Luonnoksessa valtion ICT-strategiaksi (http://www.vm.fi/vm/fi/03_tiedotteet_ja_puheet/01_tiedotteet/20121017Julkis/...) ei siis mainita erikseen avointa lähdekoodia, vaikka se on hallitusohjelmassa jne. Muutenhan asiakirja on varsin pro-avoimuus, siellä on mm. avoin tieto mainittu moneen kertaan ja sivulla 10 on lause "Kaikkien julkisen hallinnon viranomaisten on soveltuvin osin uudelleenkäytettävä olemassa olevia avoimia ratkaisuja ja yhteisiä palveluita."
Kiireen takia en ehtinyt paneutua asiaan kunnolla kun Martin minulta kyseli miten asiaan pitäisi suhtautua, mutta nyt sain aikaiseksi soittaa Olli-Pekka Rissaselle VM:ään joka on käsittääkseni paperin pääkirjoittaja. Olen Rissasen kanssa keskustellut aiemminkin, ja hän ei ole ihan yhtä pro-avoimuus kuin esim. Pekka Niemi, mutta kuitenkin riittävän kiinnostunut että kävi mm. seminaarissamme 25.9.
Kehuin strategiaa pääpiireittäin ja aloitin varsinaisen asian kysymällä sivun 10 lauseen taustoja ja mitä "avoimia ratkaisuja" on ajateltu tarkoittavan. Kuulemma ei varsinaisesti lähdekoodia, vaan hankintateknisesti avoimia asioita, eli jos yksi virasto on ostanut jotain ja toinen virasto voi ottaa sen suoraan käyttöön ilman kilpailutusta, olisi tämä esimerkki "avoimesta". Rissanen vähän kierteli ja kaarterli aiheen ympäriltä, jäi vähän mielikuva ettei ota avointa lähdekoodia todellisena ratkaisuna, ehkä komponenttina jossakin voi käydä, mutta isot kokonaisuudet eivät voi perustua siihen. Rissanen mainitsi myös että 1,5 miljardin hankesalkku on lähdössä liikenteeseen, ja sen yhteydessä ei tulla vaatimaan lähdekoodin avoimuutta, koska osa toimittajista (Tieto, Logica?) ei siinä tapauksessa haluaisi osallistua. (Minusta se olisi hyvä sivuvaikutus, mutta kaikki ei ilmeisesti jaa tätä asennetta :))
Kun kysyin miksi strategiassa on avoin tieto mutta ei avointa lähdekoodia, niin Rissanen sanoi asiaa mokaksi, että hyvinkin voisi olla, mutta valmistelussa unohtui kirjoittaa sellainen lause, jossa avoin lähdekoodi olisi tuotu esille sopivalla tavalla.
Ehdottaisin seuraavia toimenpiteitä: - lähetetään VM:lle virallinen lyhyt lausunto, jossa ehdotetaan pari lisäystä suorilla sanamuodoilla, jotta työryhmän on helppo toteuttaa ne (Rissanen ehdotti lausuntoa itse) -- voi olla erilliset COSSin ja FSFE:n lausunnot tai sitten tehdään yhteislausunto jonka allekirjoittaa kaikki alan järjestöt - osallistutaan keskusteluun virallisella kansalaispalautepaikalla: http://www.otakantaa.fi/fi-FI/Hankkeet/Julkisen_hallinnon_ICTstrategia_20122... - lähestytään avoimuudelle myötämielisiä ministereitä ja pyydetään, että heidän ministeriöiden lausuntojen osana vaadittaisiin avoimen lähdekoodin suosimista kaikissa uusissa tietojärjestelmähankkeissa = jos verorahoilla maksetaan koodausta, niin tulos julkaistaan avoimella lisenssillä
Itselläni ajankäyttö haastavaa, voisiko joku ottaa kopin näistä asioista?

