Imam dodatek glede ključnih oseb v politiki, ki so zadovzeni za IT. Pri trenutno vladajoci stranki SD je njihov poslanec Luka Jurij, dosti navdusen za OSS.
Jaz imam te dni priliko nekoliko bolj podrobnega spoznavanja informacijskih sistemov državne uprave in lahko rečem samo, da prehoda na odprto kodo NE BO.
Državna uprava je totalno odvisna od nekaj zasebnih podjetij, ki jim vzdržujejo infrastrukturo (jaz jim pravim dvorni ponudniki informatizacije), in to tako, da je že kar neokusno.
Hkrati ta podjetja razvijajo tudi nek zaprt sistem "poslovodenja" državne uprave, ki je zasnovan tako, da bo državna uprava še bolj postala odvisna od ponudnika te zaprte rešitve.
Namreč - celotno poslovanje državne uprave (delo z dokumenti, arhiviranje, itd.) se odvija s tem sistemom in če bi država kdaj hotela narediti prehod na drug sistem, bi bilo to sicer mogoče, vendar zelo obsežno, časovno zahtevno in drago. Eden izmed dvornih ponudnikov sedaj razvija neko nadgradnjo sistema, ki so državo še bolj priklenila na njega.
Glavni problem pa je, da vsi vidijo samo prednosti novega sistema, nihče pa se ne zaveda kaj pomeni vendor lock-in. Med sistemci tudi kronično primanjkuje znanja (vsako malo bolj zahtevno konfiguracijo ali poseg v IT sistem dajo zunanjim izvajalcem), strategije razvoja IT-ja pa itak ni nobene.
In v takem okolju seveda pridejo dvorni ponudniki IT rešitev in uporabnikom ponudijo svoje rešitve. Kaj pa to dolgoročno pomeni, se pa ne zaveda nihče... In ja - Microsoft je tukaj še najmanjši problem.
Politiki pa seveda veselo "nakladajo". Važno je le, da gre karavana dalje po začrtani poti (čeprav niti ne ve kam).
