Lettre d'information de la FSFE - Septembre 2009
La journée pour la libération des logiciels (Software Freedom Day) est
l'un des évènements principaux de la communauté du Logiciel Libre en
septembre, et c'est un évènement que nous ne manquons jamais : cette
année, la FSFE y a particpé à Leipzig, Vienne et Hambourg avec l'aide de
nos Fellows. Et c'est encore grâce à eux que la campagne «Posez à votre
candidat la question des Logiciels Libres !» (Ask your candidate about
Free Software!) lors des dernières élections allemandes a été un succès.
Le président de la FSFE a commenté la décision possible dans l'affaire
du navigateur avec Microsoft ; nous avons commencé à utiliser la
plateforme de micro-blogging indenti.ca et avons embauché deux

1. FSFE à la CE : Ne manquez pas l'occasion avec un accord improvisé
Karsten Gerloff, Président de la FSFE, a commenté les nouvelles récentes
indiquant que Nellie Kroes, la Commissaire européenn anti-trust,
travaillait à clôturer tous les dossiers majeurs d'ici à la fin de son
mandat en novembre. Deux de ces dossiers concernent le comportement
anti-concurrentiel de Microsoft sur le marché des navigateurs, et sur
ses pratiques empêchant les autres d'interopérer avec beaucoup de ses
applications bureautiques. L'article de Karsten met en lumière pourquoi
l'offre d'accord de Microsoft est trop faible, liste ce dont les
Logiciels Libres ont besoin dans toute décision, et demande à la
commissaire Kroes de ne pas gâcher l'opportunité de rétablir une réelle
concurrence au sein du marché européen des nouvelles technologies en
signant un accord improvisé.

2. Les interviews de la Fellowship : Andreas Tolf Tolfsen
Andreas Tolf Tolfsen est le Fellow qu'a interrogé Stian Rødven Eide ce
mois-ci. Andreas est un technicien du web, développeur et apprenti
musicologue. Il travaille chez Opera Software, et se bat régulièrement
pour les libertés numériques. Dans son interview, Andreas nous raconte
beaucoup de choses sur HTPL5, Electronic Frontier Norway et la musique.

3. La seconde rencontre Jabber de la Fellowship, 22 septembre
Le 22 septembre dernier, de 19h00 à 20h30, s'est tenu une nouvelle
rencontre Jabber pour renouveler l'expérience positive de celle
organisée à l'occasion des élections de la Fellowship. Beaucoup de
Fellows se sont montrés dans notre salon virtuel :
conference.jabber.fsfe.org, et ont posé des questions à Matthias
Kirschner, coordinateur de la Fellowship, et Torsten Grote, le
représentant de la Fellowship à l'Assemblée Générale. Les sujets
principaux de cette rencontre ont tourné autour du rôle de l'Assemblée
Générale de la FSFE et de la procédure pour y participer. La place des
Logiciels Libres dans l'éducation a été évoqué comme sujet intéressant
possible de la prochaine rencontre Jabber. Plus d'informations sur cette

4. Participation à la Journée pour la libération des logiciels (Software
Freedom Day), 19 septembre
Depuis cinq ans, la Journée pour la libération des logiciels (Software
Freedom Day - SFD) représente une excellente occasion pour les
«hacktivistes» de se rassembler en différents endroits du monde pour
célébrer le Logiciel Libre et ses principes. Plus de 500 équipes de par
le monde se sont enregistrées sur l'évènement et y ont participé samedi
19 septembre. Les groupes locaux de la Felloswhip de la FSFE ont
participé aux évènements de Vienne et Leipzig, et ont également tenu un
stand au SFD de Hambourg.

5. La FSFE utilise le Logiciel Libre de micro-blogging Identi.ca
Beaucoup de gens dans notre organisation ont commencé à utiliser le
service de micro-blogging Identi.ca, qui utilise des Logiciels Libres,
pour partager des petites informations et des liens intéressants. Sur
Identi.ca, il existe désormais un groupe «fsfe» auquel il est possible
de souscrire si vous souhaitez rester informé de nos activités. Nous
avons également décidé d'adopter quelques tags communs comme
#fellowship, #pdfreaders et #dfd que nous vous encourageons également à
utiliser. Matthias kirschner, coordinateur de la Fellowship, a publié un

6. Bienvenue à Hugo Roy et Lena Simon : les nouveaux stagiaires de Berlin
Depuis le 1er septembre, la FSFE a engagé deux nouveaux stagiaires,
jeunes et motivés : Hugo Roy et Lena Simon. Hugo est originaire de
France et travaillera avec nous jusqu'à mai 2010, il s'occupera
essentiellement de politique et des aspects juridiques. Lena vient
d'Allemagne, elle restera avec nous un mois pour nous aider à nous
installer dans notre nouveau bureau de Berlin. Elle a également fourni
une aide appréciable lors de la campagne «Ask your candidate about Free
Software!». Nous sommes très heureux de les compter parmi nous et sommes
certains qu'ils apporteront de la valeur à notre travail. Bienvenue Hugo
et Lena !

7. Le Logiciel Libre surgit dans la campagne électorale des élections
allemandes
En prévision des élections allemandes de 2009, le chapitre allemand de
la FSFE aidé d'un grand nombre de Fellows et de bénévoles a amené la
question des Logiciels Libres dans le débat politique. La campagne «Ask
your candidate about Free Software» (Posez à votre candidat la question
des Logiciels Libres) a questionné des politiques de différents partis
sur leur vision des principes Logiciel Libre, des Standards Ouverts et
leur diffusion. Matthias Kirshner précise : «Nous voulons que les
politiques entrent en contact avec ces sujets, et motiver les personnes
appartenant à des communautés de Logiciels Libres à entammer le dialogue
avec leurs représentants politiques.»
Durant la campagne électorale, les questions préparées par les Fellows
et d'autres bénévoles ont été transmises aux représentants de différents
partis politiques. Nous avons recueilli leurs réponses dans le wiki de
la Fellowship, et les avons ensuite organisées et résumées. Avec l'aide
et la coordination de Matthias et Lena, le projet a récolté 26 réponses
(sur 35 questions transmises), et une couverture médiatique conséquente
durant la campagne électorale allemande. L'organisation associée à la
FSFE, l'ANSOL, a mené une campagne similaire au Portugal, où les
élections nationales se sont tenues en même temps. Nous avons échangé
des liens et nous sommes inspirés mutuellement les uns des autres.

8. L'union Européenne contre Microsoft : Une victoire pour le Logiciel
Libre
C'est en septembre 2007 que le procès Antitrust de l'Union Européenne
contre Microsoft s'est finalement terminé. La première instance de la
Cour Européenne a déclaré Microsoft coupable d'obstruction délibérée à
l'interopérabilité et à confirmé l'obligation pour Microsoft de partager
ses informations sur les protocoles. Ces informations ont maintenant été
publiée et sont utilisées par les développeurs de Samba ainsi que de
nombreux autres projets. La FSFE et l'équipe de Samba ont participé au
procès en tant que partie civile. Notre travail a été crucial dans
l'avènement de cette victoire décisive. Aujourd'hui, le jugement de ce
procès sert de jurisprudence pour la bataille contre les monopoles sur
le marché des logiciels.