Kiitos Otto selvityksestä. Hyvä kuulla, että avoimuuden (muu kuin avoin tieto) välttely ei ole ollut Rissasen tarkoitus. Parempi lähtökohta alkaa lausua asiasta.
Luonnos valtion ICT-strategiaksi (https://www.vm.fi/vm/fi/03_tiedotteet_ja_puheet/01_tiedotteet/20121017Julkis... ) on sillä tavalla huono, että se ei juurikaan ohjaa. Hienoja tavoitteita ei ole hirveän hyvin konkretisoitu, ts. miten niitä saavutetaan. Selkeä ohjaavuus on "yhteinen tuotantokeskus". Avointa tietoa on myös konkretisoitu. On tuolla myös sanottu, että pitäisi pidättäytyä pienissä projekteissa, mutta sääntö ei ole ehdoton ja se on vähän irrallinen huomio.
[Tällainenkin hauska "olemme edelläkävijöitä seuraamalla muita" hienous löytyy visiosta (kolmas lause): "Palvelujen kehittämisessä ennakoidaan käyttäjien tarpeita esimerkiksi seuraamalla kehitystä muilla aloilla ja muissa maissa."]
Mutta puutteet antavat myös mahdollisuuden: voimme esittää konkretisointeja avoimuuden avulla. Tässä nopeasti tehtyjä ehdotuksia:
Kohta 3.1
Nykyinen teksti: "Lähtökohtana on ekosysteemiajattelu - kehittämistyön avaaminen kehittäjäverkostoille, yrityksille ja käyttäjille, hallittu riskiottokyky sekä tiedon hyödyntäminen palvelukehityksessä. Ekosysteemeillä tarkoitetaan julkisen hallinnon, yksityisen ja kolmannen sektorin toimijoiden tietyillä rajatuilla alueille, esimerkiksi toimialalle, muodostamaa toiminnallista kokonaisuutta."
Lisäys: "Ekosysteemin käynnistävänä tekijänä voi olla alalla tehdyn tietojärjestelmän avoin lisensiointi, jolloin useat yksityiset ja julkiset toimijat pääsevät hyötymään tehdystä työstä ja siten rakentamaan ekosysteemiä."

Koko kohtaan lisäys, loppuun: "Tietojen tallentamismuodoissa käytetään lähtökohtaisesti avoimia standardeja, jotta tiedot voidaan saada yhteiskäyttöön. Mikäli käytetään muita kuin avoimia standardeja, tulee varmistua konvertoimisen kustannuksista avoimen standardin mukaiseen muotoon ja huomioida nämä kustannukset hankinnassa."

Martinin tekstiehdotukset oli hyviä, niistä saa varmaan kasattua lausunnon.
Lisäksi ehdottaisin että osiossa "3.1 Palveluinnovaatioiden ekosysteemit" kolmannessa kappaleessa lauseen "Ekosysteemejä tuetaan muuttamalla asteittain rahoitusmalleja menettelyä tukevaksi." jälkeen pyydettäisiin lisäystä:
"Kun julkisin varoin ostetaan ohjelmointityötä, tulee sopimusehdoissa varmistaa tilaajalle riittävän laajat käyttöoikeudet, että ohjelmiston jatkokehitys on mahdollista myös kolmannen osapuolen kanssa, eikä toimittajariippuvuutta synny kehitystyötä ostettaessa. Lähtökohtaisesti julkisin varoin teetetyt ohjelmistot ja niiden komponentit tulee julkaista avoimen lähdekoodin lisenssillä, mutta siitä voidaan poikeata mikäli on perusteltu syy."

Kannantan Oton esitystä siitä että FSFE ja COSS molemmat laittavat ajatuksensa sisään - tässä meidän toki tulee katsoa hieman miten se tehdään kun me 3 (minä, Otto ja Martin) olemme kaikki molemmissa organisaatioissa.
Ehkä tämä voisi mennä niin että valmistellaan COSS - lausunto ulkoasultaa hieman toisenlaiseksi kuin FSFE ja sen allekirjoitan minä ja Jukka.

