Anders formuliert: Es nützt nichts, immer mehr Fördertöpfe zur Entwicklung Freier Software bereitzustellen (so mein Eindruck entsprechend [5] nach etlichen Monaten Recherche), wenn am Ende das Personal fehlt, diese an Bildungsinstitutionen auch bereitzustellen (was ich in der Hoffnung mitteile, dass diese "empirisch gewonnene" Erkenntnis vielleicht Entscheidungsträger:innen erreicht, die in Zukunft entsprechende Förderungen ermöglichen könnten).

Ein Problem wird sein, dass es um eine Doppelstruktur zu gehen schien, also Arbeitsplätze mit GNU/Linux-Systemen parallel mit proprietären System bereit zu stellen. Viele Organisationen können sich die teueren Kosten für die Bereitsstellung und Pflege von IT-Arbeitsplätzen nicht mehrmals leisten (auch wenn es nur eine Faktor 1,5 wäre oder so).
Ein anderes Problem sind die einmaligen Kosten einer Umstellung, oft gibt es viel Trägheit, weil für die bestehenden Systeme bereits Wege existieren.
IT ist an vielen öffentlichen Einrichtung nicht gut genug finanziert und entsprechend wenig selbstbewußt. Und mit selbstbewußt meine ich, dass die mittel und langfristigen Ziele der Einrichtung auch die IT Auswahl bestimmen.