9. Offres commerciales une nouvelle façon de sourtenir la FSFE
Afin de simplifier la démarche de soutien de la part des entreprises qui
se préoccupent de Logiciel Libre, nous avons assemblé un ensemble
d'offres commerciales de services liés au Logiciels Libres. Y sont
inclus des services tels qu'une hotline dédiée aux Logiciels Libres, des
ateliers personnalisés, des appels bi-mensuels de consultation, des
dîners annuels entre membres du réseau et bien plus encore. Des
informations détaillées sur ces offres seront bientôt publiées sur notre

Le mois d'août est traditionnellement moins chargé, compte tenu des
vacances. Néanmoins, de nombreuses choses se sont passées dans les
chaumières de la FSFE et de la Fellowship.
En effet, les groupes de la Fellowship de Zurich et Stuttgart se sont
chacun rencontrés, certains Fellows ont tenu un stand à la FrOSCon,
notre site affiche désormais une meilleure page de contact, Karsten
Gerloff a commenté l'injonction reçue par Microsoft suite à une
violation de brevet et Thomas Jensch est devenu le coordinateur de notre
équipe éducative.

8. Stand de la Fellowship à la braderie de Lille, 5 et 6 septembre
1. Rencontre de la Fellowship à Zurich, Suisse, le 26 août
Le groupe de la Fellowship de Zurich s'est réuni le 26 août pour son
traditionnel barbecue d'été des Logiciels Libres. Treize personnes,
Fellows ou non, y ont pris part. Christian Holz, Directeur général de la
FSFE, y est intervenu pour discuter de notre participation éventuelle à
l'OpenExpo, de la consolidation du groupe helvétique ainsi que les
différences entre logiciels libres et propriétaires.

2. Quatrième FrOSCon à St. Augustin, Allemagne, du 22 au 23 août
Notre stand à la quatrième FrOSCon à St. Augustin, en Allemagne, a été
très fréquenté. Dix Fellows et volontaires ont répondu présent pour le
tenir durant les deux jours et ont expliqué notre travail ainsi que nos
projets. C'est ainsi que plusieurs personnes ont décidé de rejoindre la
Fellowship. De plus, Matthias Kirschner, coordinateur de la Fellowship,
et Michael Kesper, membre de notre équipe, ont été interviewé par une
station de radio régionale. Michael a rédigé un billet sur son blogue
avec quelques photos prises lors de la conférence.

3. Violation de brevet logiciel : Microsoft se voit interdit de vendre
Word
Mardi 11 août, Microsoft a reçu une injonction suite à une violation de
brevet portant sur XML et détenu par le spécialiste canadien de XML i4i.
L'injonction interdit à Microsoft de vendre les versions 2003 et 2007 de
Word aux États-Unis d'Amérique et lui réclame 290 millions de dollars de
dommages et intérêts. Karsten Gerloff, président de la FSFE, a commenté
la nouvelle sur son blogue, expliquant combien les brevets logiciels
peuvent être délétères, y compris pour les grandes entreprises.

4. Nouvelle vue d'ensemble sur nos contacts communautaires
Notre page de contact a été modifiée : elle intègre une nouvelle section
qui fournit une meilleure vue d'ensemble de nos contacts communautaires.
Nous espérons que ces améliorations faciliteront l'orientation des
personnes désireuses de s'investir vers les bons groupes afin de
s'intégrer aux actions de notre communauté.

5. Rencontre de la Fellowship et célébration de KDE 4.3 à Stuttgart,
Allemagne, 1er août
Le groupe de la Fellowship de Stuttgart s'est réuni en compagnie de
quelques personnes de KDE pour célébrer la version 4.3 de KDE. La soirée
a débuté le premier août à 19 heures et s'est poursuivie jusqu'à minuit,
les dix convives évoquant les améliorations de KDE et des Logiciels
Libres en général. Il y avait aussi un petit tournoi de Ksquares sur
l'écran tactile d'une tablette PC.

6. Thomas Jensch devient coordinateur de l'edu-team de la FSFE
Le projet d'éducation de la FSFE a pour but de développer l'emploi des
Logiciels Libres dans le milieu de l'éducation, tel que les crèches, les
écoles et les universités. Ces dernières années, le projet était comme
suspendu en raison d'un manque de coordination et de main d'œuvre.
Désormais, grâce à Thomas Jensch, actuellement en stage à Zurich, nous
pouvons faire revivre ce projet important.
Thomas a accepté d'endosser le rôle de coordinateur de l'edu-team dans
le cadre de son stage et à le demeurer après la fin de celui-ci, prévue
en novembre. Il se penche déjà sur la réorganisation des activités du
projet.

7. Karsten Gerloff aux universités d'été de ATTAC Allemagne
En août 2005, Karsten Gerloff, actuel président de la FSFE, était invité
à prendre la parole lors des universités d'été de ATTAC Allemagne, qui
se tenaient à Goettingen, au sujet des développements au sein de
l'Organisation mondiale de la propriété intellectuelle (OMPI) et du
traité de l'A2K (Accès à la connaissance, Access To Knowledge). À cette
époque, Karsten venait tout juste de finir son stage à la FSFE.

8. Stand de la Fellowship à la braderie de Lille, 5 et 6 septembre
La Fellowship tiendra un stand lors de la braderie de Lille. La FSFE,
et tout particulièrement le stand de la Fellowship, attirera les
regards, puisque des millions de personnes venant de différents pays
arpenteront les rues durant le week-end. Le stand se situera place du

Le mois dernier fut débordant d'activité, mais a été terni par une
bien triste nouvelle. En effet, nous avons appris le décès de Richard
Rothwell, partisan des Logiciels Libres connu et respecté dans le
milieu de l'enseignement, et Fellow. Nous lui faisons nos adieux
ci-après.
Ce mois-ci, nous nous sommes principalement attachés à soutenir la
délégation allemande à l'OpenRuhr, à participer à une conférence de
l'OMPI ainsi qu'à une rencontre enrichissante de la Fellowship à Berlin,
tout en étant présents aux RMLL de Nantes et avons publié un communiqué
concernant les derniers développements du dossier européen des
navigateurs Internet.

9. 4ème Froscon, St. Augustin, Allemagne, 22-23 août
1. Du sang neuf à l'OMPI, mais les usages sont coriaces
Les 13 et 14 juillet, l'Organisation mondiale de la propriété
intellectuelle (OMPI) a tenu à Genève un congrès sur « la propriété
intellectuelle et les politiques publiques ». La réflexion a porté sur
les effets des politiques soutenues par l'OMPI. Karsten Gerloff,
président de la FSFE, y a participé et a rédigé un rapport conséquent
intitulé Du sang neuf à l'OMPI, mais les usages sont coriaces (Fresh air
at WIPO, but old habits die hard) Il met en exergue le pas en avant
apporté par l'évènement en lui-même, car l'organisation commence à
prêter attention aux impacts de ses politiques sur le monde réel.