Mielestäni hyvä, jos sama viesti - joskaan ei täysin kopioitu - tulee useammalta taholta. Entä olisikohan Tommi Karttaavilla mahdollisuutta vaikuttaa Kuntaliitossa tämän puolesta?
Huomasittehan muuten UK:ssa äskettäin annetun, sitovan open standards principlen? Koskettaa käsittääkseni kaikkea government IT:tä: (http://www.cabinetoffice.gov.uk/sites/default/files/resources/Open-Standards...). Tämä on mennyt edes takaisin UK:ssa enkä ole ihan varma, mikä on seurannut mitäkin, mutta tämä dokumentti on hyvä, ja voimassa 1.11. alkaen sitovana.
Tuossa dokumentissa on mm. noita munkin laittamia argumentteja (esim. pitää laskea irtautumiskustannukset osaksi alkuperäistä hankintaa, ei seuraavaa). Muutenkin dokumentti on konkreettinen. Tätä UK policyä voisi käyttää taustatukena siinä mielessä, että meidänkin ehdottamia asioita iso EU maa vaatii viranomaisiltaan.

kiitos Otolle ja Martinille. Mä voisin ottaa tästä kopin ja alkaa luonnostelemaan lausuntoa. Kannantan Oton esitystä siitä että FSFE ja COSS molemmat laittavat ajatuksensa sisään - tässä meidän toki tulee katsoa hieman miten se tehdään kun me 3 (minä, Otto ja Martin) olemme kaikki molemmissa organisaatioissa.

Ilkka - hyvä suunnitelma, ja moi Martin: erinomaisen hyvä veto ottaa mukaan UK strategiasta lisää painoarvoa ajattelullemme mm excit -kustannukselle, suomeksi 'poistumiskustannus' on vähän kummallinen, olisiko 'jatkuvuuskustannus' parempi tai vielä täsmällisemmin ' vaihtokustannus'.

Mielestäni hyvä, jos sama viesti - joskaan ei täysin kopioitu - tulee useammalta taholta. Entä olisikohan Tommi Karttaavilla mahdollisuutta vaikuttaa Kuntaliitossa tämän puolesta?
Huomasittehan muuten UK:ssa äskettäin annetun, sitovan open standards principlen? Koskettaa käsittääkseni kaikkea government IT:tä: ( http://www.cabinetoffice.gov.uk/sites/default/files/resources/Open-Standards... ). Tämä on mennyt edes takaisin UK:ssa enkä ole ihan varma, mikä on seurannut mitäkin, mutta tämä dokumentti on hyvä, ja voimassa 1.11. alkaen sitovana.
Tuossa dokumentissa on mm. noita munkin laittamia argumentteja (esim. pitää laskea irtautumiskustannukset osaksi alkuperäistä hankintaa, ei seuraavaa). Muutenkin dokumentti on konkreettinen. Tätä UK policyä voisi käyttää taustatukena siinä mielessä, että meidänkin ehdottamia asioita iso EU maa vaatii viranomaisiltaan.

Kiireen takia en ehtinyt paneutua asiaan kunnolla kun Martin minulta kyseli miten asiaan pitäisi suhtautua, mutta nyt sain aikaiseksi soittaa Olli-Pekka Rissaselle VM:ään joka on käsittääkseni paperin pääkirjoittaja. Olen Rissasen kanssa keskustellut aiemminkin, ja hän ei ole ihan yhtä pro-avoimuus kuin esim. Pekka Niemi, mutta kuitenkin riittävän kiinnostunut että kävi mm. seminaarissamme 25.9.
Kehuin strategiaa pääpiireittäin ja aloitin varsinaisen asian kysymällä sivun 10 lauseen taustoja ja mitä "avoimia ratkaisuja" on ajateltu tarkoittavan. Kuulemma ei varsinaisesti lähdekoodia, vaan hankintateknisesti avoimia asioita, eli jos yksi virasto on ostanut jotain ja toinen virasto voi ottaa sen suoraan käyttöön ilman kilpailutusta, olisi tämä esimerkki "avoimesta". Rissanen vähän kierteli ja kaarterli aiheen ympäriltä, jäi vähän mielikuva ettei ota avointa lähdekoodia todellisena ratkaisuna, ehkä komponenttina jossakin voi käydä, mutta isot kokonaisuudet eivät voi perustua siihen. Rissanen mainitsi myös että 1,5 miljardin hankesalkku on lähdössä liikenteeseen, ja sen yhteydessä ei tulla vaatimaan lähdekoodin avoimuutta, koska osa toimittajista (Tieto, Logica?) ei siinä tapauksessa haluaisi osallistua. (Minusta se olisi hyvä sivuvaikutus, mutta kaikki ei ilmeisesti jaa tätä asennetta :))
Kun kysyin miksi strategiassa on avoin tieto mutta ei avointa lähdekoodia, niin Rissanen sanoi asiaa mokaksi, että hyvinkin voisi olla, mutta valmistelussa unohtui kirjoittaa sellainen lause, jossa avoin lähdekoodi olisi tuotu esille sopivalla tavalla.
Ehdottaisin seuraavia toimenpiteitä:
- lähetetään VM:lle virallinen lyhyt lausunto, jossa ehdotetaan pari
lisäystä suorilla sanamuodoilla, jotta työryhmän on helppo toteuttaa ne (Rissanen ehdotti lausuntoa itse) -- voi olla erilliset COSSin ja FSFE:n lausunnot tai sitten tehdään yhteislausunto jonka allekirjoittaa kaikki alan järjestöt
- osallistutaan keskusteluun virallisella kansalaispalautepaikalla:

