliche* Dokumentation erfolgen zügig und transparent.
Der Mitgliedsbeitrag ist 70€, für die FSFE zahle ich (gerne) das Doppelte.

Jetzt müßte ich wieder suchen. Die Mittel werden vom Vorstand "zur autonomen Verwendung" im Rahmen des Vereinszwecks zugewiesen. Mir ist nicht bekannt, daß die Gruppen gegenüber dem Vorstand Rechenschaft legen müssen. Steuererklärung und formale Buchhaltung gibt es meines Wissens nicht.
Meiner Beobachtung nach verläuft das sehr unaufwändig.
Es gibt gegenwärtig 85 Gruppen.
Da ich passives Mitglied und nur in den Infromationsfluß eingebunden bin, kenne ich die konkrete Praxis der Gruppe Niederrhein/Duisburg im Hinblick auf die Finanzen nicht. Wie gesagt, ein Besuch bei slowfood könnte das klären. Wenn Du mir eine Liste von Fragen zuleitest, kann ich aber gerne versuchen das mit "meiner" Gruppenleitung zu klären.

Überflogen. Sie ist ja im Wesentlichen eine Standard-Satzung, wie sie viele Vereine haben.
So sagt sie z.B. über die Aufnahme von Mitgliedern:
Voraussetzung für den Erwerb der Mitgliedschaft ist ein schriftlicher Aufnahmeantrag, der an den Vorstand zu richten ist. Der Vorstand entscheidet über den Aufnahmeantrag nach freiem Ermessen. Bei Ablehnung des Antrages ist er nicht verpflichtet, dem Antragsteller die Gründe mitzuteilen.
Zum Vergleich, die Satzung er FSFE sagt über die Aufnahme von Mitgliedern:
Voraussetzung für den Erwerb der Mitgliedschaft ist ein schriftlicher Aufnahmeantrag an den Präsidenten. Die Mitgliederversammlung entscheidet über den Aufnahmeantrag mit mit einer Mehrheit von drei Vierteln der abgegebenen gültigen Stimmen; Stimmenthaltungen bleiben daher ausser Betracht. Der Präsident kann dem Aufnahmeantrag vorübergehend stattgeben; der Aufnahmeantrag muss dann bei der nächsten ordentlichen Mitgliederversammlung bestätigt werden. Ich denke nicht, dass da der Wortlaut der Satzung einen großen Unterschied macht. Die wesentlichen Unterschiede sehe ich in der täglichen Anwendung: welche Privillegien sind den Mitgliedern vorenthalten, und was kann ich auch als Nichtmitglied bewirken? Wie werden Arbeitsgruppen gebildet, und sind diese auch für Nichtmitglieder offen? usw.
Ich denke, dass in dieser Beziehung die FSFE übrigens sehr offen ist.

der entscheidende Unterschied zwischen Slow Food und der FSFE ist für mich, daß bei Slow Food der Verein die Organisation ist, der Verein hat jetzt 14.000 Mitglieder. Bei der FSFE sind es wohl ca. 50. Eine Entsprechung zu den Fellows gibt es bei Slow Food nicht. Die Slow Food Mitglieder finden regional eine verbindliche Struktur vor, in der sie sehr autonom aktiv werden können. Lokale Gruppen habe teilweise mehr als das Doppelte an Mitgliedern als der ganze FSFE Verein.
Das scheint mir auch der Grund zu sein, daß es bei Slow Food deutlich mehr Aktivitäten der Mitglieder gibt. Die Aktivitäten der Fellows sind ja eher zufällig. Mir ist das deutlich geworden beim Versuch, ein Team NRW zu gründen. Welche Rechte und Pflichten hätte das gehabt? Wer wäre formal für Kosten aufgekommen? Auf welcher Rechtsgrundlage wäre eine Leitung bestimmt worden?
Die Struktur von Slow Food ermöglicht die Herausgabe einer (lesenswerten) Zeitschrift, lokale Veranstaltungen, Kommissionen für verschiedene Aufgaben, Unterorganisationen wie Slow Food Youth und einen weltweiten(!) Zusammenhang. Das hat eine völlig andere Qualität als die FSFE. Ich finde das auch als demokratischer. Vielleicht liegt das stetige Wachstum von Slow Food auf nunmehr 14.000 Mitglieder auch an dieser Struktur.
Das Alles heißt nun nicht, daß die Slow Food Struktur eine für die FSFE geeignete wäre. Sie paßt unter Umständen auch nicht zu den Aufgaben, die FSFE angehen will. Ich halte es auch für sehr unwahrscheinlich, daß der Verein einen so klaren Bruch mit den bisherigen Strukturen als Ziel akzeptieren würde.
Notwendig wären aber eine drastisch größere Transparenz der Arbeit des Vereins und insbesondere eine Berichtspflicht des Vertreters der Fellows. Sonst kann man sich die Wahlen eigentlich schenken.

