In one research I have been part of I was focusing on their InfoSoc directive´s framework - the framework by which UK proposals are being restricted to some extend.
I read somewhere that there are actually more fundamental changes under consideration (if probably not really on the table at the moment), such as making copyright dependent on registration.
Sure, this would go against TRIPS, but rules are made to be updated :)
I understand your enthusiasm, but IMHO such thing is almost impossible for single country to change. It would not only contravene international obligations such as Bern, or TRIPS, but also Union Law.