"Principle 4 - We adopt open standards that support sustainable cost:"
- Rationale, 2nd para: "Total cost of ownership calculations for software often consider the exit and migration costs as part of the cost of the new solution, when in fact this may in part represent the hidden cost of lock-in to an existing solution."
- Implications, 8th item: "As part of examining the total cost of ownership of a government IT solution, the costs of exit for a component should be estimated at the start of implementation. As unlocking costs are identified, these must be associated with the incumbent supplier/system and not be associated with cost of new IT projects."
Jyrkin mainitsema vaihtamiskulu muodostuu kahdesta osasta: irtautumiskulusta ja käyttöönottokulusta. Irtautumiskulu on vanhasta järjestelmästä suljetussa muodossa, tai muuten hankalasti käytettävissä olevan tiedon irrottamisesta aiheutuvaa kustannusta. Tieto on irrotettu, kun se on avoimen standardin mukaisessa muodossa (tai vähintäänkin avoimessa, selkeästi spesifioidussa muodossa). Sitten käyttöönottokulu on uuteen tietojärjestelmään liittyvää kulua, joka syntyy kun avoimen standardin mukaista tietoa aletaan edelleen jalostaa/käyttää uudessa järjestelmässä. Mikäli uusi tietojärjestelmä hyödyntää suoraan avointa standardia, ei tästä synny juuri käyttöönottokulua.
Tässä ajattelussa pitää hiukan miettiä, mitä kaikkea tieto pitää sisällään, mutta sen pitäisi pitää sisällään myös käyttäjälähtöisesti luotua prosessikuvauksia/makroja tms.

Mielestäni hyvä, jos sama viesti - joskaan ei täysin kopioitu - tulee useammalta taholta. Entä olisikohan Tommi Karttaavilla mahdollisuutta vaikuttaa Kuntaliitossa tämän puolesta?
Huomasittehan muuten UK:ssa äskettäin annetun, sitovan open standards principlen? Koskettaa käsittääkseni kaikkea government IT:tä: ( http://www.cabinetoffice.gov.uk/sites/default/files/resources/Open-Standards...). Tämä on mennyt edes takaisin UK:ssa enkä ole ihan varma, mikä on seurannut mitäkin, mutta tämä dokumentti on hyvä, ja voimassa 1.11. alkaen sitovana.
Tuossa dokumentissa on mm. noita munkin laittamia argumentteja (esim. pitää laskea irtautumiskustannukset osaksi alkuperäistä hankintaa, ei seuraavaa). Muutenkin dokumentti on konkreettinen. Tätä UK policyä voisi käyttää taustatukena siinä mielessä, että meidänkin ehdottamia asioita iso EU maa vaatii viranomaisiltaan.

kiitos Otolle ja Martinille. Mä voisin ottaa tästä kopin ja alkaa
luonnostelemaan
lausuntoa. Kannantan Oton esitystä siitä että FSFE ja COSS molemmat
laittavat
ajatuksensa sisään - tässä meidän toki tulee katsoa hieman miten se
tehdään
kun me 3 (minä, Otto ja Martin) olemme kaikki molemmissa
organisaatioissa.
Ehkä tämä voisi mennä niin että valmistellaan COSS - lausunto ulkoasultaa hieman toisenlaiseksi kuin FSFE ja sen allekirjoitan minä ja Jukka.
FSFE:n voisi allekirjoittaa Otto ja Martin?
Olisko siinä suunnitelmaa?