Je größer die Organisation, besonders wenn jedes Mitglied Stimmrecht hat, desto eher tendiert sie dazu verschiedene Positionen auszubalancieren, Ecken und Kanten abzuschwächen. (vergleiche die Entwicklung kleiner Parteien zu Volksparteien)
Nicht, dass es nicht funktionieren könnte. Aber unserer jetzigen Fellows haben in vielen solchen Punkten bereits sehr kontroverse Ansichten. Wenn ich mir vorstelle wir wären 14.000 stimmberechtigte Personen, dann könnte ich mir auch vorstellen das wir über die Zeit zu einem Verein werden würden, der hier und da mal dies oder das für oder gegen Freie Software macht ...
Aber eventuell eben nicht mehr die heutige Free Software Foundation Europe, von der die Leute wissen, das sie für das Maximum an Freiheit steht.

Das hat denke ich nicht nur damit zu tun ob die Unterstützer von SlowFood nun Mitglieder oder Fördermitglieder sind, da steckt auch ganz einfache Mathematik bzw Logistik dahinter:
Slow Food hat alleine durch seine Anzahl Mitglieder und deren Mitgliedsbeiträgen ein vielfaches an Budget zur Verwendung, was auch in einem vielfachem an Angestellten resultiert, die ihre Aufmerksamkeit zudem viel besser fokussieren können, da sie nur in Deutschland aktiv sind.
Die FSFE ist einfach in allen Aspekten kleiner und muss aber auf mehr Ebenen Arbeit leisten. Lobbying lokal (München...), national (DE...) und Europäisch (Brüssel...), Übersetzungen und Aufmerksamkeit in über 10 Staaten / Sprachen und Kontakt zu einer divers verstreuten Community die oft (zum Glück!) denken dass das, was gerade bei ihnen vor der Tür passiert das wichtigste sei.
Notwendig wären aber eine drastisch größere Transparenz der Arbeit des Vereins und insbesondere eine Berichtspflicht des Vertreters der Fellows. Sonst kann man sich die Wahlen eigentlich schenken.
Da bin ich auf deine Seite und kanalisiere exakt dieses Feedback bereits in die GA.

Auch Slow Food ist ein politischer Verein, der mit klaren Forderungen gesellschaftlichen Wandel erreichen will. Ein Beispiel ist der Erhalt der hoch gefährdeten Biodiversität oder der Widerstand gegen Landgrabbing, ... Eine Aussage ist, daß Essen ein politischer Akt ist, der sich, wenn man es zuende denkt, direkt gegen die Lebensmittelindustrie -chemie,die Saatgutkonzerne und den Handel richtet.
Denn die FSFE möchte nicht einfach Hobbyisten zusammenbringen (wie zb Slowfood oder CCC) sondern Lobby machen mit klarem Programm, klaren Forderungen und klaren Standpunkten. Erfahrungsgemäß wird eine solche Klarheit umso schwieriger zu erhalten je mehr Leute darin mitmischen.
Das ist bei Slow Food vergleichbar. Es hat länger gedauert und heftige Kämpfe erfordert, bis Slow Food seine politische Ausrichtung gefunden hatte. Eine relevanter Anteil der Mitglieder wollte Slow Food zunächst als Feinschmecker-Vereinigung platzieren. Das ist glücklicherweise nicht gelungen.
Ist Telegram unter Freie Software einzuordnen oder nicht? Was ist mit Ubuntu? Oder sollen wir nicht einfach Facebook nutzen, da erreichen wir doch viel mehr Menschen? ...
Je größer die Organisation, besonders wenn jedes Mitglied Stimmrecht hat, desto eher tendiert sie dazu verschiedene Positionen auszubalancieren, Ecken und Kanten abzuschwächen. (vergleiche die Entwicklung kleiner Parteien zu Volksparteien)
Wenn man sich ein klares Programm gibt, muß das nicht so sein. Slow Food hat sich insbesondere durch die Terra Madre Bewegung immer weiter politisiert.
Nicht, dass es nicht funktionieren könnte. Aber unserer jetzigen Fellows haben in vielen solchen Punkten bereits sehr kontroverse Ansichten. Wenn ich mir vorstelle wir wären 14.000 stimmberechtigte Personen, dann könnte ich mir auch vorstellen das wir über die Zeit zu einem Verein werden würden, der hier und da mal dies oder das für oder gegen Freie Software macht ...
Aber eventuell eben nicht mehr die heutige Free Software Foundation Europe, von der die Leute wissen, das sie für das Maximum an Freiheit steht.
Das liest sich fast so, als hätte der Verein Angst vor seinen Fellows.
Slow Food hat alleine durch seine Anzahl Mitglieder und deren Mitgliedsbeiträgen ein vielfaches an Budget zur Verwendung, was auch in einem vielfachem an Angestellten resultiert, die ihre Aufmerksamkeit zudem viel besser fokussieren können, da sie nur in Deutschland aktiv sind.
Nur der deutsche Verein ist in Deutschland aktiv. Es gibt quer über die Welt verteilt Vereine, die über eine Satzung zusammen gebunden sind und auf die gleichen Ziele verpflichtet sind.
Die FSFE ist einfach in allen Aspekten kleiner und muss aber auf mehr Ebenen Arbeit leisten. Lobbying lokal (München...), national (DE...) und Europäisch (Brüssel...), Übersetzungen und Aufmerksamkeit in über 10 Staaten / Sprachen und Kontakt zu einer divers verstreuten Community die oft (zum Glück!) denken dass das, was gerade bei ihnen vor der Tür passiert das wichtigste sei.
Vieles davon leistet auch Slow Food. Ob nun mehr oder weniger, wohl nicht so wichtig. So groß ist der Anteil der Hauptamtlichen nicht, die wichtigsten Aufgaben werden ehrenamtlich erledigt.
Notwendig wären aber eine drastisch größere Transparenz der Arbeit des Vereins und insbesondere eine Berichtspflicht des Vertreters der Fellows. Sonst kann man sich die Wahlen eigentlich schenken.
Da bin ich auf deine Seite und kanalisiere exakt dieses Feedback bereits in die GA.

