Artikeln börjar med följande: "Förslaget har redan stött på patrull i EU-parlamentet två gånger och nervositeten för att det kan bli ett nej är stor."
Aj aj aj. Fel direkt. Fömodligen menar han att förslaget stött på patrull i ministerrådet två gånger. Annars är han felunderrättad. I parlamentet har det visserligen röstats ned (sept 2003), men jag misstänker att din kollega inte riktigt är insatt. Jag har en massa att säga om denna artikel, men du får be mig om detta i sådana fall.

På en av regeringens hemsidor(1) kan man bla läsa följande:
"På världsnivå pågår ett samarbete om IT-politiska åtgärder och ställningstaganden inom ramen för World Summit on Information Society (WSIS)(0). Det övergripande målet är att bidra till att bygga ett öppet samhälle där alla människor, i alla länder, får tillgång till information och kunskap. Den 10-12 december 2003 hölls första fasen av toppmötet, i Genève. Då antogs en deklaration och en handlingsplan. I handlingsplanen uppmanas bl.a. FN:s generalsekreterare att bilda en arbetsgrupp för att särskilt utreda Internetfrågor. Förberedelserna pågår nu inför den andra fasen av toppmötet, som äger rum 16-18 november 2005 i Tunis."
FSF har två medlemmar med i WSIS/PCT-gruppen(3). Georg Greve (FSF Europe) och Richard Stallman (FSF). WCIC/PCT-gruppen säger bla följande(2): "Software is the cultural technique of the digital age and access to it determines who may participate in a digital world. Free Software with its freedoms of use for any purpose, studying, modification and redistribution is an essential building block for an empowering, sustainable and inclusive information society. No software model should be forbidden or negatively regulated, but Free Software should be promoted for its unique social, educational, scientific, political and economic benefits and opportunities."

Det var ett tag sedan vi hördes av. Mycket har hänt. Som jag ser det finns det en rad intressant uppslag för er:
Vem är det som bestämmer i EU? Parlamentet eller Minsiterrådet? Om man tittar på turerna kring sk mjukvarupatent inser man snabbt att det inte precis är parlamentet. Vilka är det? Lobbygrupper?
Microsoft tar ut bra betalt för sina produkter i U-länder. En del av dessa pytsas ut i välgörenhet. Är de då välgörare?
Genom att, i vissa länder, ge bort gratisversioner av sina program binder de upp länderna till deras teknik. Året efter är det dock dags att börja betala!
Om man istället betraktar Brasiliens IT-strategi finner man lite hopp :)
Varför använder sig Sverige (Stat/kommun) av IT-produkter som man inte har någon insyn i, får kopiera eller får ändra efter behov?
Binder vi (Sverige) upp oss till en leverantör? Kan vi senare komma loss om vi så vill?
Vem styr över informationsflödet om tekniken tillhandahålles och styrs med järnhand av ett företag?