2. Adieux à Richard Rothwell
C'est avec tristesse que nous saluons Richard Rothwell. Un Fellow, un
activiste brillant et une figure clé de la communauté anglo-saxonne du
Logiciel Libre. Ce 17 juillet, Richard s'en est allé, laissant un trou
dans le réseau du mouvement du Logiciel Libre qui sera difficile à
combler. Nous voulons nous souvenir de lui, et présentons nos sincères
condoléances à sa famille et à ses proches.

3. La FSFE soutient OpenRuhr
Notre délégation nationale allemande a décidé de soutenir l'initiative
OpenRuhr. Tout au long de l'année 2010, les « villes culturales » de la
région de la Ruhr mettront à disposition des infrastructures et
programmeront des évènements qui promouvront les Logiciels Libres comme
technique culturale au service des artistes. Notre délégation allemande
veut concevoir des supports d'information pour décrire le Logiciel Libre
comme technique culturale.

4. Stand de la FSFE aux RMLL de Nantes, du 7 au 11 juillet
Rainer Karsten et Michel Roche ont tenu notre stand aux dixièmes
Rencontres mondiales du Logiciel Libre (RMLL) à Nantes. Il s'agit de
la manifestation la plus importante en France concernant les Logiciels
Libres, avec quelque 5 000 visiteurs. Rainer et Michel ont été très
occupés durant ces quatre jours, expliquant sans relâche les
fondamentaux des Logiciels Libres, et instruisant de nombreuses
personnes sur le travail mené par la FSFE.

5. Rencontre de la Fellowship à Berlin, le 9 juillet
Le groupe de la Fellowship de Berlin s'est réuni le 9 juillet au
Newthinking Store, au 48, Tucholskystrasse. Un intéressant débat avec
les délégués de partis politiques et de mouvement de la jeunesse était
inscrit à l'ordre du jour. Les membres de la «Junge Union Brandenburg»,
«Grüne Jugend», «Piratenpartei» et de «SDS.Berlin» ont présenté leur
point de vue sur les problématiques liées aux Logiciels Libres et ont
répondu aux questions des autres participants. Lena Simon a enregistré
l'évènement qui sera publié sur la plateforme de la Fellowship.

6. Interviews de la Fellowship : Smári McCarthy
Ce mois-ci, Stian Rødven Eide interroge Smári McCarthy, un penseur
anarchiste et praticien de la théorie du chaos très intéressé par les
Logiciels Libres et la démocratie. L'interview porte sur plusieurs
aspects de sa vie, de son emploi à Fab Lab à la Société islandaise pour
les libertés numériques, et se conclut sur son point de vue concernant
la démocratie participative.

7. Dossier de l'UE sur les navigateurs Internet : les details de
l'accord seront cruciaux
En 2007, la compagnie de logiciels Opera Software a déposé plainte
auprès de la Commission Européene contre la vente liée opérée par
Microsoft entre Internet Explorer (IE) et son système d'exploitation
Windows. Nous avons dès lors décidé de suivre le cours de cette affaire
et avons officiellement proposé notre aide comme tiers participant à la
Direction générale de la concurrence.
En janvier 2009, la Direction générale de la concurrence de l'Union a
effectué une communication des griefs à Microsoft, ce qui a récemment
conduit l'entreprise à considérer un arrangement. Tandis que la
proposition d'un arrangement est une avancée majeure pour la Commission,
nous croyons que ce sont ses détails qui feront toute la différence. En
effet, un accord qui semble bon ne sera pas suffisant. Nous devons nous
assurer qu'un quelconque accord entre Microsoft et la Commission mette
les Logiciels Libres sur un pied d'égalité avec les concurrents
propriétaires, et permette une concurrence non faussée sur le marché des
navigateurs Internet.

Il y a cinq ans, Microsoft faisait appel de la décision antitrust de la
Commission Européenne. La Direction générale de la concurrence lui
demandait de coopérer avec la FSFE et Samba. Une demande qui ne nous
avait pas échappé : le 27 juillet 2004, nous avions déjà pris part aux
auditions préliminaires à l'appel à Luxembourg. C'était le commencement

9. 4ème Froscon, St. Augustin, Allemagne, 22-23 août
Nous répondrons présent au quatrième Froscon à St. Augustin, en
Allemagne. La conférence est organisée par le Département d'informatique
de l'Université des sciences appliquées Bonn-Rhein-Sieg avec le soutient
de « Fachschaft of Computer Science », LUUSA et FrOSCon e.V. Pour nous

Lettre d'informations de la FSFE - Juin 2009
Le mois de juin a été véritablement excitant ! En plus de nos
rencontres de la Fellowship et de notre participation à des évènements
tels que le LinuxTag de Berlin, le cœur de nos efforts a porté sur
l'Assemblée Générale (AG) qui s'est tenu à Miraflores de la Sierra.
Ce fut une étape importante pour notre organisation car, pour la
première fois, y a participé un délégué de la Fellowship. Nous y avons
aussi présenté notre nouvelle équipe espagnole et favorisé les
rencontres lors de la soirée. De plus, et ce n'est pas la moindre des
choses, nous avons intronisé notre nouveau Bureau.

1. La FSFE participe à LinuxTag 2009, à Berlin, du 24 au 27 juin
Comme chaque année, nous avons tenu un stand au LinuxTag de Berlin.
L'évènement, qui s'est déroulé au Hall d'exposition de Berlin du 24 au
27 juin, a accueilli 10 000 visiteurs intéressés par les Logiciels
Libres à tous points de vue, le long de 135 exposants et environ 300
conférenciers. Cette année, notre stand était géré par Lena Simon et
Matthias Kirschner, secondés par 12 braves bénévoles se relayant durant
les quatre jours. Nous avions quelques nouveautés comme des dépliants
flambant neufs de pdfreaders.org, une planche de bande dessinée
présentant la Fellowship ainsi que la version alpha du jeu spécialement
conçu pour les stands : «GNUstav the GNU» (Gustave le GNU). Vous pouvez

2. Soirée et présentation de l'équipe esapgnole, Miraflores de la Sierra, Espagne, le 20 juin
Le saemdi 20 juin, après la présentation de notre équipe espagnole, les
membres de l'Assemblée Générale, les Fellows et compagnons de passage
étaient invités à la soirée cocktail «composez le vôtre !». Une
trentaine de personnes ont adapté les quatre principes fondamentaux du
Logiciel Libre à l'art du cocktail. Les ingrédients étaient disposés à
La Cristalera et les codes source de différents cocktails ont été
distribués aux participants. Cette soirée était une occasion rêvée
d'établir ou de renforcer les liens sociaux de notre communauté dans une
ambiance amicale.

