= Geleakte Dokumente: Strategiewandel im Auswärtigen Amt entgegen Empfehlung =
Berlin, 16.02.2011 - 17:50 - Das Auswärtige Amt macht eine 180 Grad
Wende und stellt von GNU/Linux auf Microsoft Windows um. Bereits am
Mittwoch Abend zitierte die Süddeutsche Zeitung [1] aus internen
Unterlagen des Auswärtigen Amts, die dies bestätigen. Vor wenigen
Minuten veröffentlichte das Politik-Blog Netzpolitik.org interne
Dokumente des Auswärtigen Amtes mit weiteren Hintergründen zu dem
Strategiewandel im Auswärtigen Amt [2].
"Die Bundesregierung verstellt der Öffentlichkeit den klaren Blick auf
den Strategiewandel im Auswärtigen Amt. Es ist zu bezweifeln, dass
ernsthaft versucht wurde die Freie-Software-Strategie im Auswärtigen Amt
umzusetzen", so Matthias Kirschner, Deutschlandkoordinator der FSFE.
Dabei zeichnet sich ein bekanntes Muster ab: Viele "beratende"
Unternehmen profitieren überdurchnittlich bei proprietärer Software und
verfolgen daher bei Einführung Freier Software eine Strategie des
doppelten Bodens. Zunächst wird bei dem "Versuch" der Umstellung
beraten. Dann bei der Abkehr von dem "Versuch" und der "Rettung" über
das proprietäre Standardportfolio. Die Kosten dafür tragen in der
öffentlichen Verwaltung die Bürgerinnen und Bürger. Darüberhinaus wird
die lokale Wirtschaft geschädigt, die nur bei anbieterunabhängiger
Freier Software wirklich gleichbereichtigt mitbieten kann.
"Es steht nun zu befürchten, dass das Auswärtige Amt seinen
Verpflichtungen zur Unterstützung von ODF im Austausch mit der
Bundesverwaltung nicht mehr genügen kann, da es noch immer erhebliche
Defizite in der Unterstützung bei Microsoft gibt. Die Abstellung auf
Microsoft Office erzeugt zudem die Gefahr, in die OOXML-Falle zu
rutschen: Unter diesem Namen gibt es verschiedenste untereinander
inkompatible binäre Dateiformate. Allerdings ist das durch die ISO
angenommene Format bisher noch in keiner Anwendung implementiert. So
erhält der Preis zum Document Freedom Day 2008 [3] im Nachhinein eine
traurige Note," so Kirschner weiter.

= European Patent: FSFE urges European Parliament to wait for legal advice =

Free Software Foundation Europe is asking the Members of the European
Parliament to wait for legal advice before voting on a unitary patent for
Europe. While a proposal is on the Parliament's agenda for the coming
week, a legal opinion by the European Court of Justice is expected later
this month.
"Software patents hurt innovation and are an unnecessary burden on
European software developers," says Karsten Gerloff, President of the Free
Software Foundation Europe. "Legislators need to take charge and make sure
the patent system contributes to the public good. As the European Patent
Organisation has acknowledged, this is a decision that cannot be left to
bureaucrats and the judiciary."
FSFE is concerned that the European Parliament will lose legislative
competence regarding patents, which will then be controlled by the
European Patent Organisation. This clearly creates a conflict of interest,
as the EPO will be responsible both for awarding patents and for defining
what is patentable. The EPO's expansionist record in this regard gives
cause to worry that this will lead to software patents being validated.
The European Court of Justice is expected to publish its opinion about the
proposed "enhanced cooperation" of EU member states towards creating a
single patent system for Europe. Documents published so far indicate that
the Court will find the proposal in conflict with the EU treaties.
Resolving these will require fundamental changes to the proposal. The
Parliament's vote should take place after these changes so that the
Parliament can review the actual proposal.
FSFE hopes that the vote will be delayed until the Parliament can read the
Court of Justice's opinion and has had time to analyse this proposal.

Day 2011[2] und lädt Einzelpersonen, Projektgruppen und Insitutionen dazu
ein, mit ihnen am 30. März den Document Freedom Day (DFD) zu begehen. Der
DFD ist ein globales Ereignis, an dem Offener Standards und offenen
Dokumentformaten, sowie deren Bedeutung gedacht wird. Offene Standards
stellen sicher, dass Sie eine Zugangsmöglichkeit zu Ihren Daten haben und
ermöglichen es, Freie Software zu programmieren, um Dateien in bestimmten
Formaten lesen und schreiben zu können.

= Auswärtiges Amt: Wird der Freie-Software-Leuchtturm ausgeknipst? =
Gemeinsame Pressemitteilung von Linux-Verband (LIVE) und Free Software
Foundation Europe (FSFE)
Der Vorgang sollte wohl in aller Stille vor sich gehen. Doch jetzt steht
er im Scheinwerferlicht, dank einer Anfrage der SPD-Bundestagsfraktion:
Das Auswärtige Amt (AA), einst ein "Leuchtturm-Projekt" für den Einsatz
von Freier Software in den Bundesministerien, wird wieder zu
proprietärer Software zurückkehren. Der Linux-Verband (LIVE) und die
Free Software Foundation Europe (FSFE) bedauern diese Entwicklung.
Das Auswärtige Amt hat die Gründe für die Abkehr seiner IT-Strategie von
Freier Software und offenen, herstellerneutralen Standards nicht
öffentlich dargelegt. Daher begrüßen LIVE und FSFE die 16 Punkte
umfassende Anfrage der SPD-Fraktion vom 26. Januar dieses Jahres. Der
Steuerzahler dürfte interessiert sein, welche Kosten und Risiken der
Rückschritt zu Microsofts Produkten mit sich bringt.
"Gerade dem Auswärtigen Amt sollte die Virusattacke auf die hauseigenen
Windows-Rechner noch gut in Erinnerung sein." so der
Linux-Verband-Vorsitzende Elmar Geese. Bei dem bekannten Vorfall hatten
infizierte Microsoft-Office-Dokumente versucht, sich aus dem AA nach
China zu verschicken. Bei wie vielen Dokumenten das gelang, ist bis
heute nicht bekannt. "Im Zeitalter der Cyberwars gibt es nicht erst seit
Stuxnet genug Gründe, auf quelloffene Systeme zu setzen. Nur diese sind
sicherheitstechnisch überhaupt hinreichend überprüfbar," so Geese
weiter.
"Leider sind wir Zeugen einer Entwicklung, die IT-politisch völlig
abwegig ist. Der Bürger hat ein Recht zu wissen, auf welcher Grundlage
die bisherige Strategie nun verworfen wurde. Wir begrüßen daher die
SPD-Initiative, Licht in die intransparenten Vorgänge zu bringen. An
verschlossenen IT-Strukturen kann in einer Demokratie niemand Interesse
haben.", so Matthias Kirschner Deutschlandkoordinator der FSFE.
