[Fsfe-ie] UK govt adopts open standards

The rationales on the UK government site are in terms of 'free as in
beer' rather than 'freedom', but the end result is still good.

Is anybody pushing this kind of thing in Ireland, do we know?  Is this
within Digital Rights Ireland's remit?