3. Le compte rendu du premier délégué de la Fellowship à l'AG
Trosten Grote est le premier Fellow élu afin de représenter la
Fellowship à l'AG de la FSFE. À Miraflores de la Sierra, il a pu
participer à une instance de premier ordre au sein de l'organisation.
Il a déjà indiqué, par courriel aux Fellows, son retour d'expérience,
déclarant : «J'étais surpris de l'influence que j'avais sur les
décisions qui étaient prises. Mes préoccupations et propositions n'ont
pas été considérées différemment de celles des autres membres et j'ai pu
m'assurer que le bureau faisait et fera son travail correctement.»

4. Compte rendu bisannuel du bureau (2007-2009)
En prévision de l'Assemblée générale de cette année, Georg Greve, ancien
président de la FSFE, a ébauché le compte rendu bisannuel du bureau, qui
a été publié depuis. Ce document résume les grandes actions menées,
comme le dossier d'abus de position dominante de Microsoft (Microsoft
Antitrust Case), le travail sur les standards ouverts, les actions
auprès des Nations Unies et le travail juridique de la Freedom Task
Force. Le compte rendu bisannuel est un bon moyen de comprendre les
changements actuels ainsi que les axes de notre organisation.

5. Rencontre de la Fellowship à Berlin, le 11 juin
Le groupe de la Fellowship de Berlin s'est retrouvé le 11 juin au
Newthinking Store au 48 de la rue Tucholskystraße. Durant cette
rencontre, Sabine Stengel de Cartogis a parlé d'OpenStreeMap, ce qui a
inspiré la suite de la discussion. La préparation du LinuxTag a été le
second sujet d'importance de la soirée. De plus, Torsten a répondu aux
diverses questions des Fellows à propos de son nouveau rôle en tant que
délégué à l'Assemblée générale. Environ 25 Fellows et compagnons ont
participé aux deux heures du meeting officiel, après quoi s'en est suivi
une réunion plus informelle dans au bistro.

6. Le temps est venu pour la communauté de s'occuper de sa marque
Comme les termes «Free Software» et «Open Source» sont plus que jamais
d'actualité, certaines entreprises veulent «attraper le train en marche»
et commercialisent tout et n'importe quoi comme «Free Software» ou
«Open Source». Cependant, il s'avère fréquemment que ces produits mixtes
sont loin d'être ce que nous appelons des Logiciels Libres. Georg a
publié un billet intitulé «Le temps est venu pour la communauté de
s'occuper de sa marque». Il décrit les pratiques actuelles des
entreprises qui mélangent les modèles et dépossèdent la communauté de
son sens et de sa compréhension du Logicel Libre.

7. Le nouveau bureau nommé lors de l'Assemblée générale 2009
Notre AG annuelle s'est tenue à Miraflores de la Sierra, en Espagne, du
19 au 21 juin. Elle a apporté de nombreux changements. Torsten, en tant
que délégué de la Fellowship, était là, notre équipe espagnole, qui a
organisé l'évènement, a été officiellement présentée et, plus important
encore, le nouveau bureau a été nommé.
Karsten Gerloff, Fernanda Weiden, Christian Holz, Adrian de Groot,
Matthias Kirschner et Reinhard Müller sont les personnes qui dirigeront
la FSFE pour les années à venir. Ils sont, respectivement, président,
vice-président, directeur général, coordinateur de la FTF, coordinateur
de la Fellowship et trésorier. Georg Greve, qui a fondé l'organisation
avec l'appui des autres et y a siégé durant les huit dernières années a
déclaré, à propos de la nouvelle équipe : «il ne fait pour moi aucun
doute que ces gens extraordinaires forment une équipe merveilleuse afin
d'assurer aussi bien la continuité que l'orientation vers une FSFE
meilleure, plus vaste et plus glorieuse.»
Le nouveau bureau est bien conscient des possibilités de l'organisation
et travaillera à la renforcer encore davantage. Karsten, nouvellement
élu Président de la FSFE, a commenté : «Georg Greve et son équipe ont
fait un travail merveilleux durant ces huit dernières années, partant de
rien pour arriver à une FSFE tenue en haute estime en tant que groupe
d'experts sur les Logiciels Libres, et vue comme un partenaire fiable
lors de l'établissement des politiques et des négociations. Les
personnes de cette organisation ont une grande connaissance non
seulement de la technologie, mais aussi de ses aspects sociaux et
politiques. Ensemble nous pouvons continuer à développer des idées
innovantes sur la manière dont nous pouvons, en tant que société,
appréhender la connaissance et tirer le meilleur parti de la technologie.

8. Arrivée de l'équipe de traduction
La portée internationale de notre organisation requiert que
nos informations et documents soient rendus disponibles dans autant de
langues que possible. Aussi, il y a cinq ans de cela, nous avons décidé
de laisser de la marge afin de constituer une équipe de traducteurs qui
soit flexible, réactive et bien coordonnée. Cette décision a payé
au-delà des espérances : aujourd'hui, la plupart du contenu de fsfe.org
est disponible dans 27 langues. Un grand merci à nos volontaires pour
leur excellent travail !

Les dixièmes Rencontre Mondial de Logiciel Libre se dérouleront à

plus important en France et quelques cinq mille visiteurs sont attendus.

Lettre d'information de la FSFE - Mai 2009
Le mois de mai a été extrêmement actif pour nous. Non seulement à cause
des premiers vrais rayons de soleil au-dessus de toute l'Europe, mais
surtout parce que durant tout le mois a eu lieu l'élection du premier
représentant des Fellows à l'Assemblée Générale de la FSFE. De plus, nous
avons publié notre annonce de recrutement d'un directeur général, ainsi
que celles concernant l'équipe de notre département juridique. Enfin,
notre équipe autrichienne a accompli sa tournée réjouissante et satisfaisante
à travers toute l'Autriche, en participant aux semaines Linux «Linuxwochen
Eisenstadt».
Matthias Kirschner vient d'annoncer à l'instant, pendant la rédaction de
cette lettre d'information, les résultats de l'élection. Ainsi, si vous

Les posters de la Fellowship étaient alignés sur le mur lors de l'édition
de cette année d'eLiberatica à Bucarest durant laquelle le président de
la FSFE, Georg Greve, a analysé les raisons pour lesquelles les politiques
d'innovation actuelles échouent à produire un environnement équilibré pour
l'innovation, la concurrence et la fourniture des états, dans son discours
intitulé «Logiciels Libres 2009 : défis et opportunités.» Organisé une
fois encore par une vigoureuse équipe de bénévoles, eLiberatica confirme
être une conférence importante dans la région, et nous souhaitons participer
à la prochaine, comme nous l'avons fait pour les précédentes.

2. Mise à jour de la page sur les Standards Ouverts sur PDFreaders.orgPDFreaders.org a été lancé il y a moins de six mois, comme un projet de
la Fellowship, pour promouvoir les lecteurs de PDF Libres pour toutes les
principales plateformes. Grâce au travail acharné de nos Fellows et à la
coopération de José E. Marchesi, de l'équipe GNU PDF, PDFreaders.org inclut
maintenant une page sur les Standards Ouverts. Cette page facile à lire
et instructive explique les nuances du format sous la perspective des normes,
et fournit le fond technologique et juridique qui nous permet de lui apporter
notre soutien.

