Es gibt so weit ich weiss eine zeitlich begrenzte Möglichkeit das Papier zu kommentieren und es wäre interessant zu wissen, ob es da dringend eines Kommentars aus Sicht der Freien Software-Gemeinde bedarf.

Das Grundlagenpapier ist gänzlich ohne Erwähnung spezifischer Software oder Lizenzüberlegungen. Lediglich "Windows" taucht ein mal im Bezug auf den Status Quo in Behörden auf.
In der Umsetzung hörte ich Gerüchte Richtung XML und PDF, aber leider auch J2EE *würg*.

Hmm. Es scheint trotzdem Dinge zu geben, auf die wir antworten sollten. Habe gerade mal reingesehn und auf den ersten Zeilen schon was entdeckt:
Seite 3: Teilweise sind diskutierte Standards zwingend mit lizenzpflichtigen Produkten verbunden.
Damit sind wohl proprietäre Produkte zu verstehen. Ein Ausschluss Freier Software halte ich aber für ein Problem.
Weiterhin werden problematische "Standards" erwähnt: Seite 6:
Standards sind obligatorisch, wenn sie sich bewährt haben und die bevorzugte Lösung darstellen. Diese Standards sind verbindlich.
Konkurrierende Standards können nebeneinander obligatorisch sein, wenn sich die Funktionalitäten oder Anwendungsschwerpunkte deutlich unterscheiden. In solchen Fällen ist der für die jeweilige Anwendung am besten geeignete Standard anzuwenden.
Wenn obligatorische und empfohlene oder unter Beobachtung stehende Standards nebeneinander existieren, so sollen die Letztgenannten nur in begründeten Ausnahmefällen angewandt werden.
Insofern müsste das im Detail gelesen werden, denn es werden zumindest probmelatische Standards besprochen:
Portable Document Format (.pdf) Version 4 -> Patentgefahr
Graphics Interchange Format (.gif) Animated GIF -> Patentproblem
MPEG 1 layer 3 (.mp3) -> Patentproblem
J2EE Version 1.3 -> kein Standard, da keine zwei unabhängige Implementierungen, so weit ich weiss
IDEA -> Patentproblem
Bei einigen anderen weiss ich nicht. Die folgenden kenne ich nicht gut genug, um es zu bewerten:

Ich habe es mal überflogen; ins Auge gefallen ist mir dabei die Anforderung, daß IDEA unterstützt werden muß. Mir ist im Moment noch nicht klar, ob das eine Anforderung an eine zukünftige *Spezifikation* sein soll, oder ob Implementierungen diesen patentierten Algorithmus bereitstellen müssen.
