It was 30 years ago that Richard Stallman announced the GNU project[1].
An initiative that started with a programmer's frustration over a broken
printer driver has changed our society. The idea of software that
everyone can use, study, share and improve has proven very powerful
indeed.
"Without the GNU project and the Free Software movement that it
inspired, our everyday lives - and the Internet - would be a very
different place right now," says Karsten Gerloff, President of the
Free Software Foundation Europe.
Free Software[2] puts the control of electronic devices where it
belongs: with the people who own them. Today, Free Software is
everywhere. It powers the Internet, our mobile phones, televisions,
cars, routers, and electronic devices of all sorts. Free Software has
fundamentally changed the way people create software: instead of
preventing people to adapt the software to their own needs, they invite
people to participate in the development.
"The GNU project has acted as the starting point of a movement that
makes sure we can control technology, and not technology controlling
us," says Matthias Kirschner, FSFE's head of Public Awareness.
The influence of the GNU project's approach to sharing knowledge goes
far beyond the GNU/Linux operating system, and extends beyond computer
programs. With the power of shared knowledge, Wikipedia has fast risen
to become the world's mainstream encyclopedia. Creative Commons licenses
let artists, musicians and authors use their work in ways ideally suited
to the digital age. Scientists and engineers rely on Free Software tools
to cure diseases and make everyone's life better. A generation of young
people is now coming of age for whom sharing knowledge is simply the
natural thing to do.
"We are grateful to Richard Stallman for sparking this epochal change,
and to everyone who has worked so hard to drive Free Software's
progress for three decades," says Gerloff. "Join our movement, support
our work[3], and help us met the challenges ahead."

Am 29.09.2013 finden in Österreich die Nationalratswahlen statt. Zum
Ende des Wahlkampfes veröffentlicht die Free Software Foundation Europe
(FSFE) die Positionen der Parteien zum Thema Freie Software und digitale
Gesellschaft.
Das österreichische Team der FSFE hat einen Fragenkatalog an die
wahlwerbenden Parteien versandt. Die Antworten der Parteien sollen einen
Überblick zu den Standpunkten rund um Trusted Computing, Privatsphäre,
Patente, Digitale Rechteminderung (DRM), Verschlüsslung, Software und
Standards in Behörden verschaffen.
Die FSFE ist erfreut über die rege Teilnahme der Parteien. Die Antworten
zeigen, dass Freie Software und andere Themen der digitalen Gesellschaft
mittlerweile den Weg auf die Agenden der meisten Parteien in Österreich
geschafft haben.
Detaillierte Antworten auf die zwölf Fragen der FSFE kamen von SPÖ, ÖVP,
Grüne, BZÖ, KPÖ, NEOS, Männerpartei und Piraten. Eine allgemeine Antwort
gab das Team Stronach, die EU-Austrittspartei und Der Wandel. Leider war
es der FPÖ, CPÖ und SLP nicht möglich die Fragen innerhalb der Frist zu
beantworten.
Die Fragen und Antworten werden unkommentiert veröffentlicht, um den
Lesern selbst die Interpretation zu überlassen.

Die Free Software Foundation Europe veröffentlicht heute ihre
Freie-Software-Wahlprüfsteine zur Landtagswahl in Hessen[1] am 22.
September 2013. Mit den Fragen will die FSFE sehen, inwieweit sich die
Landesverbände mit den Themen auseinandergesetzt haben. Trotz
wiederholter Nachfrage und Bestätigung über den Eingang unserer Fragen
hat die SPD nicht auf die Fragen geantwortet. Bei FDP und Die Linke
fällt eine Bewertung schwer: Sie haben die Antworten ihrer
Bundesverbände 1:1 übernommen[2], was zwar eine generelle Zustimmung zur
Bundesebene zulässt, allerdings eine Bewertung über den Kenntnisstand im
Landesverband erschwert. Enttäuschend ist die Antwort der CDU:
"Die Hessen CDU relativiert schon vor der Wahl alle ihrer Aussagen.
Nach unseren bisherigen Erfahrungen erhoffen wir uns nach diesen
Antworten keine Unterstützung der Landespartei für Freie Software.
Neben der Enttäuschung bei den Volksparteien äußern Grüne und Piraten
dagegen klare und positive Positionen für die Verbreitung Freier
Software, die Förderung von Freien-Software-Unternehmen in Deutschland
und die Kontrolle über die eigene IT.", so Matthias Kirschner,
Deutschlandkoordinator der FSFE.
