Liebe Fakultätsmitglieder, liebe Mitarbeiterinnen und Mitarbeiter, liebe Studentinnen und Studenten
Mithilfe von Netzsperren kann der Staat den Internetnutzern gezielt den Zugang zu bestimmten Inhalten vorenthalten. Der Einsatz von Netzsperren wird momentan in der Schweiz im Rahmen verschiedener Revisionsprojekte diskutiert, so namentlich im Urheberrechtsgesetz, im Fernmeldegesetz und im Geldspielgesetz. Mit Blick auf die Grundrechte stellt sich allerdings die Frage, ob solche Zugangsbeschränkungen zulässig sind und wie sie sich gegebenenfalls rechtfertigen lassen.
Das Center for Information Technology, Society, and Law (ITSL) der Universität Zürich geht den Netzsperren in einer Vorabendveranstaltung am 19. Oktober 2016 von 18:15-19:45 Uhr im Hörsaal KOL-E-18 aus technischer und rechtlicher Perspektive auf den Grund:
Zunächst wird Prof. Dr. Burkhard Stiller (Institut für Informatik, UZH) aus technischer Sicht aufzeigen, welche Möglichkeiten für Netzsperren zur Verfügung stehen und wie deren Wirksamkeit einzuschätzen ist. Auf Basis dieser technischen Grundlagen wird Prof. Dr. Florent Thouvenin (Rechtswissenschaftliches Institut, UZH) anschliessend darlegen, ob und unter welchen Umständen Netzsperren aus rechtlicher Sicht als zulässig erscheinen.
Im Anschluss diskutieren Referenten und Publikum die relevanten Fragen mit einem Befürworter und einem Gegner von Netzsperren.
Die Teilnahme ist kostenlos. Eine Anmeldung ist nicht notwendig
