Microsoft sieht sich der starken Konkurrenz durch Anbieter freier Software ausgesetzt, die allgemein zugänglich ist und nicht oder nur gering bezahlt werden muss. In Deutschland beispielsweise hat die Bundesregierung bereits begonnen, freie Betriebssysteme zu fördern.

Im Artikel wird "frei" jedenfalls nicht direkt mit umsonst gleich gesetzt. Überhaupt ist es ein Erfolg, dass von "freier Software" gesprochen wird.
Leider findet weiterhin nur der berühmte Kern Erwähnung und nicht das bekannte GNU/Linux-Betriebssystem. So wie es geschrieben wird, ist es zumindest nicht offensichtlich falsch.
Der nächste Bericht zeigt deutlich die Probleme, welche die neuen Medien bringen und die Schierigkeiten mit Nutzungsvergütung. Zur Zeit läuft die Politik in Richtung Rechteverwerter, was natürlich öffentliche Intesse benachteiligt. Da all dieser Zugang zu Informationen mehr und mehr durch Software kontrolliert, sollte diese nicht von der Verwertnungsindurstrie bestimmt werden.

In ihrem Entwurf für ein neues Urheberrecht hat die Regierung die Bibliotheken vergessen. Das Gesetz sollte Rechtssicherheit für den Gebrauch von Onlinemedien schaffen, es könnte die öffentliche Ausleihe digitaler Dokumente aber strafbar machen
Es gibt Gesetzestexte, die so schön unmissverständlich und glasklar abgefasst sind, dass man glauben möchte, alle weiteren Diskussionen seien entbehrlich. In Artikel 5 des Grundgsetzes zum Beispiel heißt es: "Jeder hat das Recht, sich aus allgemein zugänglichen Quellen ungehindert zu unterrichten." Öffentliche und wissenschaftliche Bibliotheken und Archive sorgen dafür, dass dieses Grundrecht auch wahrgenomen werden kann. Doch seit auch das Internet allgemein zugänglich wurde, ist all das, was bisher so klar und einfach schien, kompliziert geworden. Der Regierungsentwurf zur Regelung des Urheberrechts in der Informationsgesellschaft, der im Februar vom Bundestag verabschiedet werden soll, stellt öffentliche Bibliotheken vor schier unlösbare Rechtsprobleme.

"Es ist der Auftrag der Bibliotheken, Medienkompetenz für die Bevölkerung zu entwickeln", sagt Gabriele Beger. Werde im zu verabschiedenden Gesetzentwurf keine Klarheit geschaffen, würde dieser Auftrag verfehlt, und lediglich ein riesiger bürokratischer Apparat zur Verwaltung der Lizenzen nötig werden. Vielfach müssten Bibliotheken sogar wegen der bloßen Möglichkeit, ungewollt Rechtsbrüche zu begehen, auf Teile ihres elektronischen Angebotes verzichten.

Auch nach Überzeugung der Deutschen Initiative für Netzwerkinformation e. V. "bevorteilen die neuen Regelungen eindeutig vor allem die Rechteinhaber und die Verwertungsindustrie in ihrem Bestreben, die digitalen Technologien zur Durchsetzung und Maximierung ihrer rein ökonomischen Interessen auszunutzen - und zwar auf Kosten und zu Lasten der grundgesetzlich garantierten Rechte der Allgemeinheit, insbesondere in den Bereichen Bildung und Wissenschaft".