Zunächst klare Aussagen der hessischen *Grünen*, die Freie Software als
Möglichkeit zur Vermeidung der digitalen Spaltung sehen. Sie wollen
Freie Software und Offene Standards vorantreiben, da diese in vielen
Bereichen des landespolitischen Handeln fördern. Von öffentlichen
Geldern finanzierte Software soll als Freie Software veröffentlicht
werden. Werbung für unfreie Software halten sie für unangebracht und
technisch unnötig und wollen die öffentliche Verwaltung dazu aufklären.
Festlegung auf einen Software-Hersteller soll in der Bildung vermieden
werden. Weiterhin regen sie ein Gütesiegel für Freie Software an, um die
irreführende Vermarktung mit dem Begriff zu unterbinden.
Dagegen relativiert die hessische *CDU* viele ihrer Antworten.
Öffentlich finanzierte Software soll grundsätzlich der Allgemeinheit zur
Verfügung gestellt werden, außer wenn sie aus "lizenzrechtlichen oder
hoheitlichen Gründen" entwickelt wurde. Sie ist für die Veröffentlichung
von Elster-Formular als Freie Software, allerdings nur, wenn "keine
sicherheitspolitischen oder wirtschaftlichen Gründe dagegen sprechen".
Sie trifft keine Aussage darüber ob öffentliche Einrichtungen bei
beauftragter Softwareentwicklung die sämtliche Nutzungsrechte bekommen
sollen. Betont aber, dass Software, die von der öffentlichen Verwaltung
beauftragt wird, Gegenstand individueller Vereinbarungen ist.
Weiterhin will die CDU Werbung für "lizenzpflichtige Software"
ausschließen. Daraufhin bezeichnet sie den Adobe Reader
fälschlicherweise als "lizenzfrei" und vertritt die Position, dass es
der Behörde obliegt, welches der "lizenzfreien Produkte als Service für
das Lesen bereitgestellt wird". Allerdings soll der Hinweis im
Migrationsleitfaden[3] umgesetzt werden. Dort steht auf Seite 172:
Werden PDF-Dokumente öffentlich bereitgestellt, sollten Behörden
fairerweise zu deren Betrachtung nicht mehr ausschließlich den Adobe
Acrobat Reader empfehlen, sondern beispielsweise die von der FSFE
bereitgestellten HTML-Bausteine[4] zum Download alternativer PDF-
Betrachter in ihre Seiten aufnehmen.
Als bisheriger Koalitionspartner fordert die *FDP* die gebührenfreie
Lizenzierung von Standards und will für plattformunabhängige Lehrmittel
eintreten. Die CDU wiederum umgeht die Frage nach der Lizenzierung von
Standards. Offene Standards sollen nach Ansicht der CDU Hessen in der
Bildung nur dort verwendet "wo es sinnvoll" ist. Weiterhin unterstützt
die CDU den Einsatz von unfreier Software in der Bildung, wenn die
Privatwirtschaft dies benötigt.
Bei Softwarepatenten sieht die CDU Hessen nur in Einzelfällen Probleme
und diese primär rechtlich und nicht politisch. Nur zur Verhinderung von
Trivialpatenten kann sie sich durchsetzen. Im Gegensatz dazu hat die
Bundes-CDU, sowie alle anderen im Bundestag bisher vertretenen Parteien,
den interfraktionellen Antrag gegen Softwarepatente unterstützt und
begründet.
Klare Aussagen wieder von den hessischen *Piraten*. Sie wollen
öffentlich finanzierte Software dem Steuerzahler wieder zur Verfügung
stellen. Grundbedingung dafür ist, dass die Verwaltung stets selbst den
Quellcode bekommt. Die Öffentliche Verwaltung soll keine Werbung für
unfreie Software machen, keine Nutzung von unfreier Software verlangen.
Die Verwaltung und insbesondere Bildungseinrichtungen sollen
schrittweise ihre gesamte technische Infrastruktur auf Freie Software
umzustellen.
Während alle Parteien bis auf die CDU klar fordern, dass Nutzerinnen
freier Betriebssysteme ihre Steuerdaten online übermitteln können
sollen, gehen die Piraten weiter: Die Schnittstellen des Elster-Servers
soll offen gelegt werden, damit alle Anbieter eigene Lösungen entwickeln
können. Dann soll die Weiterentwicklung der bestehenden Software
eingestellt werden und stattdessen als Freie Software veröffentlicht
werden. Generell wollen sie sich für eine Bevorzugung von Freier
Software in der Verwaltung einsetzen. Weiterhin wollen sie sich für die
vollständige Kontrolle der Computer-Eigentümer sowohl im Bundestag als
auch in gemeinschaftlichen Arbeitsgruppen von Bund und Ländern stark
machen.
