= Hollands Regierung überlässt Microsoft Schlüsselaspekte der Bildung =

Hollands Regierung will die Schulen des Landes für die nächsten Jahre von einem einzigen Anbieter abhängig machen. Holländische Schüler, die Freie Software oder Geräte verwenden, die Silverlight nicht unterstützen, werden von den Online-Systemen der Schulen ausgeschlossen, weil proprietäre Technologie und geheime Formate verwendet werden sollen. Die Bildungsministerin Marja Bijsterveldt teilte kürzlich mit, dass sie nicht bereit wäre, die eigenen Richtlinien der Holländischen Regierung für Offene Standards umzusetzen[1]. Stattdessen wird die Regierung eine lang anhaltende Abhängigkeit der Bildungseinrichtungen von einem einzigen Anbieter akzeptieren.
Für den Freie-Software-Unterstützer Jan Stedehouder zeigt dies, dass stärkere und zuverlässigere Richtlinien für Offene Standards nötig sind. Deswegen hat Stedehouder in Holland eine Kampagne gestartet mit dem Ziel, öffentliche Einrichtungen zur Verwendung Offener Standards zu verpflichten und um sicherzustellen, dass alle Online-Dienste öffentlich finanzierter Einrichtungen herstellerunabhängig benutzt werden können.
Die Organisationen und Personen, die diese Kampage unterstützen, fordern:
- den Holländischen Aktionsplan Holland offen in Verbindung stärken, indem die Verwendung Offener Standards wirklich verpflichtend für alle öffentlich finanzierten Institutionen gemacht wird - einen herstellerunabhängigen Zugang auf alle Online-Dienste und Informationen verpflichtend für alle öffentlich finanzierten Institutionen machen - in diesem Fall Bildungseinrichtungen; - innovative Bildung in IT-Fähigkeiten fördern indem das Bildungsprogramm auf herstellerunabhängige Fähigkeiten erweitert wird.
"Die 2007 vom Holländischen Parlament abgesegnete Rahmenrichtlinie war ein wichtiger, international gefeierter Erfolg", sagt Stedehouder. "Aber politische Barrieren haben dazu geführt, dass diese Richtlinie nicht umgesetzt wurde. Als Ergebnis sind Schüler, die zukünftigen Wissensarbeiter, immer noch in proprietäter Technologie gefangen."
Stedehouder hebt hervor, dass Schülern, die sich darüber beklagten von den Systemen ihrer Schulen ausgeschlossen zu sein, empfohlen wurde, das proprietäre Microsoft Windows als Betriebssystem zu kaufen. "Diese Vorgehensweise ist nicht nur inakzeptabel, sondern auch illegal. Unsere Kampagne zielt darauf ab, neue Gesetze zu erlassen um sicherzustellen, dass die Verwendung Offener Standards in der Bildung verpflichtend wird. Schüler müssen Zugriff auf jene freien Technologien haben, die sie verdienen.", betont Stedeholder.
Die Free Software Foundation Europe (FSFE) unterstützt die holländische Kampagne[2], die an Zugkraft gewinnt und bereits von NLLGG[3], LPI Netherlands[4], NLUUG[5], HCC[6] und fast 900 Individuen unterstützt wird. Das Holländische Parlament ist ebenfalls enttäuscht wie die Richtlinie für Offene Standards in der Bildung umgesetzt werden soll. Mark Lamers, Koordinator der FSFE Holland, fasst zusammen: "Nun ist es für alle Zeit tätig zu werden, die für freien Wettbewerb im Softwaremarkt sind - und natürlich auch für alle, die Freie Software befürworten: Unterstützen Sie diese Kampagne!"
"Obwohl dieses Problem überall auf der Welt nur allzu vertraut ist, ist die Grundhaltung der Holländischen Regierung besonders enttäuschend", ergänzt Karsten Gerloff, Präsident der FSFE. "Holland hat einige der progressivsten Richtlinien zu Freier Software und offenen Standards weltweit. Aber die Bildungsministerin versagt völlig bei ihrer Umsetzung. Ich kann gut nachvollziehen, dass die holländischen Parlamentarier nicht zufrieden sind und eine zuverlässigere Richtline wollen."