Demokratie ist nicht einfach, aber machbar.
Die "Förderung eines demokratischen Staatswesens" ist IMO aber nur durch eine Organisation möglich, die selbst demokratisch ist. Das unterscheidet die FSFE beispielsweise von einer Organisation zum Schutze der Natur etc..

Ich hätte ein paar (technische) Anmerkungen und Verbesserungsvorschläge.
Was ich mir für die Zukunft wünschen würde, wäre generell eine einfachere und zugleich präsentere Struktur der FSFE. Als "Neuling" würde ich mich gerne politischer für freie Software einsetzen. Ich hätte zum Beispiel nichts dagegen, ab und zu mal mit ein Paar anderen Freiwilligen einen Stand in der Stadt zu betreiben, wo zb. Flyer verteilt und Fragen beantwortet werden können. Das Problem ist, dass ich zum einen einfach faul bin und zum anderen kein wirklicher Anlaufpunkt für solche Ideen existiert (nach meinem Wissensstand, falls doch -> Transparenz).
Auch weiß ich nicht, ob solche Aktionen in der FSFE generell an der Tagesordnung sind, oder ob das eher unüblich ist. Jemand meinte im Laufe dieser Diskussion, es sei gut, Leitfiguren zu definieren, an denen sich Neulinge und Menschen, die aktiv werden wollen orientieren können. Das halte ich für eine sehr gute Idee!
Desweiteren halte ich (persönlich) Mailinglisten nicht für das beste Kommunikationsmedium. Für Außenstehende sind diese nicht so gut einsehbar (hässliches Webinterface) und strukturiert, wie etwa ein Forum es wäre. Natürlich mag man damit argumentieren, dass Mailinglisten gut als Archiv funktionieren, jedoch würde ich behaupten, dass das gleiche auch für ein Forum gilt.
Auch bietet das Forum den Vorteil, dass man besser "über den Tellerrand schauen" kann. Bei Mailinglisten sehe ich nur Inhalt von Listen, die ich selbst abonniert habe. Das hat natürlich auch Vorteile. In einem Forum jedoch komme ich schnell mit anderen Themengebieten in Berührung, wie dies bei der Nutzung von Mailinglisten eher weniger der Fall wäre. Ich würde behaupten, dass dieser Effekt auf lange Sicht zu einer besseren Vernetzung der FSFE untereinander führen könnte, da man besser sieht, was andere gerade so treiben (das Sahnehäubchen wäre dann noch ein Übersetzungsfeature, sodass die Sprachbarriere komplett verschwindet, aber das ist erstmal Utopie).
Ein weiterer Kritikpunkt ist, dass einige Stellen der FSFE Infrastruktur nicht für Außenstehende (und auch nicht für Fellows) zugänglich und einsehbar sind. Zum einen ist der fellowship@conference.jabber.fsfe.org chatraum nur für Fellows zugänglich. Das macht vom Namen her vielleicht Sinn, aber ich frage mich trotzdem, wieso? Vielleicht möchte ich mich als nicht-Fellow davon überzeugen, dass eine Mitgliedschaft für mich Sinn macht und deshalb andere Fellows befragen. Mir erschließt sich nicht, was der Sinn eines geschlossenen Chatraumes ist, außer Prestige. Zum anderen ist da die Mailingliste licence-questions. Diese wurde mir von Max wegen einer Frage zur GPL empfohlen, nochmal danke dafür ;). Aber wieso ist diese Liste nicht auf der Mailinglisten-Übersicht aufgeführt? Außerdem kann man sich nicht selbst auf der Liste eintragen. Ich glaube, dass die FSFE ein guter Anlaufpunkt für Menschen mit Fragen zu freier Software ist, daher hätte ich gedacht, diese Liste sollte für jeden zugänglich sein. Auch hat bisher niemand auf meine Fragen diesbezüglich reagiert :/
Ich hoffe, ich bin mit meinen Punkten nah genug am Thema geblieben. Falls nicht, hätte ich nichts dagegen, zu den Punkten einen weiteren Diskussionsfaden zu öffnen :)

