Free Software Foundation Europe:
Handlingsfattig IT-proposition som missar målet
Regeringens IT-proposition är svagt positiv till fri programvara, men visar också att regeringen inte förstår vilka förändringar som samhället står inför. Free Software Foundation Europe berömmer regeringens förslag om satsningar på fri programvara och öppna standarder inom offentlig förvaltning, men vill se en ökad medvetenhet och handlingskraft kring de frågor som IT-propositionen endast skrapar vid ytan på.
Fri programvara behandlas av regeringen som ett särintresse som varken påverkar eller påverkas av IT-politiken i övrigt. Speciellt vag är propositionen när det gäller patentbarhet på mjukvara, något som med en förkrossande majoritet avvisats av det Europeiska Parlamentet.
"För att säkra möjligheten för fri programvara att konkurrera på lika villkor i framtiden är det viktigt att regeringen i såväl politik som i agerande avvisar alla krav på patentbarhet på mjukvara som kan komma i framtiden. Regeringen kan inte, som man gör nu, stödja patentbarhet på mjukvara samtidigt som man förespråkar fri programvara!" säger Jonas Öberg, vice ordförande, Free Software Foundation Europe.
Regeringen hänvisar flera gånger i propositionen till FN-toppmötet World Summit on the Information Society (WSIS), ett toppmöte som genom sin arbetsgrupp om förvaltningen av Internet redan lyckats producera papper som främjar censur och gör inskränkningar i deklarationen om mänskliga rättigheter till förmån för monopoliserandet av kunskap.
"Det är viktigt att regeringen ser till att också Sverige medverkar i processen genom att själv vara en aktiv deltagare, såväl från regeringshåll som från det svenska civila samhället, i stället för att blint lita på att andra länder ska representera våra nationella intressen," fortsätter Jonas.
När det gäller World Intellectual Property Organization (WIPO) och dess roll i att forma morgondagens samhälle, något som endast nämns i förbigående i IT-propositionen vill Free Software Foundation Europe att regeringen ger sitt stöd till de organisationer och de förslag som kräver att WIPO omformar sina mål och metoder för att bättre tillvarata världens intresse.
Henrik Sandklef, Free Software Foundation Europe, förklarar, "WIPO förespråkar idag nästan oinskränkta monopol på kunskap. En ny organisation i WIPOs plats skulle kunna använda sig av begränsade monopol på kunskap som en del i sin verktygslåda, men det kan inte vara det enda verktyget, och aldrig det viktigaste. Världssamfundet måste hitta andra innovativa sätt att stödja utvecklingen!"
Free Software Foundation Europe vill också uppmana regeringen att visa sitt stöd för fri programvara, inte genom de utredningar som föreslås i propositionen, utan genom aktivt handlingstagande där man anslår pengar för utvecklingen av mer fri programvara; programvara som kommer hela världen till del, precis som andra länders satsningar på fri programvara kommer Sverige till del.
