Schon viel ist zur Rückumstellung des Auswärtigen Amts auf unfreie Software vorgefallen: Eine kleine Anfrage der SPD, im Februar 2011 wurden interne Dokumente auf Netzpolitik geleakt, die Grünen stellten eine zweite kleinen Anfrage, viele Menschen haben bei der Auswertung der Antwort der Regierung geholfen was das Thema schließlich auch in eine breitere Öffentlichkeit brachte.
Ich habe mit etwas Abstand dazu einen Kommentar (“Freie Software im Auswärtiges Amt: erst hü, dann hott”) für das Commons-Buch geschrieben (verfügbar unter CC-BY-SA) und ihn nun auch auf den Webseiten der FSFE veröffentlicht. Der Kommentar ist immer noch aktuell, so wie das Fazit:
Migrationen scheitern, wenn sie nur auf Grund von Kosten- und Sicherheitsaspekten durchgeführt werden. Entscheidungen für oder gegen Freie Software sind nie rein technische, sondern immer politische Entscheidungen. Hat unsere Verwaltung selbst die Kontrolle über ihre Computer, oder bestimmen Dritte, wie die Verwaltung ihre Computer benutzen kann? Es ist eine Frage darüber, wer in unserer Gesellschaft wie viel Macht bekommt. Solche Entscheidungen müssen transparent ablaufen, denn mit ihnen steht und fällt eine Demokratie. https://fsfe.org/freesoftware/public-sector/german-foreign-office-comment.de...
Federico Heinz hat seinen Artikel “Öffentliche Verwaltung braucht freie Software” bereits bei der Heinrich Böll Stiftung veröffentlicht.
Wir können gespannt sein, wie es im Auswärtigen Amt noch weiter gehen wird.