3. La FSFE recherche un coordinateur et des membres pour son équipe juridique
Notre organisation est en croissance lente mais constante. Afin de gérer
les travaux toujours plus nombreux et relever les défis de gestion, nous
avons récemment décidé de rechercher un Directeur Général qui pourrait
superviser le travail quotidien de notre organisation. De la même manière,
notre département juridique, la Freedom Task Force (FTF), est en train de
devenir un acteur clé dans le domaine des licences de Logiciels Libres
en Europe, comme le montre le succès de notre «Deuxième atelier juridique
européen sur les licences de Logiciels Libres.» Nous recevons donc des
candidatures pour les postes de coordinateur et de membre de l'équipe de la FTF.

4. Bernhard Reiter s'exprime à l'Université de Stuttgart
Le 7 mai, Bernhard Reiter a prononcé un discours à l'Université de Stuttgart
sur «Les Logiciels Libres professionnels dans l'économie et la politique»
qui fait partie d'un cours «Ingénierie des Logiciels Libres et Open Source».
Un public hétérogène d'une vingtaine de personnes, composé d'étudiants,
de chercheurs et d'activistes ont assisté à la séance. Bernhard s'est
principalement attaché aux catégories de licences de Logiciels Libres
après avoir fourni un aperçu des principes des Logiciels Libres, des
Standards Ouverts et des problèmes posés par les brevets logiciels.
5. Vos envies pour le sac à dos de vos rêves
Nous pensons ajouter un nouvel article à notre boutique : un sac à dos
qui devrait satisfaire tous vos goûts et vos besoins d'hacktivistes. Nous
encourageons donc les Fellows et autres personnes intéressées à nous
donner leurs idées sur les détails. À quoi devrait ressembler le sac à
dos dont vous avez toujours rêvé ? Et à quoi ne devrait-il surtout pas
ressembler ? Nous pensons à un matériau de qualité, il serait donc souhaitable

6. Les interviews de la Fellowship : Timo Jyrinki
Ce mois-ci, Stian Rødven Eide a rencontré Timo Jyrinki dans la série «La
plus petite unité de liberté.» Timo est non seulement un Fellow, mais
également le contact de l'équipe Ubuntu Finlande, le visage amical de
Wikipedia Finlande, et le fondateur du projet local de promotion Vapaa
Suomi (Finlande Libre). Dans cet entretien, Timo nous parle de son intérêt
pour le graphisme par ordinateur, son engagement en tant que développeur
et traducteur dans différents projets et organisations. Il a partagé avec
Stian et nous ses pensées sur les interfaces utilisateur, la situation
des Logiciels Libres en Finlande et sur la façon dont les entreprises
devraient laisser la communauté mener les projets.

7. La FSFE participe aux semaines Linux «Linuxwochen Eisenstadt», Autriche, les 8 et 9 mai
En conclusion des évènements autrichiens débutés en mars, notre équipe
autrichienne a tenu un stand à «Linuxwochen Eisenstadt», à Eisenstadt en
Autriche. Bien que l'évènement fût moins important que les précédents, nos
bénévoles ont pu présenter les travaux en cours et les objets de la boutique
aux visiteurs dans une atmosphère détendue. L'équipe autrichienne publiera
prochainement des photos, des rapports et des diapositives concernant la
série d'évènements couverts ce printemps.
8. La FSFE accueillle le lancement de iUnika Libre UMPC au Libremeeting 2009, 13 Mai
Georg Greve et Pablo Machón, respectivement Président et vice-Président
de la FSFE, ont participé au «Libremeeting 2009» qui s'est tenu le 13 mai
à Miraflores de la Sierra, en Espagne. Le thème central cette année était
«Les entreprises et l'industrie des Logiciels Libres», et c'est durant
l'évènement que l'iUnika Gyy Minipc a été lancé. Cet ordinateur personnel
ultra mobile (UMPC) pèse 700g, est plutôt écologique puisque réalisé en
bio-plastique et capable d'utiliser l'énergie solaire. Grâce à la médiation
de notre équipe espagnole et de notre organisation associée, la Free
Knowledge Foundation (FKF), iUnika s'est engagée à n'utiliser que des
Logiciels Libres pour son produit, et, en accord avec son fabricant,
livrera avec chaque unité notre matériel d'information ainsi qu'une
documentation générale sur les Logiciels Libres.

9. Fin de l'élection du représentant de la Fellowship à l'AG de la FSFE et annonce du résultat !
La fin du mois de mai a vu la clôture d'une expérience significative autant
pour nous que pour la Fellowship. L'ensemble du processus qui nous a amenés
à identifier et élire le premier Fellow à siéger à l'Assemblée Générale
(AG) a touché à sa fin. Cette expérience nous a demandé de planifier et
d'implémenter un processus avec lequel nous n'étions pas familiers, et
en même temps de demander aux Fellows candidats de se soumettre au scrutin
des autres Fellows.
Torsten Grote, Jan-Hendrik Peters, Michel Roche et Björn Schießle étaient
les Fellows qui se sont signalés après la période de candidature de mars.
Pendant tout le mois de mai, les autres Fellows ont pu trouver l'occasion
de les découvrir à travers leurs blogs et le portail de la Fellowship,
avant de faire leur choix et de voter.
Au cours du processus, une partie très intéressante à noter a été la
discussion jabber «Rencontrez les candidats» qui s'est déroulée le 25 mai.
Elle a démarré à 20h30, et durant deux heures, Björn, Jan-Hendrik, Michel
et Torsten ont répondu aux questions des Fellows. Les questions sont
allées des stratégies potentielles pour améliorer l'efficacité de la
Fellowship dans la promotion des Logiciels Libres aux type d'engagement
que les candidats seraient à même de fournir en cas d'élection, des défauts
de la Fellowship et des stratégies à mettre en œuvre pour les corriger
aux motivations des candidats pour se présenter à l'élection. La rencontre
a été un succès puisque près de trente Fellows ont étés constamment présents
durant la session entière et ont participé activement. Après la conclusion
de la rencontre, modérée par Matthias Kirschner, quelques uns des Fellows
ont continué à discuter de façon informelle sur les Logiciels Libres.
Ce genre de rencontre deviendra à coup sûr partie intégrante du processus
officiel d'élection au sièges de représentants de la Fellowship, et nous
organiserons des rencontres similaires plus souvent.

