Berlin, 16.02.2011 - 17:50 - Das Auswärtige Amt macht eine 180 Grad Wende und stellt von GNU/Linux auf Microsoft Windows um. Bereits am Mittwoch Abend zitierte die Süddeutsche Zeitung [1] aus internen Unterlagen des Auswärtigen Amts, die dies bestätigen. Vor wenigen Minuten veröffentlichte das Politik-Blog Netzpolitik.org interne Dokumente des Auswärtigen Amtes mit weiteren Hintergründen zu dem Strategiewandel im Auswärtigen Amt [2].
"Die Bundesregierung verstellt der Öffentlichkeit den klaren Blick auf den Strategiewandel im Auswärtigen Amt. Es ist zu bezweifeln, dass ernsthaft versucht wurde die Freie-Software-Strategie im Auswärtigen Amt umzusetzen", so Matthias Kirschner, Deutschlandkoordinator der FSFE. Dabei zeichnet sich ein bekanntes Muster ab: Viele "beratende" Unternehmen profitieren überdurchnittlich bei proprietärer Software und verfolgen daher bei Einführung Freier Software eine Strategie des doppelten Bodens. Zunächst wird bei dem "Versuch" der Umstellung beraten. Dann bei der Abkehr von dem "Versuch" und der "Rettung" über das proprietäre Standardportfolio. Die Kosten dafür tragen in der öffentlichen Verwaltung die Bürgerinnen und Bürger. Darüberhinaus wird die lokale Wirtschaft geschädigt, die nur bei anbieterunabhängiger Freier Software wirklich gleichbereichtigt mitbieten kann.
"Es steht nun zu befürchten, dass das Auswärtige Amt seinen Verpflichtungen zur Unterstützung von ODF im Austausch mit der Bundesverwaltung nicht mehr genügen kann, da es noch immer erhebliche Defizite in der Unterstützung bei Microsoft gibt. Die Abstellung auf Microsoft Office erzeugt zudem die Gefahr, in die OOXML-Falle zu rutschen: Unter diesem Namen gibt es verschiedenste untereinander inkompatible binäre Dateiformate. Allerdings ist das durch die ISO angenommene Format bisher noch in keiner Anwendung implementiert. So erhält der Preis zum Document Freedom Day 2008 [3] im Nachhinein eine traurige Note," so Kirschner weiter.
