[Fsfe-ie] Wiki upgrade

Hi folks,

We upgraded the wiki software at ifso.ie last night, as part of a move
to a new server. As a result you can once more edit pages without
being logged in; the new software has some anti-spam measures so
we're going back to a more open set of permissions.

If you should encounter any problems please let me or the webmaster
know. Many thanks to Michele Neylon from blacknight, who supplied
swift and efficient support during the changeover.