10. La création de la lettre d'informations de la FSFE
Mai et juin sont habituellement les mois au cours desquels nous tenons
habituellement notre AG. Et c'est au cours de l'AG qui s'est tenue il y
a cinq ans, le 15 mai 2004, que les membres de l'équipe ont décidé d'améliorer
le niveau d'information que nous fournissions au public sur nos activités.
Il a été ainsi décidé de démarrer la publication d'une lettre d'informations

Connaissez-vous une chose qui rende viables les Logiciels Libres ?
Vous ! Oui, c'est votre soutien qui nous permet d'opérer à travers
l'Europe entière et à différents niveaux pour promouvoir et défendre
les principes du Logiciel Libre. Entre autres choses, ce sont vos
dons qui ont rendu possible l'organisation et la coordination du
deuxième atelier juridique européen sur les licences (European
Licensing and Legal Workshop). Ils ont permis à l'équipe autrichienne
de participer à de nombreux évènements publics à travers toute
l'Autriche et financent également le poste du stagiaire du bureau de
Zurich.
Nous avons clos la comptabilité de l'année passée et publié les états
financiers. Prenez-en connaissance pour savoir comment nous utilisons
vos dons.
Je voudrais conclure en introduisant deux changements à cette lettre
d'information, en espérant qu'ils amélioreront la lisibilité des
travaux en cours à la FSFE. Tout d'abord, « Pleins feux sur... » est
une nouvelle section dans laquelle je traiterai plus en détail un sujet
sélectionné. Ensuite, « Un regard sur le passé » mentionnera un élément
passé intéressant à noter et à se souvenir, au milieu de tout ce qui
s'est passé et empilé depuis le temps. Il sera inscrit dans la section.

1. Deuxième atelier européen sur les aspects juridiques et les licences
des Logiciels Libres, 23-24 avril
Cet atelier a été un succès résonnant. Les 23 et 24 Avril, des experts
juridiques et des intervenants intéressés par les licences de Logiciels
Libres se sont réunis à Amsterdam pour un évènement vibrant organisé
par notre Freedom Task Force (FTF) et sponsorisé par Bender von Haller
Dragsted, Blackduck, Canonical, HP et Mozilla. Harald Welte, de
gplviolations.org, dit dans son blog : « Je dois admettre avoir été
grandement surpris par l'atmosphère constructive et la qualité des
présentations, tables rondes et discussions de couloir, qui s'est même
améliorée malgré le niveau déjà exceptionnel de l'année dernière. » De
fait, la conférence était bien plus importante que l'an passé et nous
avons prévu de faire mieux et plus gros encore l'an prochain !

2. La FSFE à la troisième session de l'OMPI du Comité du développement
et de la propriété intellectuelle
Du 27 avril au 1er mai, le président de la FSFE, Georg Greve, a
participé à la «troisième session du Comité du développement et de la
propriété intellectuelle» (CDIP/3) à l'Organisation Mondiale de la
Propriété Intellectuelle (OMPI-WIPO). Pour préparer cette rencontre,
Georg a publié «Le dossier pour une Organisation Mondiale pour une
Politique de l'Innovation», soulignant la signification de l'Agenda de
développement de l'OMPI et suggérant de quelle manière elle pourrait
prendre part à des problèmes internationaux comme les brevets
logiciels. Ces problèmes ont été évoqués par Georg au CDIP/3 en trois
interventions formelles faites au nom de la FSFE au cours de la
semaine.

3. Intervention de la FSFE en tant qu'invitée à l'Office Européen des
Brevets sur les brevets logiciels
En concertation avec de nombreuses autres organisations, la FSFE a
soumis ses commentaires à l'Office Européen des Brevets (OEB-EPO) sur
la brevetabilité des logiciels, en réponse à une requête de la Grande
Chambre de recours. Dans sa soumission, la FSFE explique pourquoi les
brevets logiciels sont dangereux pour l'innovation, la concurrence et
l'économie, et se base également sur l'argumentaire du travail fait
lors du Comité permanent sur le droit des brevets à l'OMPI en Mars.

4. Les interviews de la Fellowship : Myriam Schweingruber
Myriam Schweingruber est la Fellow qui a été interviewée dans la série
de «La plus petite unité de liberté». Myriam est une défenseuse dévouée
des Logiciels Libres qui possède un don pour convaincre les gens. Ayant
travaillé comme traductrice, institutrice et pharmacienne, Myriam a
beaucoup d'expérience dans l'art de la communication, et donne une
impression juste de confiance. Dans cette interview, elle nous raconte
ses expériences avec Whilhelm Tux, Amarok, KDE, la FSFE et les
Logiciels Libres en général.

5. La FSFE accueille Thomas Jensch, le nouveau stagiaire du bureau de
Zurich
Nous sommes heureux d'accueillir Thomas Jensch, notre nouveau stagiaire
au bureau de Zurich. Thomas est un étudiant en sciences politiques de
l'université de Leipzig en Allemagne. Son travail pour les huit mois à
venir sera d'aider aux tâches administratives et d'apporter son aide au
président en coordonnant ses activités diverses. Encore une fois,
bienvenue à bord, Thomas !

6. La Fellowship élit un représentant à l'Assemblée Générale - les
élections sont en cours
La période de vote pour le premier siège à notre Assemblée Générale
réservée à un Fellow est en cours. Les quatre candidats sont : Torsten
Grote, Jan-Hendrik Peters, Michel Roche, et Björn Schiessle qui se
présentent devant l'ensemble de la Fellowship. Vous pouvez apprendre à
mieux les connaître en visitant leurs blogs et leur page de
présentation pour l'élection sur le wiki. Les dates importantes sont :
tout le mois de mai comme période de vote et le 1er juin 2009 le jour
de l'annonce des résultats. Tous nos Fellows ont déjà reçu un courriel
contenant les informations et instructions sur les procédures de vote.

7. Renouvellement des services de la Fellowship
Le travail sur la nouvelle infrastructure technologique de la
Fellowship est en cours. Le mois dernier nous avons accompli la
migration depuis l'ancien portail de la Fellowship vers notre nouveau
site http://fellowship.fsfe.org (pour plus d'informations sur la façon
de rapatrier vos données : http://wiki.fsfe.org/OldPortal) et nous
avons activé notre nouvelle page d'accueil, la nouvelle procédure
d'enregistrement ainsi que les nouvelles pages de gestion des comptes.

8. PDFreaders.org jouit d'un succès grandissant
PDFreaders.org a été lancé il y a moins de six mois, comme projet de la
Fellowship pour la promotion des Logiciels Libres lecteurs de PDF pour
toutes les plateformes majeures. Depuis lors, le site web est devenu un
véritable succès, attirant l'attention de nombreux distributeurs de
lecteurs de PDF propriétaires, y compris Adobe, ainsi que de nombreux
retours positifs de la communauté.
Au mois d'avril, une nouvelle augmentation de trafic a eu lieu après
une conférence sur la sécurité de RSA au cours de laquelle Mikko
Hypponen, chercheur chez F-Secure, fit référence à PDFreaders.org à la
lumière des vulnérabilités récemment publiées sur la version actuelle
d'Adobe Reader. Nos bénévoles ont traduit PDFreaders.org en 15 langues
et nos Fellows le mettent à jour régulièrement. De nouveaux lecteurs
ont récemment été ajoutés et une mise à jour importante sur les
Standards Ouverts approche !

