Yes, this is true. Hashtags should be unique and this issue is quite important because the hashtag #theydontwantyou belongs to a campaign that tells men that women might not be interested in having a relationship when they show various signals (or something like this...).
However, I wouldn't suggest #theydontwantyouto because it has 18 letter - that's far too much when you write a message which is limited to 140 letters. What do you think of using #tdwyt? It's short and maybe people invest the time to find out what this hashtag means.
