Hi,
I just surfed around the internet to find out if there are any pdf readers which also let me highlight and annotate my pdfs. This is something many people need in their daily work but which is also not a common feature in linux software.
On of the first pages I visited in my search is pdfreaders.org because I knew there was a good list of free pdf viewers. But you do not list features on your page.
I know it is a bit off your topic but I think it would be a great help to many people if you also listed if (and since which version) a pdf viewer supports editing.

we are currently working on redesigning PDFReaders.org, so many things will change. We will also recommend one reader for every platform, the one, where we feel it fulfills most users' expectations. Beyond that we do not plan to give an overview over features, because 1) it would be hard to agree on exactly what features to compare 2) it would be hard to maintain such an overview and keep it up2date 3) it could offer a vector of attack for proprietary vendors, who offer more features
Consider 3) especially: there will always be some special feature available only in some proprietary software, we cannot and do not want to compete on that level. We offer freedom and are confident it will result in many good features and a good user experience in the long run, but features are not crucial.
On a more concrete note: have you tried okular? It offers all sorts of tagging and annotation, however it saves them in its own obscure format...