9. La FSFE envahit l'Autriche
À la suite du «Linuxwochen Österreich Tour» démarré en mars, notre
équipe autrichienne a répandu les Logiciels Libres dans tous les
évènements majeurs du mois d'avril, totalisant la tenue de 9 jours de
stand et 6 conférences. Peter Bubestinger, coordinateur associé
autrichien, a tenu cinq des conférences et David Ayer, membre de
l'équipe autrichienne, assura celle de Linz. Les thèmes de ces discours
allaient du Logiciel Libre dans les écoles et dans l'éducation à des
scénarios sur les usages futurs des Logiciels Libres. Voici les étapes
d'avril du tour : «FLOSStag 2009», 15 avril, Danube University Krems;
«Linuxwochen Wien», 16-18 avril, Vienne; «Liwoli 2009», 23-25 avril,
University for Art and Industrial Design Linz; «LinuxTage», 25 avril,
Graz.
PLEINS FEUX SUR...
10. FSFE - Dépenses et revenus de l'année 2008
Nous avons récemment publié nos résultats financiers pour l'année 2008.
Cette année a été intense et comme pour les précédentes elle a confirmé
la croissance de notre capacité de travail. Avec 245 000 et 68 000 EUR
respectivement, les dons et le programme de la Fellowship confirment
être des parties vitales pour la survie de notre organisation. Une fois
encore, nous voulons exprimer ici notre gratitude à tous ceux qui ont
décidé de donner quelque chose ou de devenir un Fellow. Ceci nous
permet de mettre en œuvre nos projets et de travailler à la diffusion
et à la défense des Logiciels Libres. Avec un revenu total de 383 221
EUR et des dépenses de 303 419 EUR, l'année 2008 se conclut avec un
solde très positif qui nous permettra de donner plus de poids à notre
organisation comme nous espérions le faire depuis un petit moment
maintenant.
Pour gérer et coordonner la base croissante de nos employés et
bénévoles qui travaillent pour nous à un niveau local, national ou
international, nous avons décidé de chercher un directeur général à
plein temps. Un poste similaire sera également créé pour coordonner le
programme de la Fellowship et pour superviser la région allemande, d'où
proviennent la plupart de nos Fellows et donateurs. Les activités de la
Freedom Task Force (FTF) seront également affermies, et enfin nous
étudions les possibilités d'étendre notre politique pour travailler au
niveau de l'Union Européenne et des Nations Unies. Nous espérons que

11. Les premières cartes à puce de la Fellowship
C'était seulement en avril 2005, nous préparions et livrions le premier
lot de 250 cartes à puce de la Fellowship. Depuis lors, beaucoup de
gens ont rejoint la Fellowship et autant de nouvelles cartes ont été
envoyées.

La FSFE s'implique dans le dossier de l'UE concernant les navigateurs
Internet.
La Free Software Foundation Europe annonce présentement qu'elle
soutient l'enquête antitrust de la Commission Européenne
contre Microsoft. Aussi a-t-elle formellement demandé sa constitution
en partie civile.
L'enquête a débuté le 16 janvier suite à l'envoi d'une communication
des griefs à Microsoft par la Direction générale de la concurrence de
la Commission Européenne. Celle-ci concerne l'abus des normes Internet
ainsi que la vente liée d'Internet Explorer avec le système
d'exploitation Windows. Elle doit son origine à une plainte déposée en
2007 par Opera, une entreprise européenne impliquée dans le
développement de navigateur Internet; que la FSFE avait alors soutenue.
La FSFE considère qu'un comportement anticoncurrentiel est
inacceptable, et ce, qu'il prenne la forme de vente liée, de
contournement des normes, ou d'introduction d'une inégalité. La FSFE
cherchera à soutenir tous les procédés garantissant la concurrence et
stimulant l'innovation.
La FSFE promeut la liberté de choix et protège les Standards Ouverts.
Aussi lutte-t-elle contre les abus de normes prenant la forme
d'extensions logicielles propriétaires qui segmentent illégalement
Internet. D'autre part, la FSFE est heureuse de compter de nouvelles
entreprises sur le marché des navigateurs Internet et milite en faveur
de la possibilité d'améliorer leurs produits afin qu'ils fonctionnent
bien sur les plateformes cibles.
Aucune entreprise ne devrait se trouver en mesure d'imposer
le futur visage d'Internet en usant de sa position dominante sur le
marché pour éroder des standards grâce à sa maîtrise des serveurs
et des clients.
«La législation antitrust se doit d'intervenir lorsqu'il y a un abus
réel et massif d'une position dominante causant préjudice à la
concurrence d'autres domaines», commente Georg Greve, Président de la
FSFE. «Dans le cas présent, Microsoft a utilisé le monopole de sa
plateforme pour créer artificiellement une ubiquité pour Internet
Explorer, et a ensuite modifié les normes aux deux extrémités afin de
fausser la compatibilité et la concurrence».
«Les choix de conception qui ont permis de conférer à IE une meilleure
intégration que ses concurrents et les modifications apportées aux
normes d'Internet n'avaient pas de fondement technologique. Les
conséquences qui ont poussé la Commission Européenne à intervenir
étaient préméditées, non accidentelles», conclut M. Greve.
«Les allégations de Microsoft selon lesquelles il est favorable à la
concurrence et à l'interopérabilité doivent être suivies d'actes de
bonne volonté» déclare Carlo Piana, conseiller de la FSFE. «Jusque là,
nous en avons vu peu : les actions récentes prises à l'encontre des
Logiciels Libres sont éloquentes. Nous n'aurons de cesse d'exiger que
la réelle concurrence soit appliquée de nouveau et que tous les joueurs
soient traités équitablement.»

Historique
La FSFE a déjà soutenu la D.G. de la concurrence de la Commission
Européenne dans une affaire en 2001 contre la non-divulgation des
données d'interopérabilités par Microsoft. C'était la première fois
que la communauté des Logiciels Libres s'impliquait dans une telle
affaire, et cela a contribué à obtenir la décision sans appel de 2004
contre Microsoft exigeant la publication des données
d'interopérabilité.
La décision a été confirmée par un arrêt du tribunal de première
instance de la Cour de justice des Commuanutés européennes, et
a finalement permis l'accès à Samba et la communauté tout
entière aux données d'interopérabilité selon des conditions
compatibles avec la licence GNU General Public License. Ces données
sont désormais exploitées afin de fournir des systèmes plus
interopérables, ce qui profitera à tout l'écosystème informatique.