Wenn ich mich richtig erinnere, hatten wir zu dieser Zeit gerade Probleme mit massiven Flamewars und Trollen auf unseren Mailing-Listen. Unser Ziel war es, unseren Fellows eine Plattform zur Verfügung zu stellen, auf der sie ernsthaft über Freie Software diskutieren können, und die Beschränkung des Zugangs auf Fellows erschien uns damals als einfache und wirksame Möglichkeit, Provokateure draußen zu halten.
Natürlich kann man diese Entscheidung immer mal wieder hinterfragen, aber als jemand, der regelmäßig sowohl in diesem Jabber-Raum als auch im komplett offenen Kanal #fsfe auf freenode herumhängt, habe ich das Gefühl, dass das immer noch gut funktioniert und (leider) auch immer noch notwendig ist.

Es ist oft verführerisch von der Technologie (Forum, Mailinglisten, ...) Rückschlüsse auf Inhalte zu führen. Ich war vor FSFE-Zeiten auch Verfechter von Foren über Mailinglisten und nun sehe ich es andersrum und präferiere Mailinglisten. Aber wie man es dreht und wendet: Beides hat Vor- und Nachteile und die gewachsene Struktur in der FSFE sind Mailinglisten und ich sehe da keinen Vorteil, dies mit Gewalt zu ändern.

nein, das ist keine Mailingliste um Lizenzfragen zu parlieren sondern eine "email-adresse" an die man sich wenden kann, wenn man dringende Lizenzfragen hat und eine Expertenmeinung dazu hören möchte. Es ist mit Absicht keine offene Liste damit Anfragen nicht befürchten müssen "Geschäftsgeheimnisse" oder ähnliches zu teilen und wir im Gegenzug garantieren können, dass nicht irgendwelche zufälligen Listenabonennten eventuell inkorrekte Antworten geben.
Auch hat bisher niemand auf meine Fragen diesbezüglich reagiert :/
Das wiederum ist schlecht. Wenn es in den letzten 3 wochen war, dann lag dies sicher an dem Legal Licensing Workshop in Barcelona, der alle Kräfte erfordert hat.

Michael Stehmann hat vorgeschlagen, man könne "Rollenvorbilder" definieren, an denen sich die Fellows orientieren können. Mir als Neuling würde es schon helfen, an Beispielen zu lernen, wie man aktiv werden kann.

Das liegt daran, dass diese Rolle nicht durchdefiniert ist sondern lediglich - quasi als eine Institution - mit Rechten ausgestattet (GA Mitglied) ist sowie mit einem Auftrag (Repräsentant der Community).
Das sehe ich ähnlich. Allerdings sehe ich das Hauptproblem in der Definition der Aufgaben der GA. Der Fellowship Representative vertritt die Supporter in der GA, das ist klar, aber dessen Aufgaben leiten sich aus den Aufgaben der GA ab und die sind unklar.

