Let me quote from the page:

| This is a translation of the GNU General Public License into German.
| This translation is distributed in the hope that it will facilitate
| understanding, but it is not an official or legally approved
| translation.

So there is no translation of the GNU GPL, 
but an inofficial translation of the original text of the GNU GPL.

The FSFE wants to see a real GPL for the German law and has started
some activities towards it. Many trying to get competent lawyers
together lawyers in other countries and the FSFs lawyers.
Expect progress to be slow on this topic.