La Fellowship de la Free Software Foundation Europe est fière d'anoncer
sa dernière initiative: pdfreaders.org, un site qui fournit des
informations sur le PDF et des liens vers des Logiciels Libres capables
de lire les documents PDF sur tous les principaux systèmes
d'exploitation.
"L'interopérabilité, la libre concurrence et la liberté de choix sont
les premiers bénéfices apportés par les Standards Ouverts, ils se
traduisent également par une idépendance vis-à-vis des fournisseurs et
un meilleur rapport qualité-prix pour les utilisateurs", indique Georg
Greve, président de la FSFE. "Bien que la plupart des versions du
format PDF offrent toutes les qualités attendues dans le rendu du
texte mise en forme ou des documents, les fichiers au format PDF sont
typiquement fournis avec des informations incitant l'utilisateur à
utiliser un produit spécifique. pdfreaders.org propose une alternative
qui met en valeur la force du PDF en tant que Standard Ouvert."
Les coordinateurs de pdfreaders.org, Hannes Hauswedell et Jan-Hendrik
Peters, sont heureux de présenter la dernière révision du site qui
informe de manière concise les utilisateurs sur la manière dont ils
peuvent tirer pleinement profit des bénéfices conjoints que leur
apportent les Standard Ouverts et les Logiciels Libres.
"Les Logiciels Libres nous donnent la maîtrise des logiciels que nous
utilisons, et les Standards Ouverts nous donnent la maîtrise de nos
données et autorisent des implémentations multiples," explique
Jan-Hendrik Peters. "Nous voulions montrer qu'avec le format PDF
(Portable Document Format) les gens peuvent avoir les deux."
Hannes Hauswedell ajoute: "Tout comme dans un projet de Logiciel Libre,
nous avons commencé avec une idée, fourni une première implémentation,
reçu de nombreux retours, et retravaillé tout ceci pour obtenir une
meilleure version de ce site. Nous sommes reconnaissants envers tous les
gens qui se sont impliqués. Il s'agit un travail collaboratif qui
n'aurait pas été possible sans la participation de tous les
contributeurs."
"Le site offre des boutons dans de nombreuses langues que nous
encourageons chacun à apposer à côté des fichiers PDF qu'ils offrents
sur leurs sites," explique Matthias kirschner, Coordinateur de la
Fellowship. "Nous espérons que d'ici un an, plus aucun PDF ne soit
proposé sans un des boutons alternatifs et indépendants de tout
fournisseur de pdfreaders.org."

Interopérabilité des navigateurs Internet : la FSFE apprécie la décision
de la Commission Européenne et propose son aide.
Le 16 janvier, la Commission Européenne de la Concurrence a annoncé
l'envoi d'une communication des griefs à Microsoft, concernant la vente
liée d'Internet Explorer et du système d'exploitation Windows. Cette
action découle d'une plainte déposée par Opera, une entreprise
européenne développant un navigateur Internet.
La Free Software Foundation accueille favorablement la décision de et
propose sa participation à l'enquête anti-monopole qui s'en suivra.
Comme nous l'avions indiqué dans un courrier addressé à la commissaire
européenne chargée de la concurrence Neelie Kroes, le comportement
anticoncurrentiel est inacceptable, qu'il prenne la forme de vente liée
de produits sur des segments de marchés dominés ou en contournant les
normes et un accès équitable.
«Les navigateurs Internet deviennent des plateformes critiques pour
l'informatique dans les entreprises et dans les foyers», déclare Shane
Coughlan, coordinateur juridique de la FSFE. «Le marché n'a pas été
capable de prévenir la distorsion inéquitable des environnements
bureautique et nous ne pouvons permettre la répétition de telles
pratiques.»
Georg Greve, Président de la FSFE, déclare qu'«il est important
qu'aucune entreprise ne soit autorisée en Europe à pratiquer une
politique d'encerclement et d'annihilation de la concurrence, que ce
soit via la manipulation des données d'interopérabilité ou via l'abus de
position dominante en liant de manière inique les produits. Microsoft a
déjà été condamné pour avoir faussé le marché des systèmes
d'exploitation pour serveurs de groupe de travail. Nous apprécierions
aussi que la Commission se saisisse de la plainte déposée début 2006 par
la Commission Européenne pour l'Intéropérabilité des Systèmes concernant
d'autres abus dans d'autres domaines.»

La FSFE adjoint la Fellowship à l'Assemblée générale
Aujourd'hui, la FSFE publie la modification de ses statuts, ajoutant
deux sièges à son Assemblée générale. [1] Cela donnera aux Fellows
une représentativité directe dans les instances d'orientations
stratégiques.
La Fellowship est la communauté de la FSFE. [2] Lancée en 2005, elle
fournit un point de rencontre avec des activités en et hors ligne, un
panel d'activités et de coopération, un moyen d'implication dans
l'organisation, et l'un des plus importants moyens de soutenir le
travail de la FSFE dans tous les domaines, humainement et
politiquement. Désormais, la Fellowship est aussi un moyen d'accès à
l'Assemblée générale.
Début 2009, la FSFE lancera un appel à candidature à tous les Fellows
ayant au moins une année d'ancienneté. Avant la prochaine convocation
de l'Assemblée générale, les Fellows éliront le représentant pour le
premier siège. Le second sera élu l'année suivante. Les élus briguent
un mandat de deux ans et il y aura une élection par an à compter de
ce jour.
La modification des statuts permettant ce changement a été préparée
après la tenue de l'Assemblée générale de 2007 et adoptée à
l'unanimité des huit membres de l'Assemblée générale présents à la
réunion annuelle de la FSFE qui s'est tenue du 6 au 8 juin au bureau
de Zurich.
«Nous étions convaincus que nous devions introduire un élément de
responsabilité vis-à-vis des Fellows et leur permettre de prendre
part à la définition de la stratégie», commente Georg Greve,
Président de la FSFE. «Plus qu'un conseiller et qu'un observateur,
nous voulions que cet engagé soit notre égal. Bien sûr, nous
désirions mettre en pratique rapidement ce changement, mais les
modifications statutaires ne sont pas à prendre à la légère, tant un
choix prématuré pourrait engendrer des conséquences dramatiques.
Aussi, nous avons fait aussi vite que notre responsabilité vis-à-vis
de la FSFE nous le permettait, et sommes fiers de l'avoir achevé dans
les temps pour qu'il soit effectif à la prochaine Assemblée générale.»
«Parce que c'est la première année, nous allons devoir travailler dur
afin de donner aux Fellow un moyen de se connaître», ajoute Matthias
Kirschner, coordinateur de la Fellowship. Chaque candidat aura une
plate-forme permettant aux Fellows de le connaître, mais nous voulons
aussi que les candidates connaissent les électeurs. Dans le même temps
que nous améliorerons l'infrastructure du site fsfe.org, nous
multiplierons le nombre de rencontres locales de la Fellowship dans les
mois à venir.»
«Pour le système de vote, nous avons pris exemple sur Debian», déclare
Pablo Machon, Vice-président de la FSFE. «C'est une méthode éprouvée et
qui s'est révélée efficace contre les fraudes. Pour être candidat, vous
devez faire partie de la communauté depuis au moins un an. Ceci, car
nous voulons que le représentant de la Fellowship connaisse
l'organisation et ce que c'est que d'être un Fellow. Pour ce qui est du
droit de vote, il est conféré dès l'adhésion.»
