Seems to proprietary and in violation of GNU-LGPL. There is no source code available anywhere, there is a small notice stating that the application dynamically and/statically links to XPDF licensed under LGPL, but it doesn't even provide source-code to that or information on where to receive the source-code or what freedoms are associated with it.
From the manual: "This executable is statically or dynamically linked to unmodified binaries of the following libraries: XpdfViewer, iTextSharp, NetTopologySuite (NTS), and Proj4. XpdfViewer is licensed under an agreement with Glyph and Cog, LLC. The remaining libraries are licensed under the Mozilla Public License 1.1, the GNU Library or Lesser Public License, and/or an unspecified MIT license.