ich denke ein Teil des Problems ist, dass unklar ist, was die GA eigentlich tut und dann weiß man auch nicht so genau warum man für wen stimmen sollte. Für Personen aus Deutschland (oder eventuell dem restlichen deutschsprachigen Raum) mag es etwas einfacher sein, zu verstehen, wofür man wählt, wenn man weiß, dass die GA die Mitgliederversammlung des FSFE e.V. ist. Aber selbst dann bleibt es etwas unklar was genau dort entschieden wird außer reinen Verwaltungsfragen (z.B. Entlastung des Präsidenten usw.). Vielleicht könnte man hier als ersten Schritt mit einer Infografik erklären welche Entscheidungen in welchen Gremien getroffen werden bzw. wie die FSFE überhaupt aufgebaut ist.
Das Problem, dass unklar ist, was die GA tut, habe ich auch bei uns Kandidaten beobachtet. Die Standpunkte, die im Wiki präsentiert wurden, sind sehr verschieden, aber nicht nur in ihrer Ausrichtung, sondern sie sprechen völlig verschiedene Aufgaben an und ich glaube nicht, dass die GA alle diese Aufgaben wahrnimmt. Wir sollten also hieran arbeiten und besser erklären was die GA ist und was sie tut.
Ein weiteres Problem ist denke ich, dass wir Kandidaten weitgehend unbekannt sind. Es gibt sicher immer mal wieder so jemanden, der etwas bekannter ist, aber mir ging es in der Vergangenheit auch oft so, dass ich nicht wusste für wen ich stimmen soll. Hier wurden bereits einige Schritte getan um das zu verbessern, aber wenn ich mir die Abstimmungsergebnisse so ansehe und sehe, wie viele Reihen da mehrere 7er haben, denke ich nicht, dass das in erster Linie ausdrückt, dass der Wähler alle diese Kandidaten für gleich ungeeignet hält, sondern eher, dass eben ein oder zwei Kandidaten bekannt waren und um einen möglichst großen Effekt zu erzielen, wird dann den anderen verständlicherweise der 7. Platz zugewiesen. Das soll jetzt nicht heißen, dass das ein falsches Wählerverhalten ist (ich würde das ähnlich machen), aber ich denke man kann daran ablesen, dass viele Wähler nur wenige Kandidaten kennen. Wie man das verbessern soll, weiß ich aber auch nicht.

ich hab zwar die Wahlbenachrichtigung bekommen und mir auch die Kurzvorstellungen der Kandidaten angesehen, aber dann nicht an der Wahl teilgenommen. Der Grund dafuer war eine (fuer mich) geringe Sichtbarkeit der Arbeit des Representatives und die Abwesenheit kontroverser Themen.
Um das zu praezisieren: ich habe in den letzten Jahren daran, wie die FSFE funktioniert (bzw wie darueber informiert wird), die Hand des jew als Repraesentant gewaehlten nicht sehr deutlich gespuert. Gut moeglich, dass das v.a. meine Schuld ist, da ich nur zum gelegentlichen Lesen von fsfe-de und discussion@lists.fsfe.org komme. Aber in meiner Wahrnehmung hat es keinen Unterschied gemacht, wer Vertreter war. (Ich betone "meine Wahrnehmung", weil ich sicher bin, dass die versciedenen Representatives jeweils andere wertvolle Arbeit geleistet haben, die ich halt nicht mitbekommen habe.)
Daher und da sich auch den Kurzvorstellungen (trotz der dargestellten Unterschiede in der Amtsauffassung [1]) keine dramatischen Unterschiede zwischen den Kandidaten ergaben, hab ich mir nicht die Muehe gemacht, mich genauer zu informieren und die Entscheidung den besser informierten (oder staerker interessierten) Fellows ueberlassen.
Wenn es innerhalb der FSFE kontroverse Themen gaebe und die zur Wahl stehenden Representatives da gegensaetzliche Positionen vertraeten (und diese auch vor der Wahl thematisieren), wuerde ich mir die Wahlchance nicht entgehen lassen.

Die geringe Wahlbeteiligung lässt mich insbesondere verwundern, weil wir dieses Jahr 7 Kandidaten hatten, sich alle in unserem Wiki kurz präsentiert haben [1], wir öffentlichen Wahlkampf gemacht haben [2] und drei Tage vor Ende noch eine Erinnerung an das Ende der Wahl geschickt haben... Dennoch hatten frühere Wahlen mit nur einem (!) Kandidaten, ohne Wahlkampf und ohne Erinnerung (2016 und 2014) mehr Beteiligung.
Wie kommt das? Bitte helft uns zu verstehen, wie wir die Wahlen attraktiver machen können bzw die Wahlbeteiligung erhöhen können? Oder helft uns zu verstehen was es vielleicht für Gründe gab, warum dieses Jahr die Wahlbeteiligung so gering war?