Luonnoksessa valtion ICT-strategiaksi (http://www.vm.fi/vm/fi/03_tiedotteet_ja_puheet/01_tiedotteet/20121017 Julkis/name.jsp) ei siis mainita erikseen avointa lähdekoodia, vaikka se on hallitusohjelmassa jne. Muutenhan asiakirja on varsin pro-avoimuus, siellä on mm. avoin tieto mainittu moneen kertaan ja sivulla 10 on lause "Kaikkien julkisen hallinnon viranomaisten on soveltuvin osin uudelleenkäytettävä olemassa olevia avoimia ratkaisuja ja yhteisiä palveluita."
Kiireen takia en ehtinyt paneutua asiaan kunnolla kun Martin minulta kyseli miten asiaan pitäisi suhtautua, mutta nyt sain aikaiseksi soittaa Olli-Pekka Rissaselle VM:ään joka on käsittääkseni paperin pääkirjoittaja. Olen Rissasen kanssa keskustellut aiemminkin, ja hän ei ole ihan yhtä pro-avoimuus kuin esim. Pekka Niemi, mutta kuitenkin riittävän kiinnostunut että kävi mm. seminaarissamme 25.9.
Kehuin strategiaa pääpiireittäin ja aloitin varsinaisen asian kysymällä sivun 10 lauseen taustoja ja mitä "avoimia ratkaisuja" on ajateltu tarkoittavan. Kuulemma ei varsinaisesti lähdekoodia, vaan hankintateknisesti avoimia asioita, eli jos yksi virasto on ostanut jotain ja toinen virasto voi ottaa sen suoraan käyttöön ilman kilpailutusta, olisi tämä esimerkki "avoimesta". Rissanen vähän kierteli ja kaarterli aiheen ympäriltä, jäi vähän mielikuva ettei ota avointa lähdekoodia todellisena ratkaisuna, ehkä komponenttina jossakin voi käydä, mutta isot kokonaisuudet eivät voi perustua siihen. Rissanen mainitsi myös että 1,5 miljardin hankesalkku on lähdössä liikenteeseen, ja sen yhteydessä ei tulla vaatimaan lähdekoodin avoimuutta, koska osa toimittajista (Tieto, Logica?) ei siinä tapauksessa haluaisi osallistua. (Minusta se olisi hyvä sivuvaikutus, mutta kaikki ei ilmeisesti jaa tätä asennetta :))
Kun kysyin miksi strategiassa on avoin tieto mutta ei avointa lähdekoodia, niin Rissanen sanoi asiaa mokaksi, että hyvinkin voisi olla, mutta valmistelussa unohtui kirjoittaa sellainen lause, jossa avoin lähdekoodi olisi tuotu esille sopivalla tavalla.
Ehdottaisin seuraavia toimenpiteitä:
- lähetetään VM:lle virallinen lyhyt lausunto, jossa ehdotetaan pari
lisäystä suorilla sanamuodoilla, jotta työryhmän on helppo toteuttaa ne (Rissanen ehdotti lausuntoa itse) -- voi olla erilliset COSSin ja FSFE:n lausunnot tai sitten tehdään yhteislausunto jonka allekirjoittaa kaikki alan järjestöt
- osallistutaan keskusteluun virallisella kansalaispalautepaikalla:

- lähestytään avoimuudelle myötämielisiä ministereitä ja pyydetään,
että heidän ministeriöiden lausuntojen osana vaadittaisiin avoimen lähdekoodin suosimista kaikissa uusissa tietojärjestelmähankkeissa = jos verorahoilla maksetaan koodausta, niin tulos julkaistaan avoimella lisenssillä
Itselläni ajankäyttö haastavaa, voisiko joku ottaa kopin näistä
asioista?
