The easiest way to use IRC is probably in a web browser. To do so go to http://webchat.freenode.net/ , choose a username, and type #fsfe in the channel box. You can then connect to the channel and read and write messages. This uses QwebIRC which is a Free Software web IRC client.
The downside to chatting this way is that you won't get notifications when people try to get your attention or send you a personal message. For a more full IRC experience you can install HydraIRC on windows (a Free Software desktop IRC client), which should notify you of messages by popping up or playing a sound when you receive one.
